Lee, Amy Marshall Richards, Adrienne Zhu IDA Science and Technology Policy Institute 1899 Pennsylvania Avenue NW, Suite 520 Washington DC 20006 Executive Summary Overview of Study The National Institutes of Health (NIH) launched the NIH Director‘s Pioneer Award (NDPA) in fiscal year (FY) 2004 ―to support individual scientists of exceptional creativity who propose pioneering approaches to major contemporary challenges in biomedical research‖ (NIH 2004). The NDPA program grew out of concerns that the traditional NIH peer review process had become overly conservative, and the belief that NIH required specific means to fund high-risk research.1 On the premise that great ideas are driven by individuals, and not necessarily by work plans, the program sought to find researchers who have the skills and creativity to take productive risks. The NDPA is a novel program that gave grantees extreme flexibility in how they could use the $2.5 million in direct costs provided to them through the grant.2 The NDPA represented a new way of funding biomedical and behavioral research for the NIH and, at the time it was launched, it was viewed by many as an experiment (NIH 2004; Culliton 2006). -

Opening Pandora's Box at the Roof of the World

Canavan for the degree of Doctor of Philosophy in History of Science, presented on December 4, 2015 Title: Opening Pandora’s Box at the Roof of the World: The Past and Present of Avian Influenza Science Abstract approved: ______________________________________________________ Anita Guerrini By means of a case study and historical analysis, this dissertation examines the past and present of avian influenza. By integrating disconnected histories of human and animal influenza, this dissertation links historical insights with the concerns of contemporary avian flu science. It is not only a natural history of avian influenza but also a snapshot of avian flu science in progress. To understand human influenza, its path and potential, one must be aware of how avian influenza viruses came to play such a central role in human influenza ecology. Building on a history of influenza in both its human and avian forms, a contemporary case study examines the unprecedented emergence of an avian virus among wild birds on the Qinghai-Tibet Plateau (Roof of the World) beginning in 2005. Events at Qinghai stimulated an interdisciplinary and international approach among researchers, and accelerated the use of technological tools to track avian influenza. Evidence suggests that the escalation of global bird flu events is not merely a matter of chance mutations in flu viruses but is the result of antecedent conditions related to human activities. Events and science at Qinghai serve as real-world examples to understand avian influenza and to envision the unintended consequences of human and natural forces over the coming decades. -
Emerging and Persistent Infectious Diseases: Focus on Surveillance
Institute on Science for Global Policy (ISGP) Emerging and Persistent Infectious Diseases: Focus on Surveillance Conference convened Oct. 17-20, 2010 At Airlie Conference Center, Warrenton, Virginia Acknowledgment Numerous individuals and organizations have made important contributions to the Institute on Science for Global Policy (ISGP) program on Emerging and Persistent Infectious Diseases (EPID). Some of these contributions directly supported the efforts needed to organize and convene the ISGP conference on EPID: Surveillance held at the Airlie Conference Center in October 2010. Other contributions aided the ISGP in preparing the material presented in this book that records the views presented and the critical debates and caucuses that ensued. The process began with the early recognition that EPID and related aspects of food safety and security are topics that deserved the significant attention from both domestic and international policy makers. The willingness of those in the scientific and policy communities having expertise and experience with EPID to be interviewed by the ISGP staff was a critical early step in creating and updating the Strategic Roadmap on EPID. The resultant Strategic Roadmap describes the two-year series of ISGP conferences focused on different policy aspects of EPID. The endorsement of and support for the EPID Strategic Roadmap by the governments engaged with the ISGP facilitated the launching of the EPID conference series by convening the October 2010 EPID: Surveillance event. The efforts of the scientific presenters invited by the ISGP in both preparing policy position papers and engaging policy makers in vigorous debates were especially appreciated. Dr. Robert E. Brackett, Ph.D., M.S. Dr. Robert Brackett is Director and Vice President of the National Center for Food Safety and Technology (NCFST) at Illinois Institute of Technology (IIT). Dr. Brackett has nearly 30 years of experience in scientific research in industry, government, and academia. His work has focused primarily on the areas of food safety, defense, and nutrition. Prior to his post at NCFST, he served as Senior Vice President and Chief Science and Regulatory Officer for the Grocery Manufacturers Association (2007 to 2010); was Director of the U.S. Food and Drug Administration's Center for Food Safety and Applied Nutrition (FDA CFSAN), and held professorial positions within North Carolina State University (Raleigh) and the University of Georgia. Dr. Brackett is a fellow in the International Association for Food Protection and American Academy of Microbiologists, and a member of the International Association for Food Protection, Institute of Food Technologists, and the American Society for Microbiology. He has been honored with the FDA Award of Merit, the International Association for Food Protection's President's Appreciation Award, and the William C. Frazier Food Microbiology Award. Dr. Radford G. Davis, D.V.M., M.P.H., Diplomate A.C.V.P.M. Dr. Radford Davis is an Associate Professor in the Department of Veterinary Microbiology and Preventive Medicine at Iowa State University’s College of Veterinary Medicine. He also is an instructor of public health, zoonoses, and epidemiology at Des Moines University. Prior to these posts, Dr. Davis was Adjunct Assistant Professor in the Department of Epidemiology at the University of Iowa’s College of Public Health.
