Office Order on Regularization of 187 Contractual Tgts & GOVERNMENT OF ODISHA ST & SC DEVELOPMENT DEPARTMENT No. (71 / SSD Bhubaneswar, Dtd. I January, 2C'19 STSCD-EEI-ESTT-0006-18 OFFICE ORDER In pursuance of GA Department Resolution No. 26108 dtd. 17.092013, Resolution No. 1066 dtd. 16.01.2014 & Resolution No. 4591 dtd. 15.02.2014 & on the recommendation of the High Power Committee constituted vide this Department Office Order No. 6684 dtd. 14.02.2014, the following 187 (2 TGT BA.B.Ed. + 2 TGT BSc. B.Ed. + 183 MCT contractual teaching staff engaged in. High Schools/ Girls High Schools/ Ashram Schools/Sevashram of ST & SC Development Departmelvt: since 2009-10 & 2010-11 are hereby appointed on regular basis against the existinQ posts in the scale of pay of Rs. 35,400/- for TGTs as per level .9 of Cell. 1. of Pay Matrix and Rs. 23,600/- for MCT Teachers as per level 6 of Cell 1 of Pay Matrix under ORSP Rules-2017 with effect from the date mentioned against each. The date of regularisation of each contractual employee is effective from theil. actual date of completion of 6 years of service after excluding the :period of unauthorised absence/ leave as on 31.03.2018. It is worthwhile to mention here the interim order No. 03 dtd. 21.03.20.1'4 passed by the Hon'ble OAT, Cuttack in OA No. 870(C)/2014 that "any appbintit made against 50% posts reserved for Trained Graduate Teachers shall be subject to the result of the OA". The High Power Committee observed that the original cadre- posts of TGT Teachers are mentioned exclusively in each district. Out of this original cadre posts, 50% are filled up by way of promotion from eligible Junior Grade Teachers and the remaining 50% by direct recruitment. The committee also observed that the contractual TGT-Teacher posts that were created subsequently from the .:Tear 2006-07 are additional posts sanctioned by the Finance Deptt. The contractual posts are new position sanctioned besides the existing regular TGT posts in each district. Accordingly, if the services of the contractual TGT posts are regularised, iliese fl'e, \V regular posts will add up to the existing TGT posts and in no case will encroachtip promotional vacancies of Junior Grade Teachers. The HPC was categoricafly that the 50% promotional posts of TGT Teachers in the regular TOT cadre Posts (meant for Junior Grade Teachers) are intact and the current regularisation of contractual TGT teachers are additional posts sanctioned.
