Likewise, offerings of securities by promotional enterprises have continued to increase, as predicted in the preceding report. This increase was particularly evident during the year 1950 and is evidenced in part by a comparison with the number of dealers' and salesmen's registrations in effect at the close of the year 1946, the first full year of business following the 5 6 BIENNIAL REPORT termination of World War II. At the end of that year, 90 dealers' and 164 salesmen's registrations were in effect. As noted above, 162 dealers' registrations and 359 salesmen's registrations were in effect at the close of the year 1950, increases of 80% and 119% respec­ tively. This substantial increase in the number of persons engaged in the securities business is accounted for largely by new promo­ tional ventures engaged in offering shares of stock for sale to the public. Attention is again called to. the fact that the Colorado statutes relating to the issuance and sale of securities are inadequate and antiquated. Civil suits seeking injunctions prohibiting the further sale of securities were filed against Spectro Manufacturing & Sales, Inc., Business Title Guaranty Co., Kirk Uranium Corporation and e 'Tobyne Oil Company. Injunctions were obtained by consent in each suit. The dealer's registration of Colorado Placers, Inc., was revoked after a formal hearing, and an appeal to the District Court from the order of revocation subsequently was dismissed. A convic­ tion was obtained against one George Kelly on charges of confidence game arising out of the sale of securities. This conviction was upheld on appeal to the Colorado Supreme Court. Acknowledgment is given to the Attorney General and to his assistant, Mr. Donald C. McKinlay, for the capable assistance rendered to this department in the foregoing litigation. The personnel of the department consists of Curtis White, Securities Commissioner; Richard B. Foley, Assistant Securities Commissioner, and Rhoda Son, secretary. LEGISLATIVE REFERENCE OFFICE The Legislative Reference office was established by an act of the General Assembly approved May 6, 1927. The office .has two primary functions: legislative reference work and bill draft­ ing for members of the Colorado General Assembly and the Governor. Legislative Reference Work-The office maintains a legislative informational service for members of the General Assembly, state departments and agencies, and the public. The purpose of this service is to make available studies and information on legislative subjects and the laws of other states. A small but select legislative library is maintained. Office facilities are also available for special reports prepared at the request of individual legislators and legis­ lative standing, special and interim committees. Bill Dra[t1"ng: Assistance in bill drafting and advice on mat­ ters of legislative procedure and forms of bills, resolutions and amendments are given. Since the establishment of the office approxi­ mately ninety per cent of all legislation introduced in the various General Assemblies has gone through the office at one time or another. The office, however, avoids offering recommendations as to the desirability of any proposed legislation. Qualifications for Office The Council of State Governments (CSG) publishes the Book of the States (BOS) 2015. In chapter 4, Table 4.13 lists the Qualifications and Terms of Office for lieutenant governors: The Book of the States 2015 (CSG) at www.csg.org. Method of Election The National Lieutenant Governors Association (NLGA) maintains a list of the methods of electing gubernatorial successors at: http://www.nlga.us/lt-governors/office-of-lieutenant- governor/methods-of-election/. Duties and Powers A lieutenant governor may derive responsibilities one of four ways: from the Constitution, from the Legislature through statute, from the governor (thru gubernatorial appointment or executive order), thru personal initiative in office, and/or a combination of these. The principal and shared constitutional responsibility of every gubernatorial successor is to be the first official in the line of succession to the governor’s office. Succession to Office of Governor In the election of 1904, Alva Adams was thought to have won, however, Republicans, who still controlled the state legislature, insisted that owing to fraud and corruption the election was stolen from James Hamilton Peabody. On the day that Alva Adams took office on March 17, 1905, the Republican-controlled legislature voted to remove him from office and reinstall Peabody, on the condition that Peabody immediately resign.

About two and half years later, on November 7, 1972, Colorado citizens voted by a three to two margin to make it a violation of Colorado’s constitution for state funds to be allocated toward the event. Colorado politicians and business leaders had spent years planning, campaigning, and traveling the globe to earn the right to host the winter sports festival. Nevertheless, with funding suddenly inaccessible, Denver’s Olympic planners were forced to rescind their invitation to “the youth of the world,” as Olympic hosts traditionally declared every four years. This dissertation delves into the political controversies surrounding the 1976 Denver winter Olympic games. Colorado’s decision to banish the Olympics was the product of a change in how Coloradans viewed economic growth, combined with broadened understandings of the political power of citizenship.

    COLORADO GOVERNORS William Lee Knous Scope and Content Note The William Lee Knous collection comprises approximately 51 cubic feet of record material spanning his two terms from 1947- 1950. Major record series included in the collection are the Executive Record; correspondence; reports; newspaper clippings; and administrative files. There is also a file entitled "Papers of Judge Knous" (1934-1946). Biography William Lee Knous was born February 2, 1889 in Ouray, Colorado. His father, John F. Knous was of Pennsylvania Dutch origins. Coming west from Iowa in the early 1870's John became a freighter and wagon boss for a company that hauled mining supplies to the Leadville area using eight-mule teams. Following the mining boom in Leadville, he moved to Ouray on the western slopes of Colorado where he mined and prospected, later serving as town marshal and undersheriff. John married Julia Bain and their first child was William Lee. As William got older, he was able to work in the mines which, though hard work, paid better than other jobs. He was a talented baseball player and pitched on his company's team. Occasionally, he entered local boxing matches and during his college days actually considered becoming a professional boxer. Although Knous was interested in studying engineering after high school, his family instead persuaded him to study law and in the fall of 1908 he entered the University of Colorado Law School. He graduated from college with honors at the age of twenty-two with his law degree. He then proceeded to practice law in Ouray from 1911 to 1916.

UNIVERSITY OF COLORADO BOULDER Spring 2020 3 Message from the Dean A Tradition of Public Service As this issue of Amicus goes to press, we are experiencing many changes due to the impact of COVID-19. We have switched to fully remote classes for the rest of the semester, and are exploring alternative ways of celebrating the Class of 2020 in the wake of a canceled in-person May commencement ceremony. These are trying times, and I am proud of the resiliency and care for one another that our community has shown. Amid everything going on in the world, we still have much to celebrate, as we are reminded in the following pages. I hope this issue of Amicus inspires you. Public service is a key component of a lawyer’s professional obligations and an essential ingredient in a legal career. As a law school, we are committed to instilling an ethic of public service in our students and graduates. Personally, public service has been one of the most satisfying aspects of my career. Last year, our students spent a total of 14,291 hours assisting the underserved through our nine legal clinics. More than 92 percent of 1Ls signed the Public Service Pledge, and the members of the Class of 2019 collectively contributed over 6,700 hours of unpaid law-related service during their time in law school. On top of providing valuable experience through clinics and externships, we have introduced several public service projects led by faculty members.

The President's term is four years and the Speaker's term is two years. Some of the Presidents and Speakers did not serve full terms, while others served more than one term. The first legislative session met from November 1, 1876, through March 20, 1877, and the succeeding sessions met every two years in the odd numbered years: 1879, 1881, 1883, etc., until 1950. Even though the Colorado General Assembly started to convene annually in 1950, the dates for the terms of office for both the President and Speaker begin on an odd-numbered year. Constitutional conventions and the transformation to statehood. As early as April of 1859, pioneers who had traveled to Cherry Creek in search of gold petitioned the United States Congress to create a territory for the area that would become Colorado. After a failed attempt to create the Territory of Jefferson, settlers in the gold fields remained under the jurisdiction of the Kansas Territory from 1859 to 1861. On February 26, 1861, Congress passed an organic act that established the Territory of Colorado. The new territory was constituted mainly from the western portion of the Kansas Territory, as well as smaller segments of the Nebraska, Utah, and New Mexico territories. During the next 15 years, from 1861 to 1876, citizens of the Colorado Territory made three attempts to attain statehood, in 1864, 1865, and 1876.
