    Communities, Safety and Justice Cabinet Member Bulletin Councillor Hamida Ali November 2017 Latest News Croydon tram accident first anniversary Croydon marked the anniversary of the Sandilands tram accident on Thursday 9th November 2017, a year to the day since the tragedy. Two permanent memorials were unveiled: one in the vicinity of Sandilands tram stop (on the corner of Sandilands and Addiscombe Road), and one Market Square in New Addington. Both memorials included a plinth with inscription as well as surrounding seating and crocuses. A private ceremony was held close to the site at Sandilands for families who had lost a loved one in the incident and for a small number of local community leaders and representatives of agencies that supported the response on the day. A civic ceremony was also held in New Addington. Sixty choral singers from Fairchildes Primary School and Meridian High School performed a rendition of Somewhere Only We Know by Keane. The moving civic ceremony was open for all to attend and heard from bereaved families as well a member of the emergency services who was one of the first at the scene.     Stephen Dering and Caroline Pidgeon’s Croydon Tram Survey February 2009 Reporting back on the results Edited by Stephen Dering Executive Summary The Croydon tram network is a valuable rapid transit system for people who live in the boroughs of Bromley, Croydon, Sutton and Merton to travel to both other areas of south London and to interchange stations for trains into Central London. After some issues were raised with overcrowding and security at some stations late at night, a survey of tram users was developed to find out the extent of the problems and to identify where solutions may be practical. The survey was carried out over the week 9 to 13 February 2009 and over 1,000 people were approached at tram stops within the Croydon Central Westminster Parliamentary Constituency. The key findings of the survey are: - 73% found overcrowding to be unacceptable or preventing boarding - 70% found to be happy with their local stop. Some issues identified - A quarter found to be experiencing problems with ticket machines - A quarter did not feel safe at tram stops. Some issues identified to improve safety - 65% thought the Mayor was wrong to scrap the extension to Crystal Palace A wide range of ideas and suggestions were made to improve public transport (see page 7) and some of these will be taken forward with Transport for London. For example, a respondent suggested taking bikes onto the tram. A bike rack at the front of the tram may be a solution that would not affect the overcrowding issue identified. But without the continued generous support of the railway industry our chaplains would not have been able to reach out to those in need of our support and care as effectively as the chaplaincy team has been able to do. Our chaplains are on-call seven days a week, to respond to major rail incidents, including fatalities, either due to suicide or accident. The chaplaincy team are available to support railway staff and members of the public affected by such sad and traumatic incidents. In the event of a major incident with loss of life on the railway chaplains are always deployed. This included the tragic Croydon Tram Crash in November 2016 and the terrorist attack that took place in the vicinity of the Palace of Westminster in London, where our chaplain Dylis George spent time with staff and police at Westminster Tube Station. Although the terrible events of recent months do not fall into the financial year covered by this report.

    Appendix 1 Transport Committee Scoping paper for Members Tram and bus safety Background This investigation will look at safety on London transport network, specifically focusing on: 1. Safety on the Croydon tram network and how learning is being implemented following the Croydon tram derailment in 2016. 2. Safety on board London buses and collisions involving buses. This investigation will provide the committee with the opportunity to scrutinise TfL’s implementation of learning since the Croydon tram derailment. This session will also provide an important opportunity for the committee to follow up on recommendations it made in 2017 to TfL and the Mayor in relation to bus safety. The role of TfL Trams Since 2008, TfL has managed London’s only tram network which operates services from Croydon to Wimbledon, Beckenham Junction, Elmers End and New Addington. The tram network is made up of 28km of track, 34 trams in the fleet and 39 stops. Just over 29 million passengers used the service in 2017/18. TfL is responsible for setting the specifications for tram frequency and performance and is responsible for fares and revenue. TfL is responsible for carrying out maintenance and planning and funding improvements and extensions to the network. Tram Operations Limited (TOL), a subsidiary of First Group, operates trams day‐to‐day. TOL’s contract will expire in 2030.1 Buses TfL manages a bus fleet of around 9,300 vehicles. These vehicles operate across 675 routes. More than six million bus journeys are made every weekday. TfL’s subsidiary company, London Bus Services Ltd, is responsible for planning routes, monitoring service quality and specifying service levels.

    Board Date: 30 January 2018 Item: Tram Overturning at Sandilands, Croydon on 9 November 2016 – RAIB and TfL Investigations and Non- Operational Incident Responses Update This paper will be considered in public 1 Summary 1.1 On Wednesday 9 November 2016, London Trams tram number 2551 travelling from New Addington towards East Croydon overturned on the approach to Sandilands tram stop on a curved track which has a permanent speed restriction of 20km/h. The tram was travelling at approximately 73km/h. Of the 70 people on board, seven lost their lives and 62 people were injured, 19 seriously. 1.2 Our thoughts remain with all those affected and we will continue to do all we can to offer our support. 1.3 The purpose of this paper is to: (a) summarise the Rail Accident Investigation Branch’s (RAIB’s) investigation into the Tram overturning and derailment at Sandilands on 9 November 2016; (b) update the Board on the findings of TfL’s independent investigation; (c) show the progress to date against the recommendations arising from each investigation and measures introduced; and (d) update the Board on the non-operational activities underway and planned to assist all those affected by the tragedy. Investigation Reports and Safety Measures Introduced 1.4 The Office of Rail and Road (ORR) and British Transport Police (BTP) are also conducting investigations. We continue to provide support to these agencies during their investigations. 1.5 Since the incident, we have introduced a number of safety measures to the tram network whilst awaiting the outcome of our own and RAIB’s investigations.
