LE RASSEMBLEMENT DES GAUCHES REPUBLICAINES ET SES COMPOSANTES Article extrait de la revue Recherches contemporaines, n° 5, 1998-1999 Le Rassemblement comme rassemblement Éric DUHAMEL De toutes les formations politiques, le RGR est probablement celle qui a le moins retenu l’attention des historiens. Les histoires générales de la 4e République se contentent de le qualifier de cartel électoral quand il n’est pas purement et simplement assimilé au Parti radical1. Or, le RGR, sans avoir été un parti politique stricto sensu, a été beaucoup plus qu’un cartel électoral ; en fait une confédération de forces politiques comparable à l’UDF. Mais si l’UDF, à l’origine cartel électoral, s’est transformée en "groupement politique"2, le RGR, ainsi que nous le verrons, a été pensé d’emblée comme une formule originale de regroupement de forces politiques. A ce titre, le RGR a joué un rôle et remplit une fonction non négligeable durant la 4e République. En outre, il constitue un type d’organisation dont la connaissance peut utilement enrichir les études sur les associations partisanes. Le lecteur ne trouvera pas dans les lignes qui suivent une étude exhaustive de cette formation mais, à l’occasion de la publication des notes politiques de Pierre de Léotard dans ce numéro de Recherches contemporaines, une brève présentation. L’histoire du RGR est celle de ses paradoxes. Le moindre n’a-t-il pas été de voir associés dans une même formation radicaux et manifestants du 6 février 1934, survivants de Vichy et résistants parmi les plus authentiques ? Que ce Rassemblement ait eu une influence certaine au Parlement, quand bien même ses principales composantes sont sorties discréditées de la seconde guerre mondiale, à l’exception 1. -

President of France Co-Prince of Andorra 27/07/2017 Charles de Gaulle - Wikipedia Charles de Gaulle From Wikipedia, the free encyclopedia Charles André Joseph Marie de Gaulle (French: [ a l də ʃ ʁ Charles de Gaulle ɡol]; 22 November 1890 – 9 November 1970) was a French general and statesman. He was the leader of Free France (1940–44) and the head of the Provisional Government of the French Republic (1944–46). In 1958, he founded the Fifth Republic and was elected as the President of France, a position he held until his resignation in 1969. He was the dominant figure of France during the Cold War era and his memory continues to influence French politics. Born in Lille, he graduated from Saint-Cyr in 1912. He was a decorated officer of the First World War, wounded several times, and later taken prisoner at Verdun. During the interwar period, he advocated mobile armoured divisions. During the German invasion of May 1940, he led an armoured division which counterattacked the invaders; he was then appointed Under-Secretary for War. Refusing to accept his government's armistice with Nazi Germany, de Gaulle President of France exhorted the French population to resist occupation and to Co-Prince of Andorra continue the fight in his Appeal of 18 June. He led a In office government in exile and the Free French Forces against the 8 January 1959 – 28 April 1969 Axis. -

Jean Jaurès sous l'œil de Joseph Paul-Boncour, l'avocat de la partie civile par Matthieu Boisdron, Chargé d’enseignement université de Nantes, doctorant à Sorbonne Université Né en 1873 dans une famille conservatrice de la bourgeoi- sie du Loir-et-Cher, Joseph Paul-Boncour devient avocat après avoir suivi des études de droit à Paris. En 1898, il entame sa car- rière au sein du cabinet de Pierre Waldeck-Rousseau avant de le suivre comme collaborateur à la présidence du Conseil quelques mois plus tard. Proche du socialisme, il est après cette première expérience choisi comme directeur de cabinet par René Viviani, nommé en 1906 par Clemenceau à la tête du premier ministère du Travail. Il détient à son tour ce portefeuille, en 1911, après être entré à la Chambre des députés en 1909. Battu lors des élec- tions législatives de 1914, c'est au cours de la guerre, à laquelle il participe comme officier d'état-major, qu'il adhère à la SFIO. Dès son retour à la vie civile, il est choisi comme avocat de la partie civile peu de temps avant l'ouverture du procès Villain. Son échec dans ce procès et l'ampleur du tollé que suscite le verdict masquent une autre réalité que la dimension stricte- ment judiciaire revêtue par l'affaire. Le procès est pour les diri- geants de la SFIO un rendez-vous d'abord très politique ; pour des raisons propres aux équilibres internes du parti, mais aussi en raison du contexte du moment. Les circonstances expliquent pour quelles raisons c'est finalement Paul-Boncour, ce tard venu au parti socialiste unifié, peu lié à Jaurès, qui a été retenu pour défendre sa mémoire. -

The French Presidential Election: An Assessment By Thierry Leterre, Professor of Political Science, Faculty of Law and Political Science, University of Versailles, St. Quentin In the Constitution of the Fifth Republic (founded by General Charles de Gaulle in 1958), the presidency is the key-stone of French institutions. Presidential elections are dramatic moments in the country’s democratic life: the people of the Republic choses by direct universal suffrage the incarnation of its sovereignty for five years. (The term was seven years until the 2001 constitutional revision: see US-France Analysis by Olivier Duhamel, “France's New Five-Year Presiential Term, http://www.brookings.edu/fp/cusf/analysis/quinquennat.htm). The President of the Republic is elected by an absolute majority of votes cast. If no candidate obtains a majority on the first ballot, a second ballot is organized with the two candidates who have won the greatest number of votes in the first ballot. This two-round system avoids an election with only a relative majority and prevents third party candidates-such as Ross Perot or Ralph Nader in recent American elections-from distorting the outcome. The French believe this would weaken the bond between the nation and its supreme representative. Any French citizen who meets certain eligibility criteria can run for president. These criteria include paying a deposit of €153,000 and getting “500 signatures”-the patronage of at least 500 elected officials (from a list of about 45,000) from 30 départements. There are some 15 official candidates in the 2002 election (see table). The final contest, however, will be a showdown between two, and only two, competitors. -

Kimble In 1931 the Catholic feminist attorney Marie-Thérèse Moreau asked: “Why does France not have female judges?” Her query was prompted by a visit from Warsaw’s leading juvenile court judge, Wanda Grabinska, who often traveled to France and spoke favorably of women’s access to the judiciary. Grabinska was one of many women who, after World War I, could now vote and pursue the profession of her choice. Female judges could already be found in various countries including Poland, Germany, Lithuania, Sweden, Turkey, and the United States. -
