Issue 302 Published by Hamble-le-Rice Parish Council and distributed free throughout the Parish and at www.hambleparishcouncil.gov.uk COUNCIL news The Parish Council is pleased to report that it has appointed Mrs Amanda Jobling as its new Clerk and Responsible Financial Officer. She officially takes up her post at the beginning of this month after a few weeks working alongside Brendan Gibbs prior to his departure.

The Council was fortunate to have a number of high quality applicants for the post and we wish her well in her new role that will be both challenging and exciting.

As mentioned in the last Council News the Secretary of State for Communities and Local Government has refused the appeal by Hallam Land Management for a development

next to Hamble Station. Hallam had the right to challenge the Secretary of State’s decision in the High Court within six weeks and this is what has happened. The appeal in the High Court will focus points of law rather than the planning decision itself. As normal at this time of year the Council has been preparing its budget for the next financial year, including reviewing the costs and prices it charges for the services it provides. The Parish Council has again decided not to increase its precept for 2017/18. The Parish Council has agreed to make a £40,000 contribution towards the Borough Council’s refurbishment of the Coronation Parade area and we look forward to this project being completed before early summer. At a meeting before Christmas Sgt O’Hanlon and EBC Local Area Manager Matt Blythe attended and spoke about HYPE and their concerns about the continued provision of local youth services. Hamble School has withdrawn its support for HYPE and consequently they will be unable to use their premises from the end of March. Local Property Sales, Lettings Parish Councils have been approached about using some of their venues and have and Management been asked to continue giving funding. The Parish Council has therefore agreed to give £10,000 for another year to support

HYPE in 2016/17 and to offer the use of the Roy Underdown Pavilion with its associated sporting facilities.

1 Plans are now being drawn up for HYPE to rotate around the local parishes to provide the youth services. As part of these new arrangements the Parish Council is seeking conditions G.Grogan to protect local residents from any disturbance relating to HYPE’s use of its facilities. Sgt O’Hanlon also informed the Council that Penny Young has been appointed as Plumbing & Hamble’s local Police Constable to replace Mark Arnold. 2 3 Hamble-Le-Rice Flower Club 28th Anniversary Year 2016/17

The Hamble Le Rice Flower Club consists of a friendly group, mainly but not exclusively of ladies who meet on the second Monday of each month at 2pm in the Hamble Le Rice Memorial Hall.

We have practice sessions, demonstrations by well-known demonstrators, visits and workshop days and other areas of interest.

We welcome both prospective members and visitors to our meetings to share our love of flowers.

On a very wet January Monday afternoon we met for what turned out to be a thoroughly enjoyable afternoon!

40 members and friends enjoyed a demonstration by Christine Wright entitled “Tea at the Ritz” while tucking into a tea of sandwiches, cakes and savouries. We really thought we were at the Ritz, as everyone was dressed for it with a lovely array of hats being worn! Thanks to Christine for some stunning Ritz type floral displays which were raffled afterwards. We look forward to next January to repeat the treat.

Monday February 13th is a practical with Pat Maple, entitled “In a Winter Garden” so I’m sure everyone will have lots of ideas! These practices are always fun, together with learning, with guidance from Pat.

16 17 DOG FOULING AND DOG CONTROL The Parish Council office continues to receive an enormous amount of complaints from parishioners on the subject of Dog Fouling and Dog Control. ® Dog mess is an eyesore and a health hazard. If you are a dog owner, you have a legal duty to clean up every time your dog messes in a public place. The law requires people to clear up after their dogs. This applies to all land within Eastleigh Borough, which is open to air and to which the public are entitled or Need free legal advice? permitted to have access. Look out for bins marked as ‘dog bins’ to dispose of your dog bag. Want services with no hidden costs? If you cannot find a dog bin, then double wrap the dog bag and place it in a normal litter bin. 18 19 Farewell Brendan As everyone knows I will be departing Hamble for pastures new nearer home at the end of the month. Hamble Lane did for me in the end I suppose. 13 St. MARY’S ROAD, NETLEY ABBEY There are three key stages to a dogs training to become a guide dog. In their first year Tel: 023 8045 2324 they undertake puppy training with a dedicated Puppy Walking volunteer. Once they have completed the puppy stage, they then work with a staff member from the centre and complete early training and then advanced training.

We are recruiting for Boarders who either live near our offices in Chilworth, or who pass by it everyday. Boarders look after dogs in either early or advanced training for a period of 10 to 26 weeks. The dog will be with you in your own home during the evening and at weekends. During the day they need to be at the office, so dropped off and picked up Monday – Friday. There are also others way to become involved with your local Guide Dogs centre. We also have volunteer drivers, volunteers who look after collection boxes and a scheme called My Guide where we match a volunteer with someone living with sight loss and together they work towards aims to build the person’s confidence and mobility.
