16Th November 2017 at Llandrinio Village Hall 7.30 P.M Draft Minutes of a meeting of the Cyngor Cymuned Llandrinio &Arddleen Community Council held on Thursday 16th November 2017 at Llandrinio Village Hall 7.30 p.m Present; Cllr Mrs S M Townsend (Chairman) Cllrs A A White, T N Davies, M R Williams, Mrs L M Roberts, Mrs L O’Connor, Mr A Wigley, B C Foulkes and 2 members of the public. Apologies Cllrs H V Jones, Mrs P M Jones and J F Thomas. 282/2017 Minutes of the previous meeting on the 21st September 2017 were confirmed. 283/2017 Matters arising; 284/2017 (214/2017) Training has been arranged with St John’s Ambulance for 3 dates with the presentation of the Defibrillator on Wed 22nd November at 5 p.m in Llandrinio Village Hall. A donation of £40 was agreed for the St John Ambulance. 285/2017 (215/2017) Donations of £2400 have been received so far to fund the survey of Rodney’s Pillar – waiting to hear from Trewern Community Council and Hansons Quarry. It was agreed that the survey would be organized by Llandrinio & Arddleen Community Council under S137 expenditure for the benefit of residents and that the V.A.T would be reclaimed. 286/2017 (216/2017) Meeting of Criggion Quarry Liaison Group held on Friday 20th October – attended by Cllrs Mrs L M Roberts, Mrs P M Jones, M R Williams and H V Jones. The Quarry had offered to provide landrover rides to fund any repairs to the Pillar and carry any necessary equipment for the repairs. 287/2017 (218/2017) Natural Resources Wales have finally managed to test a sample of the brook in Sarnau.- these results are being analysed. 288/2017 (242/2017) Thank you from Arddleen & District Arddleen Association to Mr Andrew Wigley for joining the Trustees of the Community Hall. Cllr Wigley will give a report to the Community Council at the Annual meeting. 289/2017 (244/2017) Cllrs M R Williams and Mrs P M Jones attended the meeting of the Clywedog & Vrynwy Liaison Group at Lake Vrynwy 290/2017 (269/2017) Footpaths Officer informed of the problems with the blocked footpath and stones left on the path at Haimwood and the need for waymarking at The Coppice Farm. 291/2017 (273/2017) Complaint of blocked drains on B4393 – road gully emptier is being sent Mid November. Clerk to request that this machine continue up to Llandrinio Church. 292/2017 (275/2017) Reply received from North & Mid Wales Trunk Road Agency to say that a review of speed limits on the Trunk Roads is currently being carried out and that the request for a speed limit and flashing warning sign will be taken into account. 293/2017 (278/2017) Wind farm components are being sent to Bryn Blaen Wind Farm – Clerk contacted them to see if any community funding 294/2017 (219/2017) Cost of re-painting shelter at Trawscoed is approx. £150 Correspondence for Information 295/2017 Consultation from National Assembly for Wales on the local approach to poverty reduction: The Well-being of Future generations Act & public service boards 296/2017 details of a competition ‘Capturing Planning in Images’ – winner will receive family subscription to CADW Closing Fri 10th Nov 297/2017 Consultation on proposed amendments to Local Authorities (capital Finance & Accounting) (Wales) regulations 2003 298/2017 Notice of NHS Appointments as Independent Members on the Public Health Board NHS Trust 299/2017 Review currently being carried out of the Community & Town Council Sector – Clerk attending a meeting on Sat 18th Nov in Welshpool Town Hall 300/2017 Details received of which Police Officers deal with which area of Powys. 301/2017 newsletter from caepost 302/2017 Consultation on proposed changed to procedures relating to the registration of town & village greens 303/2017 Clerk & Councils Direct for circulation Correspondence for action 304/2017 Donation request received from Llandrinio Over 60’s Club. It was proposed by Cllr A A White and seconded by Cllr Mrs L O’Connor that a Grant of £300 be awarded. 305/2017 Donation request from Arddleen & District Community Association together with copy of audited accounts. Cllrs noted that the Audit Fees remained quite high at £480.00. It was suggested that the Arddleen Committee approach the Auditor to ask for a breakdown of costs and how these could be reduced in the future. It was agreed that any auditor could be used provided that they held a practicing certificate as a qualified Accountant and had the necessary professional indemnity. It was proposed by Cllr Mrs S M Townsend and seconded by Cllr Mrs L O’Connor that a Grant of £2000 be given and £500 towards the Wide Water Wharf. It was noted that this did not include the Auditors fees. 306/2017 The Independent Remuneration Panel draft Annual report was noted in which it suggests an allowance of £150 per councilor. Email had also been received from One Voice Wales to say that Councillors could opt out of this if required. 307/2017 Clerk contacted Portfolio Holder to try and get an update with regard to the review of Litter Bins in Powys. County Cllr Mrs L M Roberts is meeting County Cllr Phyl Dvaies in early Dec and will bring this to his attention. 308/2017 Donation request from Powys Citizen Advice Bureau - noted 309/2017 Christmas Bin collection dates received from Powys – will put in Bridge 310/2017 Donation request from Penrhos Church towards upkeep of Cemetery. It was proposed by Cllr A A White and seconded by Cllr T N Davies that a Grant of £200 be given. 311/2017 Donation request from Arddleen School for contribution towards maintenance of Playing Field. This had been reduced this year and it was proposed by Cllr Mrs S M Townsend and seconded by Cllrs Mrs L O’Connor that a Grant of £500 be given. 312/2017 Emails from Powys Teaching Health Board re; Future Fit consultation – no definitive timetable as yet. Clerk to write and requestthat this is not left until over the Christmas period. 313/2017 details revised of revised proposals from the Boundary Commission for Wales - Powys will be split into South Clwyd & North Montgomeryshire and Brecon, Radnor & Montgomery. 314/2017 Reminder of Petition to improve Maerdy bridge junction which will be returned to David Edwards. Planning 315/2017 Minutes of a Planning Meeting held on Friday 22nd September 2017. 316/2017 Minutes of a Planning Meeting held on Tuesday 17th October 2017. Letters have been received from residents re;P2017 1089 Erection of chicken shed at Lower Trederwen. Clerk contacted Environmental Health for more information re: ammonia levels. County Cllr Mrs L M Roberts has requested a site visit by the Planning Committee. 317/2017 Clerk represented the Community Council and spoke at the Planning Committee on Thursday 5th October re: P2017 0623 – development at Windy ridge Arddleen. Although permission was granted this was only if the first phase of the development went ahead. 318/2017 Clerk represented the Community Council and spoke at the Planning Committee on Thursday 26th October re: P2017 0825 – Land adj Cynefin Penrhos. Planning Officer considered this site as part of the settlement of Penrhos and permission was granted. 319/2017 Planning permission has been granted to;- i) P2017 0866 Erection of single storey extension at Cedars House, Llandrinio ii) P2017 0656 – Listed building consent at Old School, Llandrinio iii) P2017 0395 – Erection of affordable dwelling at land adj Ponderosa, Burgedin iv) P2016 0319 – Erection of 9 dwellings at land at Bryn Perthy, Arddleen v) P2016 1036 P2016 1036 – Erection of 9 dwellings at land adj Windy Ridge, Arddleen 320/2017 Planning Dept are investigating demolition of buildings and change of use at Penrhos Farm. Penrhos. Owner had sent evidence showing that planning permission has been obtained. Highways 324/2017 Powys County Council are still working with Severn Trent to reinstate the road outside Portland to the correct standard. It is planned for the road to be closd 6th – 8th Dec to allow this work to go ahead. 325/2017 Clerk to notify Highways Dept of disintegrating road surface outside Llandrinio Shop – County Cllr Mrs L M Roberts will also show Portfolio Holder. 326/2017 Clerk to also notify highways Dept of a blocked drain near Beechfields. County Cllr Mrs L M Roberts will also show Portfolio Holder when he visits area early December. 327/2017 Damage was reported to Llandrinio bridge which unfortunately has moved some of the stones. Highways Dept currently evaluating. 328/2017 Complaint had been received of vehicles causing an obstruction by parking on the pavement by York House. Police have been notified and have contacted the vehicle owners. 329/2017 Clerk to report potholes down the Wern, and also on the Penrhos Junction on the A483.

There are also a few non-Powys 'strays' from adjoining counties, particularly some which may be connected with Powys families. For those researchers puzzled and confused by the thought of dealing with patronymics, when looking for their Welsh ancestors, a few are to be found here and are ' indicated by an asterisk. A simple study of these few examples may help in a search for others, although it must be said, that this is not so easy when the father's name is not given. I would like to thank all those members who have helped in anyway with the compilation of this booklet. A second collection is already in progress; please· send any contributions to me.     FINAL PROPOSALS Community No. M19 - LLANDRINIO Introduction 1. The community of Llandrinio lies in the northeastern corner of Montgomeryshire, in a landscape that is defined by the confluence and flood plains of the rivers Efyrnwy and Severn. Settlement in this community is defined by the routes that lead eastwards, out of the county, with most settlement and considerable new development following the course of the B4392 through the large village of Arddleen, along the A483(T) and the B4393, through the community's other large village of Llandrinio. Away from these large villages, further settlement is found in the small village of Sarnau and in the rural settlements of Burgedin, Deuddwr, Penrhos and Rhos Common. Both Arddleen and Llandrinio have seen a significant amount of development in recent years, and each large village has a good range of community services and facilities. Many of the communty’s boundaries follow watercourses: the river Severn in the south-east; and the river Vyrnwy and its tributary the Sarn Wen brook in the north, and the Montgomery canal in the west. The key settlement of Four Crosses in the neighbouring community of Llandysilio abuts the community boundary at the Sarn Wen brook, and is separated by that brook from the continuation of settlement that leads through the rural settlement of Rhos Common into the large village of Llandrinio. 2. The community has a population of 1,137, an electorate of 1,115 (2005) and a council of 11 members. The community is warded: Arddleen with 652 electors and six councillors; Llandrinio with 463 and five.

Apologies: Cllrs C M Jenner & S R Page 2018/332 Members of the public were welcomed by the Chairman. 2018/333 The members of the public had received a copy of the speed data collected from the traffic counters down Domgay Lane and a copy of the response from the Highways Dept. They felt that vehicles had deliberately gone slow over the speed strip and that Highways should take into account the details as submitted by Roger Parry in the application submitted for the Poultry Sheds which showed that there would be an increase in traffic. He also felt that the standards Committee should look into why money was spent on resurfacing the lane to Carnbwl rather than being spent on adding a footpath. County Cllr E A Jones had received a copy of the Data when it was last recorded in December 2010 and the results in 2018 showed an increase in volume of over 400 vehicle movements and an increase in both the average speed and in those travelling over 60 mph. The Chairman confirmed that the Community Council would highlight these increases to Powys County Council to try and increase safety for all users of Domgay Lane.

Apologies Cllrs Mrs S M Townsend and Mrs L O’Connor 1/2018 Minutes of the previous meeting on the 16th November 2017 were confirmed. 2/2018 Matters arising; 3/2018 (284/2017) Training has taken place with St John’s Ambulance for 3 dates with the presentation of the Defibrillator on Wed 22nd November at 5 p.m in Llandrinio Village Hall. Welshpool Hospital league of Friends have also given one to Penrhos Old School which will be installed next weekend. Arddleen Community Hall are in the process of installing the outdoor cabinet. 4/2018 (285/2017) Donations of £2900 have been received so far to fund the survey of Rodney’s Pillar – It was agreed to increase the Grant to £900 which would enable the survey to go ahead as this will be matched by Bausley with Criggion Community Council. 5/2018 (287/2017) Natural Resources Wales have finally managed to test a sample of the brook in Sarnau and state that it is not within the agreed parameters. Clerk to ask who is responsible for making sure that work is done so that it is within the agreed parameters. This is particularly important as other dwellings are connecting into the Digester and there were concerns that there is not enough flow in the summer months.

The site itself is currently agricultural land. It is relatively flat, with a slight fall from east to west. The Sarn-wen Brook runs along the western and northern boundary of the site and beyond this lies existing residential development and a football field to the north. On the southern edge of the site is the B4393, beyond which lie a sewerage works and further residential properties. To the east of the site is agricultural land. The application is an outline application for the development of up to 49 new dwellings. The development would also include the provision of a new mini roundabout to provide access off the B4393 as well as new adoptable roads within the site.
