MEMORANDUM TO: Interested Parties FROM: Alixandria Lapp, Executive Director, House Majority PAC DATE: May 26, 2016 RE: Congressional Democrats Poised for Pick-Ups Across the Empire State With just over a month until New York’s June 28 congressional primaries, and just under six months from the November general election, Democrats are poised for significant pick-ups in congressional districts across the Empire State. This year Democrats are overwhelmingly on offense in New York – with at least six Republican held seats that could be flipped this November. Multiple Republican incumbents and challengers are finding their already-precarious political prospects diminishing even further as they struggle with a damaging party brand, a toxic presidential ticket-mate, and increasingly prove themselves out of touch with their own districts. Bottom line: With New York’s congressional Republicans increasingly vulnerable heading into the fall, Democrats are overwhelmingly on offense and well-positioned to win key districts across the state in 2016. New York Republicans Tied to Toxic Brand As in any presidential year, down-ballot races will be heavily shaped by the top of the ticket. For Republicans, particularly in New York, that’s bad news. Even before the GOP presidential race took shape, New York’s congressional Republicans faced significant structural political challenges. In six competitive Republican-held districts, President Obama either won or came within 1% of winning in 2008 and 2012. Now with Donald Trump as their presidential ticket-mate, down-ballot prospects for New York Republicans are far worse. Earlier this month, a poll by Morning Consult found that nearly half of all Americans would “be less likely to support candidates for public office if they say they back Donald Trump.” And despite Donald Trump’s big win in New York’s presidential primary, there’s no indication that it will translate to success in November.

    March 26, 2020 Donald Trump President 1600 Pennsylvania Ave. NW Washington, D.C. 20500 Dear President Trump: We write to urge the immediate approval of extended unemployment benefits passed in Public Law No.: 116-127, the Families First Coronavirus Response Act, for the State of New York. New York State has over one-half of all COVID-19 cases in the United States. We must mobilize all resources possible in an expeditious manner to mitigate public health risk and economic decimation. Absent federal intervention, the earliest New York State would qualify for Extended Unemployment Benefits is April, allowing benefits to be distributed in May to individuals who qualify. However, the situation in New York State grows increasingly urgent. On Thursday, March 19th, the New York State Labor Department registered more than 206,000 website logins and 159,000 phone calls by 12:00PM, a 400% increase over the average. Some parts of New York reported a 1000% increase in claims. The next day, New York State was declared a major disaster area. According to Dr. Deborah Birx, the White House Coronavirus Task Force Coordinator, the practice of social distancing is especially important in New York, as individuals in the New York City are testing positive for COVID-19 at a rate of 28%, compared to 8% nationwide. Every sector of New York’s economy is impacted by COVID-19 for the foreseeable future, including food, transportation, arts, entertainment, retail, education, real estate, and non-profit. While the public health and economic environment created by COVID-19 is unprecedented in modern history, it is certain that thousands of New Yorkers will rely on unemployment assistance.

    2020 Election Recap Below NACCHO summarizes election results and changes expected for 2021. Democrats will continue to lead the House of Representatives…but with a smaller majority. This means that many of the key committees for public health will continue to be chaired by the same members, with notable exceptions of the Appropriations Committee, where Chair Nita Lowey (D-NY) did not run for reelection; the Agriculture Committee, which has some jurisdiction around food safety and nutrition, whose Chair, Colin Peterson (D-MN) lost, as well as the Ranking Member for the Energy and Commerce Committee, Rep. Greg Walden, (R-OR) who did not run for reelection. After the 117th Congress convenes in January, internal leadership elections will determine who heads these and other committees. The following new Representatives and Senators are confirmed as of January 7. House of Representatives Note: All House of Representative seats were up for re-election. We list only those where a new member will be coming to Congress below. AL-1: Republican Jerry Carl beat Democrat James Averhart (open seat) Carl has served a member of the Mobile County Commission since 2012. He lists veterans’ health care and border security as policy priorities. Rep. Bradley Byrne (R-AL) vacated the seat to run for Senate. AL-2: Republican Barry Moore beat Democrat Phyllis Harvey-Hall (open seat) Moore served in the Alabama House of Representatives from 2010 to 2018. The seat was vacated by Rep.   • Lee Zeldin Was Born and Raised on Long Island. He Grew up In
    EDUCATION: Lee Zeldin was born and raised on Long Island. He grew up in Suffolk County and graduated from William Floyd High School in Mastic Beach, where his identical twin daughters attend school today. He earned his bachelor’s degree from the State University of New York at Albany and then his law degree from Albany Law School, becoming New York’s youngest attorney at the time at the age of 23. MILITARY SERVICE: Lee spent four years on Active Duty with the U.S. Army after completing ROTC and served in different capacities, including as a Military Intelligence Officer, Prosecutor, and Military Magistrate. In the summer of 2006, while assigned to the Army’s elite 82nd Airborne Division, Lee deployed to Iraq with an infantry battalion of fellow paratroopers in support of Operation Iraqi Freedom. In 2007, Lee returned to Suffolk County with his family. It was at this time that Lee transitioned from Active Duty to the Army Reserve, where he currently serves with the rank of Lieutenant Colonel. DELIVERING FOR NEW YORK: In 2008, Lee established a successful law practice in Smithtown, NY. Elected to the New York State Senate two years later, in 2010, Lee’s been working hard every day since to keep the promises he made to the hard-working families he represents. In the State Senate, Lee successfully fought to repeal the MTA Payroll Tax for 80 percent of employers, a job killing tax that was hurting small businesses. Lee led the successful efforts to repeal the Saltwater Fishing License Fee and create the PFC Joseph Dwyer Program, a statewide program in New York to help our returning veterans cope with Post Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI).

    July 21, 2021 Dear Leaders of Democratic States: In the streets of Cuba, the people are bravely marching for a new day of freedom and demanding an end to the illegitimate, brutal Cuban dictatorship. After more than six decades of brutally oppressive rule, the Cuban people are risking their lives to loudly denounce the disastrous communist regime that has time and time again failed to promote and protect the general welfare of its citizens. The people are shouting “libertad,” and demanding freedom, democracy and human rights. As the Cuban people risk their lives for freedom, the world must stand with them in this critically important moment. As the democratically-elected leaders of the world’s free countries, we write to you today to fervently implore you to take action in support of the Cuban people and their democratic aspirations. It is time to finally end the evil and murderous reign of the communist, illegitimate Cuban regime that has murdered, tortured and oppressed for far too long. In concerted solidarity with the Cuban people, we believe there are four essential actions that we all must take immediately to promote freedom for the Cuban people and place further pressure on the corrupt and murderous Cuban regime to end its reign of terror.
