Introductions and apologies Introductions were made and apologies received. 2. Matters arising and approval of Minutes from the previous meeting Peter reminded everyone of the meeting on the current Public Transport Consultation to be held on 7 th May at Woodborough Social Club, Smithy Lane from 7pm. This is of importance to the Crime & Community Safety forum as if the night bus is stopped, then the youth will not have access to the Shak on Friday evenings or to the Campus once it is in place. Kennet & Avon Canal At the Pewsey Area Community Crime and Safety (PACCS) meeting held on 30th April Parish Council problems revolving around the Kennet and Avon Canal were aired. In preparation for this, those with a special interest were invited these included representatives from the Canal and River Trust (CRT), Wiltshire Police, Wiltshire Fire and Rescue Service, Parish Councils and Boat Dwellers (Live-aboards). Detailed briefs from the interested parties were circulated prior to the meeting being: 1. Issues and ideas raised by Parish Councils in the Pewsey Community Area 2. Entitlement of boat dwellers provided by Panda At the meeting each group had an opportunity to expand on this information to ensure clarity. Following discussion a way forward was proposed which involves a Liaison Committee which will sit twice a year to try to resolve the many problems that concern those who live on and around the canal. These meetings will be arranged by the CRT who will invite interested parties including representatives from those Parish Councils who wish to attend (and who have the canal running through their area), the boating community, the police (if required) and anyone else they believe would help inform the debate. This proposal was unanimously agreed. PACCS is therefore submitting this way forward for Area Board agreement and support. 4. Neighbourhood Police Teams 4.1 Pewsey East 4.1.1 Previous Priorities Community safety and road traffic accidents Speed enforcement has been carried out across the area including Ham, Shalbourne, Milton Lilbourne and Great Bedwyn. There have been a number of letters issued for speeding and non-wearing of seat belts. An operation by the roundabout at Burbage was also completed. Schools and playgroups have also been visited to support the Stranger Danger campaign and raise awareness of road safety. Two new Speedwatch teams are in place in Burbage and Great Bedwyn. It was agreed to close this as a priority. Susie Brew requested posters on this be emailed through so that parishes can use them. Criminal damage to farms and poaching A recent night time exercise to monitor poaching in the Bedwyn area was very successful. 4.2 Pewsey West 4.2.1 Previous Priorities Use and possible drug dealing in Wilcot Suspicious activities had been reported in the area, so high visibility patrols were put in place which enabled intelligence to be gathered. Vehicles and individuals who were involved have been identified. There have been no further reports but other activities are planned based on the intelligence. Request to roll this one over for the next quarter for Wilcot and Pewsey areas was agreed. 4.2.2 New Priorities Paul Oatway requested a visible presence at pinch points in Smithy Lane in Woodborough due to parents parking during school drop off and pick up times. Theresa Herbert said this approach had been successful in Burbage and Easton Royal. It was agreed that this would also be a priority for the coming quarter. 5. Local Issues 5.1 & 5.2 Youth Issues and SHAK report The young people are working towards the summer programme which is planned to include a parachute Jump and Have a Go at Carnival which was very successful last year. However the Positive Leisure Activities Review will be discussed at Cabinet on 15 th May, so the future of the Shak is uncertain currently. Paul Oatway confirmed that as this is being discussed at a cabinet level he won’t have direct input to it. The COB is also very supportive of the Shak for the new campus. It was pointed out that the PACCS forum has not had to deal with youth issues for some time which would indicate that the current services are working well. Peter Deck confirmed that the Pewsey Parish Council did respond to the consultation, working with the YAG and the Shak was completely supported. Paul Oatway said he would expect Jerry Kunkler to support retention of the Shak. 5.3 Traffic There have been issues with speeding at Alton Priors and Steve Hepworth asked whether the data could be sent through – Sgt Logue confirmed that would be possible. Peter Deck confirmed that Wiltshire Council is planning a pedestrian crossing close to the Post Office in North Street. Dawn Wilson said that there was inconsiderate parking at Oare School and asked whether it would be possible for the Police to check this from time to time, which was agreed. Alton, Beechingstoke, Burbage, Buttermere, Charlton and Wilsford, Chirton & Conock, Easton, Grafton, Great Bedwyn, Ham, Little Bedwyn, Manningford, Marden, Milton Lilbourne, North Newnton, Patney, Pewsey, Rushall, Shalbourne, Stanton St Bernard, Upavon, Wilcot and Huish (with Oare), Woodborough, Wootton Rivers www.facebook.com/pewseycap 2014-04-30 Minutes v2 Final Page 3 of 4 5.4 Licensing There were no licensing issues. 5.5 Community Parishes Involvement / Neighbourhood Watch Nothing was raised. 5.6 Speed Humps at Broadfields Road Terry Eyles reported that there have been issues with speed and noise in Broadfields Road in Pewsey and speed humps had been requested through CATG. However the cost was too great and speeding is not a Highways issue. Sgt Logue confirmed that speed humps would not work and it can only be done through enforcement. The Police will keep a watch on this area. 5.7 Advertisement Fraud Peter Deck referred to a recent newspaper report regarding advertising fraud in which a number of local businesses paid for a business directory which then was not created. The businesses have not been refunded. Sgt Logue pointed out that there could be a legitimate reason for the directory not having been delivered and it was more likely to be a civil case. Nothing had been reported to the local Police, however Sgt Logue said that he will investigate this matter with Action Fraud to find out what action has been taken and report back. 6. Wiltshire Fire & Rescue Service - Recruiting Jason Underwood and Paul Egan will report at the Area Board in May. The recent recruiting evening resulted in 9 people attending which was a good result. Dorset and Wiltshire Fire Services will be putting a business case forward to merge and there will be an extensive public consultation. The merger is unlikely to impact day to day operations and this meeting will be kept up to date on progress. Mike Franklin confirmed that they would be happy to help with the proposed Canal Liaison Committee, having been involved previously on providing safety advice and running regular patrols along the canal path by bike.
