Bakersfield Proposed Municipal TOWN OF BAKERSFIELD NOTICE OF PUBLIC HEARING August 3, 2015 7:00 PM BAKERSFIELD TOWN HALL Notice is hereby given to the residents of the municipality of Bakersfield, Vermont that the Bakersfield Planning Commission will hold a hearing on August 3, 2015 at 7:00 PM at Bakersfield Town Hall to consider adoption of the Bakersfield Municipal Plan pursuant to Chapter 117 of Title 24, Section 4387 and 4384,Vermont Statutes Annotated. This Plan adoption takes into consideration the following changes to the Town Plan: an update of basic demographic information, documentation of important changes in Bakersfield such as the inclusion in the Vermont Department of Housing and Community Affairs village designation program, changes to two land use districts: (the low density residential district was eliminated and the watershed district was consolidated), and the addition of an All Hazard Resiliency and Economic Development chapters. The purpose of the hearing is to receive public comments on the adoption of the updated plan and to discuss any comments provided by the public. The Bakersfield Municipal Plan includes 14 chapters: Chapter 1. Introduction, Chapter 2. Community Profile, Chapter 3. Historic and Archaeological Resources. Chapter 4. Utilities, Facilities, and Services. Chapter 5. Transportation, Chapter 6. Energy, Chapter 7. Education and Childcare, Chapter 8. Natural Resources, Chapter 9. Housing, Chapter 10. Land Use, Chapter 11. Economic Development, Chapter 12. All Hazards Resiliency, Chapter 13. Implementation Plan, and Chapter 14. Compatibility with Surrounding Towns. A full text of the plan is on file in the Bakersfield Town Clerk’s Office. This plan is intended to be consistent with the goals established in Title 24, Section 4302 and 4382. Bakersfield has experienced significant residential growth in the past twenty years while the commercial and economic sector has declined.     1935.] The Famous Dr. Stearns 317 "THE FAMOUS DOCTOR STEARNS" A BIOGRAPHICAL SKETCH OF DR. SAMUEL STEARNS WITH A BIBLIOGRAPHY BY JOHN C. L. CLARK' ENJAMIN STEARNS and Dinah Wheeler were B married at Lancaster, in the Massachusetts Bay Province, 11 September, 1738, by the Rev. John Prentice. Benjamin was of Concord, as, too, was Dinah's father, Josiah Wheeler, who migrated to Lancaster about the end of the preceding century. Her mother was Martha Prescott, daughter of John Prescott, Jr., and granddaughter of the founder of Lancaster. The homestead whither Benjamin Stearns came to dwell with his wife's parents lay at the easterly base of Wataquadock Hill, in Bolton, which had been incorporated as a township, from Lancaster territory, in 1738. A path from the door led to the easterly bound "Bay Road"^ running a little to the north of the house. Besides carrying on the farm of a hundred and fifty acres, which his wife inherited from her father three months after their marriage, the husband made, and doubtless mended, shoes, for in deeds he is described as "cordwainer." In one document Mrs. Stearns is called "spinster,"—no meaningless epithet applied to this old-time housewife, among whose possessions when she died were "2 great Wooling Wheels."^ Plenty of wholesome work for the boys and girls born into this New England household! ^Mr. J.C.L. EAST, Executive Director The origins of this Program are to be found in the pros- pectus issued in April 1968 by Professor East of the History faculty of the City University of New York and James E. Mooney, Editor of Publications of the American Antiquarian Society. It was the feeling of both that the imminent anniversary of the Revolution would make such an undertaking an impera- tive of historical scholarship, for an understanding of the Rev- olution would be necessarily incomplete and inevitably dis- torted without the full story of the American Loyalists. It was the hope of both that the work could go forward under the joint sponsorship of both institutions, and this was quickly gained. The prospectus was written, handsomely printed by Alden Johnson of the Barre Publishers, and sent out to a number of scholars, archivists, and others.     The Fourteenth State Benjamin Hall’s history of eastern Vermont Tyler Resch Benjamin H. Hall’s “History of Eastern Vermont” is an odd book to find on the history shelves. It is heavy and extremely long (799 pages), very readable, and includes biographies, sketches, and early documents. But it does make you wonder: why would anyone write a history of only eastern Vermont? Besides its geographic tilt and its heft, the book has a thesis to present. It strongly reflects the pro-New York attitude that was prevalent in eighteenth-century Windsor and Windham counties (then known as Cumberland County). What also struck me after some research was the extreme youth of the author. He began the book when he was 22, in 1852, the year after he graduated from Harvard. It was published in 1858 by Appleton & Co. in New York. Benjamin Homer Hall was born in Troy, N.Y., in 1830, and was prepared for college in private schools and Phillips Andover Academy before entering Harvard. His intense interest in early eastern Vermont might be traced to the fact of his father’s birth in 1787 in Westminster, which boasts that it was the first town chartered in Vermont, in 1735 (by Massachusetts, when it was joined with New Hampshire). Hall’s father, Daniel, graduated from Middlebury. Both Halls were lawyers in Troy where their practice was carried out in an ornate downtown edifice built in 1871 called the Hall Building (now known as the Rice Building). For those fascinated by what happened within each town during the most intense time of controversy between New Hampshire and New York, Hall offers extensive and delicious local detail town by town – Windham and Windsor (Cumberland) towns only – with personal data on many early settlers.

Where authorities apparently equally trustworthy have disagreed, we have adopted that view which seemed to have the best evi- dence in its favor, after diligently comparing and sifting the statements made. Notwithstanding all this, it will doubt- less come to pass that some, as they read these pages, will say of certain things here recorded, " I do not believe that, I know that is not so." If the question should be asked, why you so believe, and how you know? perhaps you would say, " We have often heard the old people state these circumstances very difi'crently." True, we have heard all these stories, and, after careful consideration, have leached the results set forth in this volume.

The activities of commercial, and the blandishments of social life, the mad race for wealth and the pathetic struggle for the necessities of daily existence, the indifference of many to everything outside and beyond their own personal and narrow circle, and the lack of opportunity in others have, until quite recently, made the work of the genealogist an exceptional and unappreciated labor. When men are concerned only about their present condition and individual interests, caring nothing for ancestry or posterity, they live in a very small world, and, like the squirrel playing in its cage, fancy they are happy. But that which now is, is the result of what has been. " No man liveth unto himself and no man dieth unto himself " was the conclusion of an ancient and revered philosopher, and he who cares nothing for those whose transmitted name he bears, and who have written that name high up among the records of of the race, is lacking in the essentials of a self-respecting manhood.
