Canada Abstract The notion of human rights being critical for HIV prevention is omnipresent within HIV discourse. In a world divided between States that criminalize homosexuality and those that protect sexual minorities, there is a need to better understand the relationship between human rights for sexual minorities and HIV prevention among men who have sex with men. To quantitatively measure this relationship, this study constructed an original instrument (the Sexual Orientation and Gender Identity Human Rights Index) to compare the legal environments for sexual minorities. Next, this study performed a meta-analysis on epidemiological and behavioural studies from 22 Asian countries in order to find national averages for HIV prevalence, inconsistent condom use, recent HIV testing, adequate HIV knowledge, and exposure to HIV prevention services. Although the relationships were mostly weak, the results do support the argument that greater human rights protections for sexual minorities is related to improved indicators of HIV prevention. ii Acknowledgements I would like to thank the University of Ottawa for awarding me a 2009 Summer Social Justice Fellowship, which gave me the opportunity to intern at the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Bangkok, Thailand.     Indigenizing Sexuality and National Citizenship: Shyam Selvadurai’s Cinnamon Gardens Heather Smyth The intersection of feminist and postcolonial critique has enabled us to understand some of the co-implications of gendering, sexuality, and postcolonial nation building. Anne McClintock, for instance, argues that nations “are historical practices through which social difference is both invented and performed” and that “nations have historically amounted to the sanctioned institutionalization of gender difference” (89; italics in original). Women’s reproduction is put to service for the nation in both concrete and symbolic ways: women reproduce ethnicity biologically (by bearing children) and symbolically (by representing core cultural values), and the injunction to women to reproduce within the norms of marriage and ethnic identification, or heterosexual endogamy, makes women also “reproducers of the boundaries of ethnic/national groups” (Yuval-Davis and Anthias 8–9; emphasis added). National identity may be routed through gender, sexuality, and class, such that “respectability” and bourgeois norms, including heterosexuality, are seen as essential to nationalism, perhaps most notably in nations seeking in- dependence from colonial power (Mosse; de Mel). Shyam Selvadurai’s historical novel Cinnamon Gardens, set in 1927–28 Ceylon, is a valuable contribution to the study of gender and sexuality in national discourses, for it explores in nuanced ways the roots of gender norms and policed sexuality in nation building. Cinnamon Gardens indigenizes Ceylonese/ Sri Lankan homosexuality not by invoking the available rich history of precolonial alternative sexualities in South Asia, but rather by tying sexuality to the novel’s other themes of nationalism, ethnic conflict, and women’s emancipation.

Was the current head of government or other chief national authority elected through free and fair elections? 0 / 4 The president is elected by the National Assembly for a five-year term, and is responsible for appointing the prime minister, who is confirmed by the legislature. However, all selections for top executive posts are predetermined in practice by the CPV’s Politburo and Central Committee. In 2016, nominees for president and prime minister were chosen at the CPV’s 12th Party Congress in January, which also featured the reelection of Nguyễn Phú Trọng as the party’s general secretary. In April of that year, the National Assembly formally confirmed Trần Đại Quang as president and Nguyễn Xuân Phúc as prime minister. President Trần Đại Quang died in September 2018, and the National Assembly confirmed Nguyễn Phú Trọng as his replacement in October; Trọng retained the post of party general secretary. A2. Were the current national legislative representatives elected through free and fair elections? 0 / 4 Elections to the National Assembly are tightly controlled by the CPV, which took 473 of the body’s 500 seats in the 2016 balloting. Candidates who were technically independent but vetted by the CPV took 21 seats. More than 100 independent candidates, including many young civil society activists, were barred from running in the elections. Voter turnout of over 99 percent was recorded by the government, but there were reports that authorities stuffed ballot boxes in order to inflate this figure.
