INTRODUCTION In 2007, the State Office of Historic Preservation and the National Park Service approved the City of Los Angeles' application to become a "Certified Local Government" (CLG) for historic preservation under the National Historic Preservation Act. This action provided official recognition to the City of Los Angeles for its new comprehensive historic preservation program with the establishment of the Office of Historic Resources. CLG status gives the City of Los Angeles formal authority to comment on nominations of districts, sites, buildings, structures, and objects to the National Register of Historic Places and California Register of Historical Resources. Both National Register and California Register nominations are ultimately reviewed by the State Office of Historic Preservation (OHP) and presented for approval before the State Historical Resources Commission (SHRC). With input from the Rules and Government Committee and the City Council, the Office of Historic Resources developed a procedure to provide comments from the City of Los Angeles to the SHRC while conforming to the City's Intergovernmental Relations process. Approved in December 2008, this process calls for preparation of a proposed resolution (Support/Opposition/General Comments), for approval by the Cultural Heritage Commission, City Council, and concurrence by the Mayor. CA REGISTER CRITERIA Criterion 1: Associated with events that have made a significant contribution to the broad patterns of local or regional history or the cultural heritage of California or the United States. Criterion 2: Associated with the lives of persons important to local, California or national history. Criterion 3: Embodies the distinctive characteristics of a type, period, region or method of construction or represents the work of a master or possesses high artistic values. Criterion 4: Has yielded, or has the potential to yield, information important to the prehistory or history of the local area, California or the nation. DISCUSSION The written nomination contends that the Columbia Savings Building meets Criteria 1 and 3 for the California Register of Historical Resources "for its association with the transformation of American bank design following World War II in response to dramatic changes in the banking industry" and as "an outstanding example of postwar American bank architecture in Los Angeles." This assessment evaluates buildings on the project site, as well as those that may be adjacent and nearby for historic significance, under applicable statutes and regulations of the California Environmental Quality Act (CEQA), National Register of Historic Resources (National Register), California Register of Historical Resources (California Register), and City of Los Angeles Historic-Cultural Monument (HCM) program. INTRODUCTION The proposed project site entails the square block bounded by Wilshire Boulevard to north, S. Sycamore Avenue to east, W. 8th Street to south, and S. La Brea Avenue to west (hereinafter “subject property” or “project site”) (Attachment A – Figure 1). The project site is partially occupied by two buildings, 752 S. La Brea Avenue (Metroplaza Mall) and 5220 Wilshire Boulevard (Wilshire Grace Church), with the rest of site developed as surface parking lots.1 The following evaluation establishes the regulatory setting, including a summary of local, state and national historical resource designations in the area surrounding the proposed project site. This is followed by an assessment of potential direct and indirect impacts and identification of feasible mitigation measures to reduce impacts to a less than significant level.

    IV.C CULTURAL RESOURCES 1. INTRODUCTION This section addresses the potential impacts of the project on historic resources. An evaluation of the potential for both direct impacts (impacts to resources on the project site) and indirect impacts (impacts to resources in the project vicinity) is included. The information contained in this section is derived from a historic resources assessment prepared by Chattel Architecture, Planning, and Preservation, Inc.1 This report, dated August 28, 2007, is provided in Appendix IV.C of this draft EIR. As part of the scoping process for this draft EIR, the City of Los Angeles Planning Department determined that impacts associated with archaeological resources, human remains and paleontological resources could be mitigated to a less than significant level and, therefore, limited study of these cultural resource topics is provided within this draft EIR. 2. ENVIRONMENTAL SETTING a. Historic Context The area of Wilshire Boulevard spanning from roughly La Brea to Fairfax Avenues, known as Miracle Mile, is recognized as one of the first outlying commercial corridors developed to challenge the hegemony of downtown Los Angeles and to take advantage of the emerging popularity of automobiles. The development of this commercial corridor was dubbed a “miracle” for several reasons. First, it occurred in spite of restrictive residential zoning that had been established by the original owner, Gaylord Wilshire. Second, it was developed in the absence of a previously established residential or retail community. At the time that A.W. Ross, a relatively unknown real estate agent, began to assemble property along Wilshire Boulevard, the area was substantially undeveloped.
