The study provides a broad strokes analysis of Netflix Canada‟s content acquisition and exhibition practices so far to demonstrate that it is operating in Canada in a manner that differs very little from that of incumbent Canadian broadcasters and that, in a very short time, it has become a real “player” in the Canadian broadcasting system. Based on a review of Netflix Canada‟s current Canadian programming offerings and the results of interviews with Canadian content producers, the study also demonstrates that the service is contributing very little to the Canadian broadcasting system in comparison to those incumbent Canadian broadcasters.

The Commission indicated that the new group-based framework would apply, at the outset, to ownership groups that generate more than $100 million in annual revenues from private, English-language conventional television stations and own at least one English-language specialty and/or pay programming service. The groups meeting the criteria at this time are CTVglobemedia (CTVgm), Shaw Media Inc. (Shaw) and Rogers Broadcasting Ltd. (Rogers). The WGC is actively involved in advocating for a strong and vibrant Canadian broadcasting system containing high-quality Canadian programming. The WGC requests to appear at the public hearing scheduled to continue on 28 November, 2016, in Gatineau, Quebec, in order to further elaborate on the issues addressed in this submission from the perspective of English-language screenwriters.
