Anke-Beate Stahl Norse in the Place-nam.es of Barra The Barra group lies off the west coast of Scotland and forms the southernmost extremity of the Outer Hebrides. The islands between Barra Head and the Sound of Barra, hereafter referred to as the Barra group, cover an area approximately 32 km in length and 23 km in width. In addition to Barra and Vatersay, nowadays the only inhabited islands of the group, there stretches to the south a further seven islands, the largest of which are Sandray, Pabbay, Mingulay and Bemeray. A number of islands of differing sizes are scattered to the north-east of Barra, and the number of skerries and rocks varies with the tidal level. Barra's physical appearance is dominated by a chain of hills which cuts through the island from north-east to south-west, with the peaks of Heaval, Hartaval and An Sgala Mor all rising above 330 m. These mountains separate the rocky and indented east coast from the machair plains of the west. The chain of hills is continued in the islands south of Barra. Due to strong winter and spring gales the shore is subject to marine erosion, resulting in a ragged coastline with narrow inlets, caves and natural arches. Archaeological finds suggest that farming was established on Barra by 3000 BC, but as there is no linguistic evidence of a pre-Norse place names stratum the Norse immigration during the ninth century provides the earliest onomastic evidence. The Celtic cross-slab of Kilbar with its Norse ornaments and inscription is the first traceable source of any language spoken on Barra: IEptir porgerdu Steinars dottur es kross sja reistr', IAfter Porgero, Steinar's daughter, is this cross erected'(Close Brooks and Stevenson 1982:43). -

Island Studies Journal , Vol. 11, No. 2, 2016, pp. 343-358 Mapping the Outer Hebrides in sound: towards a sonic methodology Cathy Lane University of the Arts London, United Kingdom [email protected] ABSTRACT: Scottish Gaelic is still widely spoken in the Outer Hebrides, remote islands off the West Coast of Scotland, and the islands have a rich and distinctive cultural identity, as well as a complex history of settlement and migrations. Almost every geographical feature on the islands has a name which reflects this history and culture. This paper discusses research which uses sound and listening to investigate the relationship of the islands’ inhabitants, young and old, to placenames and the resonant histories which are enshrined in them and reveals them, in their spoken form, as dynamic mnemonics for complex webs of memories. I speculate on why this ‘place-speech’ might have arisen from specific aspects of Hebridean history and culture and how sound can offer a new way of understanding the relationship between people and island toponymies. In my creative practice I compose concert works and gallery installations. My current practice focuses around sound-based investigations of a place or theme and uses a mixture of field recording, interview, spoken text and existing oral history archive recordings as material. I am interested in the semantic and the abstract sonic qualities of all this material and I use it to construct “docu-music” (Lane, 2006). -

En-route there are numerous sculptures, landmarks, historical and archaeological sites to visit. The guide documents some (but by no means all) of these contemplative places, which interact with the surrounding landscape, interpreting elements of island history and relationships with the natural environment. The Comhairle’s Heritage and Library Services are comprehensively detailed. Museum nan Eilean at Lews Castle in Stornoway, by special loan from the British Museum, is home to several of the Lewis Chessmen, one of the most significant archaeological finds in the UK. Throughout the islands a network of local historical societies, run by dedicated volunteers, hold a treasure trove of information, including photographs, oral histories, genealogies, croft histories and artefacts specific to their locality. -

TRANSPORTATION AND INFRASTRUCTURE COMMITTEE 18 JUNE 2014 WESTERN ISLES FERRY SERVICES Report by Director of Technical Services PURPOSE OF REPORT To provide the Comhairle with an update on matters associated with the delivery of ferry services to the Western Isles. COMPETENCE 1.1 There are no legal, financial, equalities or other constraints to the recommendations being implemented. SUMMARY 2.1 Following the inaugural meeting of the Outer Hebrides Ferries Task Group, a number of actions are being pursued by the Comhairle and other members of the Group. The main areas of action and lobbying relate to: The specification, procurement and commissioning of an improved on-line booking system The provision of increased capacity on Stornoway/Ullapool, Tarbert/Lochmaddy/Uig and Lochboisdale/Castlebay/Oban routes The clarification of the proposed timetabling and allocation of vessels on the Stornoway/Ullapool route following the introduction of MV Loch Seaforth The reconsideration of the scheduling of the Lochboisdale/Mallaig pilot service The submission of a formal representation to and secure meeting(s) with Scottish Ministers and Transport Scotland to consider and address positive outcomes with the above areas. 2.2 An update on progress against each of these actions is included as Appendix 1 to the Report. 2.3 As can be seen from the update provided as Appendix 1 to the Report, a considerable amount of activity is being progressed. Significantly, following the correspondence included as Appendices 5 and 6 to the Report, the Comhairle has been successful in securing a meeting with Keith Brown MSP, Minister for Transport and Veterans, in Edinburgh on Thursday 12 June 2014. -

TRANSPORTATION AND INFRASTRUCTURE COMMITTEE 16 APRIL 2014 WESTERN ISLES FERRY SERVICES Report by Director of Technical Services PURPOSE OF REPORT To provide the Comhairle with an update on matters associated with the delivery of ferry services to the Western Isles. COMPETENCE 1.1 There are no legal, financial, equalities or other constraints to the recommendations being implemented. SUMMARY 2.1 The inaugural meeting of the Outer Hebrides Ferries Task Group, facilitated by the Comhairle, was held on Tuesday 11 March 2014 at which it was agreed that the remit of the Group was to develop and implement a coordinated, structured, fully-informed and evidence-based strategy to engage with Scottish Ministers, Transport Scotland, Caledonian Macbrayne (CalMac), Caledonian Maritime Assets Ltd (CMAL) and other relevant stakeholders seeking to improve the standard, the capacity, the scheduling and the affordability of ferry services to the Outer Hebrides ensuring the demands and aspirations of all sectors of the community are met. 2.2 The Draft Minute of the meeting and the proposed Action Plan are included at Appendix 1 and 2 respectively to the Report for the information of the Comhairle. 2.3 In addition to the meeting of the Task Group, a meeting of the Hebrides Ferry Users Group, facilitated by HITRANS, was held later that same morning and was attended by senior representatives from Transport Scotland, CalMac Ferries Ltd and Caledonian Maritime Assets Ltd (CMAL). The recurring themes between the two meetings were: • The lack of information from and consultation by the ferry operator regarding services to be in place following the introduction of the MV Loch Seaforth on the Stornoway Ullapool route • A significant concern regarding the capacity of the new vessel, particularly in the context of the HITRANS/OHTIA study • The adequacy of the pilot trial of the Mallaig Lochboisdale service 2.4 The Scottish Government Ferries Plan, published in December 2012, gave an undertaking to carry out a comprehensive review of large commercial fares.
