Introduction 1.1 Purpose of the document 1.1.1 Policy AP 37 in the City Centre Action Plan covers St Mary Street and Northam Road. The policy framework 2.1 National guidance 2.1.1 National guidance in the National Planning Policy Framework (NPPF) recognises the need to plan for town centres (applying to all centres apart from small parades of shops). Paragraph 23 states that local authorities should ‘set out policies for the management and growth of centres over the plan period’ and, where town centres are in decline, ‘should plan positively for their future to encourage economic activity’. -

Some however are more complete than others. Those conducted early in the series have been read more often, commented upon and in some cases have had perspectives added. Those later in the series are freshly completed in time for the workshop and have only just finished the first checking stage. The document history below gives an idea of where in the process this history lies. Though the workshop draws the line under this particular learning history, that should not be mistaken for the ‘history’ being complete. Much more could be added about each one. The City Centre Action Plan has undergone an Equality and Safety Impact Assessment to check its potential impact on different groups of people and on community safety and poverty. Changes have been made to the document where necessary to respond to potential adverse impacts that the assessment identified. A copy of the Equality and Safety Impact Assessment is available from Planning Policy (see address overleaf). It is now reissued with one addition; section 7: a summary of the surface water management plan. 1. Policy Framework 1.1 National Planning Policy Framework 1.1.1 The NPPF sets a presumption in favour of sustainable development. Paragraph 17 explains that planning should: • Proactively support sustainable economic development; • Promote the vitality of the main urban areas; • Take full account of flood risk; • Encourage the efficient use of previously developed land; • Locate growth to make the fullest possible use of public transport, walking and cycling. 1.1.2 Planning should positively support economic growth (section 1) and city centre growth (section 2). 1.1.3 Paragraphs 93 and 94 explain that there should be a positive strategy to adapt to climate change, including flood risk over the longer term (reducing vulnerability and increasing resilience). 1.1.4 Paragraphs 100 – 104 set out the approach to flood risk: • “Inappropriate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk, but where development is necessary, making it safe without increasing flood risk elsewhere” (para 100). -
Annual Parking Report 2018/19
Southampton City Council Annual Parking Report 2018/19 Foreword Southampton City Council’s aim is to operate a parking environment that is fair and consistent. The parking charges in the City Centre and around the Hospital aim to create a turnover of parking for the benefit of all users and to boost the local economy. However, we have maintained our commitment to keeping parking charges at a reasonable level in comparison to similar authorities with no tariff increases implemented during the 2018/19 financial year. The Civil Enforcement Team have continued to make effective use of the Camera Enforcement Car making regular frequent visits to school sites around the city to deter vehicles from being left on parking restrictions put in place for the safety of school children. The Penalty Charge Notices being issued has increased with officers paying particular attention to contraventions of double yellow lines and disabled parking bays. The parking team continue to assist in managing Bus lane enforcement to increase the reliability of buses through the Shirley, along the Eastern approach (New Road and Northam Road) and at Vincent’s Walk. Contraventions of bus lanes / bus gates have dropped significantly since this was introduced, meeting our objective of ensuring they are kept clear. We have listened to feedback regarding the cleanliness of the car parks and have employed additional staff to carry out regular cleaning during the day. We have now implemented overnight closures at four of the multi-storey facilities to ensure they are not used for rough sleeping to the detriment of the parking environment. -
