RESOLUTION NO. 516-98 Re: AGENDA On recommendation of the Superintendent and on motion of Mr. Felton seconded by Ms. Gutiérrez, the following resolution was adopted unanimously: Resolved, That the Board of Education approve its agenda for August 26, 1998. Re: BOARD/SUPERINTENDENT COMMENTS Dr. Vance announced that the new teacher orientation took place at Walt Whitman High School on August 24, 1998, with more than 819 new teachers, and publically acknowledged the effort of the Department of Personnel Services. The good news was that nearly 25 percent of those new teachers were MCPS graduates. Also, he was excited as the school system initiated the consortium and controlled choice in the northeast part of the county. Ms. Signer had the pleasure to attend the “unveiling” of the new air-conditioning system at Cabin John Middle School with the new mega window units, and she reported that the staff was elated. Everyone was anxious to ascertain how the system works. Second, there had been an article in the Montgomery Journal reporting the procedures that were used to collect retiree health insurance premiums and the irregularities that were alleged in 1993.

The purpose of the draft is to assign amateur baseball players to major league teams. The draft order is determined based on the previous season's standings, with the team possessing the worst record receiving the first pick. Eligible amateur players include graduated high school players who have not attended college, any junior or community college players, and players at four-year colleges and universities three years after first enrolling or after their 21st birthdays (whichever occurs first). From 1966-1986, a January draft was held in addition to the June draft targeting high school players who graduated in the winter, junior college players, and players who had dropped out of four-year colleges and universities. To date, there have been 1,170 Maryland players selected in the First-Year Player Drafts either from a Maryland High School (337), Maryland College (458), Non-Maryland College (357), or a Maryland amateur baseball club (18). The most Maryland selections in a year was in 1970 (38) followed by 1984 (37) and 1983 (36). The first Maryland selection was Jim Spencer from Andover High School with the 11th overall selection in the inaugural 1965 June draft.

I worked on this record book excited to know that exactly forty county championship meets are in the books, but I also worked on this book while knowing that the 2020 Montgomery County Championship Meet has been canceled due to the COVID-19 pandemic. Countless times I witnessed senior athletes in their final spring season emerge from relative anonymity to become contributing members of a team or even record-breaking athletes like the names you find in this record book. It is a shame that this did not play out this spring for our seniors, but know that your athletic career does not have to be over. Organized high school sports offer structure and support systems ideal for optimizing performance, but 2020 seniors were pushed out of the nest a little early. Use the dedication and discipline that your high school coaches taught you and work to achieve your full potential on your own or with a future team when it is safe to do so. I think you will find that your coaches trained you to fly on your own. High school was just the beginning. Thank you for downloading this track & field record book. I long admired the detailed state meet programs and state record books published by the MPSSAA. I desired similar record books for the Montgomery County Championship Meets, but no such books existed. Furthermore, detailed meet results were all but lost to newspaper archives.
