Wednesday 1 February 2017 SCOTTISH GOVERNMENT Communities John Mason (Glasgow Shettleston) (Scottish National Party): To ask the Scottish Government how the ability to make twice-monthly payments and pay the housing element of universal credit directly to landlords compares with the current monthly payment system. (S5O-620) Jeane Freeman: By making Universal Credit payments more flexible and adaptable we are giving people in Scotland more choice and control over how they manage their budget. During our social security consultation, DWP’s monthly payments were repeatedly raised as a problem. Twice-monthly payments can make life a bit easier for low income households who have to make a tight budget work for them and their family. Direct payments to landlords can also help people manage their income better, as well as providing rental security and minimising rent arrears for local authorities and landlords. Mike Rumbles (North East Scotland) (Scottish Liberal Democrats): To ask the Scottish Government whether the planning system encourages the use of alternatives to pylons, and how it works to mitigate their visual impact, especially in areas of natural beauty, such as Bennachie. (S5O-621) Kevin Stewart: The Scottish Planning Policy states that consideration should be given to underground grid connections where possible. Jackie Baillie (Dumbarton) (Scottish Labour): To ask the Scottish Government what additional social security support it is providing to low income households that will see an increase in council tax from 1 April 2017. (S5O-622) Jeane Freeman: The Council Tax Reduction Scheme assists low income households in meeting their Council Tax liabilities but is not part of either the devolved or the UK Government Social Security systems. -

The ultimate outcome in terms of central redistribution of funds might not diVer radically from present arrangements, but it is to be hoped it would be more possible to achieve a degree of public understanding and acceptance around it. However, the current unitary UK constitution does not permit such an approach. Within this system, however it is modified, the Formula is likely to bring with it similar problems such as resentment within England that it is subsidising other parts of the UK. Do the advantages of the Formula as presently constituted outweigh its disadvantages? The primary political goal of the Formula is to satisfy those nations within the UK that are in practice its beneficiaries that membership of the Union is advantageous to them; while not causing excessive resentment amongst the other nations (or rather, nation). So long as both these conditions are fulfilled by the formula, its advantages could be said to be outweighing its disadvantages. -

I welcome the opportunity to contribute to the Finance Committee’s consideration of the legislative budget process. 2. I was a member of the Budget Process Review Group (BPRG), which carried out a fundamental review of the Scottish Parliament’s budget process. A revised process based on the recommendations of the BPRG was introduced last year, for the 2019/20 budget. This submission reflects my experience as a member of the BPRG. I look forward to discussing these issues further with the Committee on 13 June 2019. Background Previous budget process 3. The Scottish Parliament has always had a legislative budget process. The UK Government established the Financial Issues Advisory Group (FIAG) in 1998 to develop proposals for the new Scottish Parliament’s budgetary process. FIAG outlined a set of principles for the process (Appendix 1). It recommended a statutory annual budget process that was designed to give the Parliament’s committees the opportunity to comment on Scottish Government spending plans at several points during the year. It proposed an annual three-stage approach to scrutinising and approving the Government’s spending proposals: • April to June - discussion of strategic priorities for the following financial year • September to December - consideration of the Scottish Government’s draft budget and opportunity to suggest alternative tax and spending proposals • January to February - scrutiny of the Budget Bill. Rationale for change 4. The process has continually evolved since it was introduced in 1999, but more fundamental changes were needed to accommodate the devolution of tax and spending powers through the 2012 and 2016 Scotland Acts. -

PROGRESS REPORT ON PUBLIC SERVICE REFORM FOREWORD When the Institute published the research paper Fit for Purpose? two years ago, we sought to contribute to the next phase of public service reform by identifying some of the key challenges for Irish public administration and some of the priority areas where change is necessary. In this paper we re-visit the challenges set out in Fit for Purpose? and assess progress two years down the road. At a time of unrelenting media attention, there is a need now more than ever for sound evidence to show what is actually changing in the public service. This paper seeks to identify where real progress is being made, and to highlight where further progress or new initiatives are needed. The Institute of Public Administration was founded to promote the study and improve the standard of public administration. -

The Leader The House met at half-past Nine o’clock of the House said in response to a question I asked that “there is no cause for the Competition Commission to seek to PRAYERS intervene”.—[Official Report, 10 October 2013; Vol. 568, c. 314.] Will my right hon. Friend the Business Secretary talk to [MR SPEAKER in the Chair] the Competition Commission and encourage it to work on real local monopolies and not this issue? Vince Cable: As an avid cinema-goer and, indeed, Oral Answers to Questions someone who used to go to that cinema, I have some sympathy with my hon. Friend, but the process is this: BUSINESS, INNOVATION AND SKILLS the Competition Commission has come to a resolution and the next step has to be to go to the Competition Appeal Tribunal. I suggest to my hon. Friend that, since The Secretary of State was asked— the Cambridge law faculty has some of the best minds Small Business in the country, including that of his predecessor, it may want to take on this issue on a pro bono basis. -
