Issue 1, Spring 2014 Understanding French Foreign and Security Policy towards Africa: Pragmatism or Altruism Abdurrahim Sıradağ1 Abstract France has deep economic, political and historical relations with Africa, dating back to the 17th century. Since the independence of the former colonial countries in Africa in the 1950s and 1960s, France has continued to maintain its economic and political relations with its former colonies. Importantly, France has a special strategic security partnership with the African countries. It has intervened militarily in Africa more than 50 times since 1960. France has especially continued to use its military power to strengthen its economic, political and strategic relations with Africa. For instance, it deployed its military troops in Mali in January 2013 and in the Central African Republic in December 2013. Why does France actively get involved in Africa militarily? This research will particularly uncover the main motivations behind the French foreign and security policy in Africa. Key words: Francophone Africa, France, Foreign Policy, Africa, economic interests. The Role of France in World Politics France’s international power and position has shaped its foreign and security policy towards Africa. France has been an important actor with its political and economic power in Europe and in the world. THE ELEVATION AND ISOLATION OF THE CONSTITUTIONAL STATUS OF NEW CALEDONIA: A CASE STUDY OF FRENCH INTERIM CONSTITUTIONAL REFORM GUILLAUME P. BLANC* INTRODUCTION Constitutional reform is very often needed in order to adapt constitutional rules which govern the distribution or decentralization of powers between different federal and federate entities in federal countries. However, the relationship between constitutional reform and decentralization is not only relevant to federal countries. It can also be relevant to unified or centralized countries which do not have a constitutional federal status, such as France, where sovereign executive as well as legislative powers can be shared between the French central state and the French overseas dependencies. Among these French overseas collectivities, New Caledonia benefits from a special constitutional status and is vested with the most extensive sovereign executive and legislative powers ever transferred from the French state to a French decentralized territory. Following the Noumea Accord of 5 May 1998, the constitutional and institutional status of New Caledonia was entirely modified in order to resolve political conflicts between the Kanak independence movement and New Caledonian political forces opposed to any secession of New Caledonia. This reform resulted in the transfer of sovereign powers traditionally exercised by the French state to the New Caledonian political and administrative authorities, in particular the government, the Parliament (“Congress”), and the Provinces of New Caledonia. The present paper will demonstrate why the transfer of sovereign powers from the French state to the decentralized New Caledonian authorities needed this constitutional reform, and how this reform operates as a progressive constitutional devolution process (1). -

In fact, if you are enrolled in an African history course, it will not just save you from cartographic embarrassment, it may just save your grade! The following list of contemporary territories gives names as of 2012, dates of independence, names changed since independence, a selective list of colonial names, and colonial rulers since the late nineteenth century. It does not list names of all territories that were amalgamated in the early decades of colonial rule. Colonies that were part of the federations of French West Africa and French Equatorial Africa are marked (FWA) or (FEA). A slash under “Date of Independence” denotes that the process of independence from European empires was not accomplished in a single watershed event. A slash in other columns denotes successive names or rulers, while an ampersand conveys that separate colonies of different rulers were amalgamated around the time of independence. This paper aims to describe different aspects of critical care in the FTA. For this, we reviewed official 25 information about population size and intensive care unit (ICU) bed capacity in the FTA and literature on FTA ICU specificities. Persons living in or visiting the FTA are exposed to specific risks, mainly severe road traffic 26 injuries, envenoming, stab or ballistic wounds, and emergent tropical infectious diseases. These diseases may 27 require specific knowledge and critical care management. However, there are not enough ICU beds in the FTA. 28 Indeed, there are 7.2 ICU beds/100 000 population in Guadeloupe, 7.2 in Martinique, and 4.5 in French Gui- 29 ana. In addition, seriously ill patients in remote areas regularly have to be transferred, most often by helicopter, 30 resulting in a delay in admission to intensive care. -

Charles Christopher Raj Assistant Professor of History Department of Historical Studies Kasthurba College For Women Villianur, Puducherry, 605 110 INTRODUCTION Pondicherry which was a small fishing village unknown to the world was created as the window of the French Culture by the advent of the French1. Pondicherry, the very word seems to be the correction of Pudicherry2 which means a new hamlet. The Union Territory of Pondicherry constituted out of the four French establishments of Pondicherry, Karaikal, Mahe and Yanam has the epoch of history of three hundred and fifty years3. The French showed great interest in promoting the new faith i.e., Christianity apart from their economic trade and commercial motives. The Charter of 1664 had bestowed the Royal French Indian Company perpetual concession over Madagascar and the neighbouring islands an important condition that it should promote the Catholic faith in these areas. Thus the company started its evangelical mission and Pondicherry saw the beginning of the mission by two Capuchin priests, in 1674, who came to Pondicherry along with Francois Martin to spread the Gospel among the strange population4. DEDICATION BY THE CAPUCHINS TO THE DEVELOPMENT OF MISSION The evangelical mission at Puducherry, saw its inception by St. Francis Xavier, which was made known by the two letters written by the saint himself in the year 1545. They reveal vicinity of the mission took in the place called Saveriacheri and they must have experienced the saints evangelical work and there are evidences that the saint made some conversion among the population and since there were no priests the new religion lost its rapport in development5.
