PURPOSE: The purpose of this report is to update the Single Cabinet Member on the completion of the Social Housing Grant programme for 2015/2016 and seek approval for the new SHG Programme for 2016-2019 and Reserve Scheme List. 2. RECOMMENDATIONS: To approve the contents of the programme. 3. KEY ISSUES: It is recognised in Monmouthshire that house prices have risen to a level beyond that which is affordable to many local people. The average house price is currently £266,200 (Wales comparison £173,100) and the lower quartile house price to income ratio is 9:1. Therefore, the provision of affordable housing is one of the Council’s more pressing concerns, both in urban and rural areas (Source: Hometrack 5 April 2016). The number of applicants on the Common Housing Register is currently 2537. 4. REASONS: 4.1 The Social Housing Grant allocation for Monmouthshire for 2015/2016 was: Main SHG Programme (£1,144,759) £1,141,133 Smaller Properties Programme £ 264,832 Intermediate Care Fund (In One Place) £ 247,800 Additional Funding made available by WG £ 785,019 The final figure drawn down from the Welsh Government was £2,438,784. 4.2 Melin Homes successfully completed a mortgage rescue using £88,030 of Monmouthshire’s Recycled Social Housing Grant (RCG). This prevented a family from becoming homeless. 4.3 This is an excellent performance with Monmouthshire successfully spending 100% of its grant allocation and its Smaller Properties allocation plus £1,032,819 of additional funding.

The Battle of Grosmont was a turning-point in the Glyndwr Rebellion that had covered the length and breadth of Wales and the borders in the early years of the fifteenth century. Secretary: Jenny Render Editor: Tony Hopkins Gwent Record Office Autumn 2004 THE BATTLE OF GROSMONT, 1405: A reinterpretation by Nick Thomas-Symonds (researched by Gareth McCann) Introduction Owain Glyndwr was declared Prince of Wales on 16 September 1400 at his own manor. The apparent pretext was a disagreement with his neighbour, Lord Grey of Ruthin, over either a deliberately delayed summons for Glyndwr to accompany the king on his expedition to Scotland or a local boundary dispute. For Rees Davies, 'this was a premeditated act based on long-festering grievances and an attachment to the ideology of an independent Wales governed by its own native, legitimate ruler.'2 Indeed, from this apparently minor event, Wales was to become a region in revolt. The Battle of Grosmont is one of the Anglo-Welsh battles of this time. It occurred almost exactly half-way through the 'revolt' period of 1400-1409, in March 1405.     South east Wales itinerary: follow the story of the Lords of the Southern March The Lords of the Southern March played a vital – but changing – part in the history of Wales following the Norman Conquest. You can follow the story of the start of the conquest of south Wales and the struggle to maintain supremacy at a cluster of Cadw sites. The first castle to be built by the Normans in Wales, Chepstow, the nearby Tintern Abbey, and Monmouth Castle were powerful statements of intent to subdue and stabilise Wales. The three castles of Grosmont, White and Skenfrith were built in the Monnow Valley to control the route between Hereford and Monmouth. Discover how together the sites formed part of a robust boundary between Tintern Abbey Norman England the Welsh kingdoms and explore the development of a different culture and society as a frontier land. Just 13 minutes drive from Chepstow you’ll find Tintern Abbey, the best-preserved medieval abbey in Wales. Founded by Marcher Lord Walter de Clare as a spiritual base for the Norman lords on the England Wales border, Tintern was only the second Cistercian foundation in Britain. The present-day remains are a mixture of building works covering a 400-year period between 1131 and 1536 until the abbey was surrendered to King Henry VIII’s officials. Very little remains of the first buildings but you can marvel at the vast windows and later decorative details displayed in the walls, doorways and soaring archways. If you’re feeling energetic, take a strenuous uphill walk to the ‘Devil’s Pulpit’ for a wonderful bird’s eye view of this great gothic abbey.
