Oklahomans in many other areas of the state are following suit. At one time, do- mesticated hogs were managed as free ranging livestock in parts of the state. These domesticated hogs would often become feral and were hunted or trapped for meat. Managing domesticated hogs as free ranging livestock is not a common practice any more. However, feral hog populations remained and are spread- ing throughout the state. As feral hog populations have expanded, debate about the pros and cons of their presence has become more intense. University Ave., Laramie, WY 82071, USA Abstract: The Wild Free-Roaming Horses and Burros Act (WFRHBA) of 1971 established all “unbranded or unclaimed” equids on U.S. public lands as “living symbols of the historic and pioneer spirit of the West.” Today, >72,000 feral horses (Equus ferus caballus) and burros (E. asinus; WHB) live on western U.S. public rangelands. The number of WHBs exceeds the Bureau of Land Management’s maximum Appropriate Management Level (AML) of 26,715 by a factor of approximately 2.7 and has nearly doubled from 2007–2015. The AML was set to balance WHB numbers with rangeland health and support other uses such as wildlife habitat and livestock grazing. Thus, public land management agencies must manage WHB under the multiple-use context. This becomes more problematic when WHB populations go largely unmanaged and excessive equid grazing negatively impacts rangeland vegetation, native wildlife, and livestock forage. In addition, approximately 46,000 WHBs exist in off -range holding facilities, further straining federal budgets. Contemporary management actions are being constrained by: (1) litigation that has stymied federal government WFRHBA enforcement eff orts, (2) public emotional concerns that lack reconciliation with the current situation, and (3) increasing complexity in the laws and subsequent amendments shaping WHB management policy.

To this end, the article looks at the practices associated with conserving Scottish wildcats as defined by a definite phenotypical, morphological and/or genetic type, abstracted from indefinite, fleshy organisms emplaced and entangled within changing ecologies. The article describes the biopolitical work of taxonomically distinguishing wildcats (Felis silvestris) from domestic cats (Felis catus) and their hybrids, exploring the challenges presented to this work by the disorderly agencies of wild-living cats. It then outlines and reflects on the proposed captive breeding programme aimed at preserving the ‘pure’ Scottish wildcat sub-species type. This case highlights the ways in which species-based conservation can conflict with care for individual animals as well as with life’s immanent, generative tendencies.     Final Position Statement Invasive and Feral Species Invasive and feral species present unique challenges for wildlife management. The Wildlife Society defines an invasive species as an established plant or animal species that causes direct or indirect economic or environmental harm within an ecosystem, or a species that would likely cause such harm if introduced to an ecosystem in which it is non-indigenous as determined through objective, scientific risk assessment tools and analyses. Feral species are those that have been established from intentional or accidental release of domestic stock that results in a self- sustaining population(s), such as feral horses (Equus ferus), feral cats (Felis catus), or feral swine (wild pig, Sus scrofa) in North America. Feral species are generally non-indigenous and often invasive. Whereas invasive species are typically non-indigenous, not all non-indigenous species are perceived as invasive. For example, species introduced as biological control agents and some naturalized wildlife species, provide significant economic benefits while not resulting in significant or perceived harm to native ecosystems. Similarly, some indigenous species can be perceived as invasive when population increase or range expansion beyond historical levels disrupt ecosystem processes, resulting in economic or environmental harm. Determination of an invasive species can vary across regions based on the presence of local economic or environmental harm. The extent to which invasive and feral species harm indigenous species and ecosystems can be difficult to determine, and few laws and policies deal directly with their control. Many invasive and feral species are wrongly perceived as natural components of the environment and some have the support of advocacy groups who promote their continued presence in the wild.

As a domesticated animal, cats have no native range and are considered a non-native, invasive, feral species when allowed outdoors to interact with native ecosystems.
