Thrissur The Hon’ble Court of Enquiry Commissioner & Special Judge Court, Thrissur, as per order No.Crl.MP.441/2016 dtd. 17.11.2016, directed the Deputy Supdt. of Police, Vigilance & Anti-Corruption Bureau, Thrissur, to conduct a Quick Verification into the allegations raised in the petition filed by Sri.Adv.K.R.Ajith Babu, S/o Rappai, Kanadi Veedu, Ollur, Thrissur. The brief of the allegations in the petition is regarding the corruption against former Minister for Agriculture Sri.K.P.Mohanan and Dr.K.Prathapan, Managing Director, Kerala Feeds Limited, Irinjalakuda, Thrissur District, in the matter of appointments to various posts in the company M/s Kerala Feeds Limited, Irinjalakuda, Thrissur District. As per the order of the Hon’ble Court, a Quick Verification vide No.l20/16/TSR was conducted in this Unit of Vigilance & Anti-Corruption Bureau. The Quick Verification reveals that, during the tenure of 2nd respondent Dr.K.Prathapan, Managing Director, Kerala Feeds Limited, 3 persons were appointed as Management Trainees, 42 persons as apprentice trainees, and 35 persons as casual worker/technician and 11 pirsons on daily wages basis/consolidated monthly pay. The Quick Verification also reveals that, jthe appointments to the Kerala Feeds Limited are to be made in accordance with G.O.(Ms)No.l61/97/AD dtd. 15.05.1997. As per this G.O. appointments to the category of Workman is to be made from Employment Exchange. There is no approved post of Field Assistants for the company. However, the persons who were appointed allegedly on temporary basis are working as Field Assistants. The appointments made in Kerala Feeds Limited are in gross violation of the Compulsory Notification of Vacancies Act. As per this Act, all the vacancies are to be informed to the concerned Employment Exchange by the company authorities. The temporary appointees in the company include persons, who were appointed in the year 2002 onwards and who were still continuing the service. It is also noticed that there was no advertisement in the News paper, nor any notification in the Notice Board of the Company and no interview was conducted for the appointment of 12 Field Assistance in the Kerala Feeds Company Limited. The appointment orders are not issued in respect of several appointments. The enquiry also reveals that as per Rule 9(a)(i) of the Kerala State Sub Ordinate Service Rule 1958 an outer limit is prescribed for temporary appointments, beyond which, such appointees are not permitted to continue. This is also seen violated in the case of Kerala Feeds Limited. During the Quick Verification, the evidence regarding acceptance of bribe could not be found out as against the Respondents. Subsequent to the enquiry in Quick Verification vide No.QV-120/16/TSR, the enquiry report was submitted to the Hon’ble Court of Enquiry Commissioner & Special Judge, Thrissur, on 29.12.2016, with recommendation that the company should cancel the temporary appointment of 12 Field Assistance and inform these vacancies to the concerned Employment Exchange for fresh appointments. After scrutiny of the Quick Verification report, the Hon’ble Court opined that evidence regarding acceptance of bribe could not be found out as against the respondents, the same need not be found and cannot be found within the limited scope of a quick verification and the same has to be found out by conducting a detailed and thorough investigation, when the circumstance suggests the possibility of the acceptance of bribe. Accordingly the Hon’ble Court vide order dtd. 10.02.2017 in Crl.M.P.441/2016, directed the Deputy Supdt. of Police, Vigilance & Anti-Corruption Bureau, Thrissur, to register a crime U/s 156(3) Cr.P.C. and to conduct a thorough investigation into the allegations leveled in the complaint. Hence I am registering this vigilance case vide No.VC-06/17/TSR U/s 13(2) r/w 13(1 )(d) of PC Act and 420, 120(B) r/w 34 IPC against Sri.K.P.Mohanan, former Minister for Agriculture, Thiruvananthapuram(A-l) and Dr.K.Prathapan, Managing Director, Kerala Feeds Limited, Irinjalakuda, Thrissur District(A-2). V.1, Boby Jose2 PG and Research Department of Zoology, St. Joseph‟s College, Devagiri, Calicut, Kerala, India Abstract: The study was focused on the colonial breeding waterbirds and their preference in the nesting tree species of Kallettumkara heronry (10o 21 N, 76 o 26 E) in Kerala, South India during the period May to November 2011. The heronry accommodates five species of waterbirds belonging to the various families like Anhingidae, Phalacrocoracidae and Ardeidae. The most abundant species recorded in the study area was Little cormorant (Phalacrocorax niger) and the least one was Pond heron (Ardeola grayii).Apart from these species Indian cormorant, Near threatened species Oriental darter (Anhinga melanogaster), and Little egret (Egretta garzetta) were also breed here in good number. This site also provides breeding and roosting area for numerous resident birds as well as waterbirds, including globally near threatened species Oriental darter. As the heronry is situated very close to human inhabitation, it needs better care and adequate protection. The government should take initiation for protecting this area.
