Public Participation Network the Voice of the Community What is the aim of Westmeath PPN Westmeath PPN? Our aim is to support Public community groups & co-ordinate how the community in Westmeath Participation is represented. Network We also aim to: Make our members stronger: and keep our members informed about local developments The Voice of the Community What does Westmeath VOLUME 2 ISSUE 10 OCTOBER 2019 PPN do? We empower our member Dear Westmeath PPN Plenary groups to influence policy makers. We are delighted to Welcome all our new and sitting Represent- atives and/or Delegates of Westmeath Public Participation Net- work (WPPN) –(see full list on page 2 & 3). We thank them all most sincerely for volunteering to represent the Community & What’s in this Voluntary groups of Westmeath affiliated to WPPN (currently 707 groups- Sept 2019) Month’s Issue The essence of PPNs is evident from their title - Participation. The PPNs are facilitating par- ticipation and enabling engagement between government and communities like never be- Westmeath PPN Elections 2 Results 2019 fore. The PPNs empower, enable and encourage people and communities to become in- volved, to have their say, to contribute, and to help shape the policies and programmes PPNs & Engagement in which impact on all of us. the Political Process 4 In Ireland we are very fortunate to have a strong and vibrant community and voluntary Rural Policy 2020 - sector with organisations in every community in every county. The PPNs facilitate new con- Public Consultation 4 nections and interactions between these local organisations and local government. Awareness & Training 5 Programmes The PPNs complement the work of local councils and councillors with PPN representatives working alongside councillors and bringing new insights and experience. Who better to know what is best for their communities than local people. WPPN understands how important it is that new WPPN Representatives and Delegates are supported, trained and mentored, particularly in the Women’s Aid Online early days. It’s a lot to absorb in the beginning with formal structures of some committees Survey for Survivors of 10 & boards, who’s who and their job/role, acronyms etc. Therefore, a WPPN Representative Domestic Abuse information pack has been created, for information, a learning tool, also a resource pack. We hope that it will be used in conjunction with induction training and the creation Polish-Irish Choral 11 of a WPPN Representative Network which is planned to meet approx. 4 times per year, for Concert updates, training, peer to peer learning and simply to find out what’s going on in other com- mittees and boards and in communities. (TDs, MEPs, Senators, Councillors Etc.). The Department now re-affirms the position regarding PPN engagement with the political process, spe- cifically: o Elected representatives of Local Authorities, Oireachtas members or European Parliament members cannot be nominated through the PPN process. o If anyone nominated to the PPN through this process subsequently decides to enter electoral politics, at either Local

    What kind of Irish was spoken in Westmeath? AENGUS FINNEGAN By the time of the Gaelic Revival at the end of the 19th century, the Irish language as a vernacular had largely disappeared across Leinster. The small extent of the language which remained was probably confined to the most remote and out-of-the-way townlands, and scattered among a generation who had been largely forgotten by the outside world – with the possible exception of a small part of Co. Louth. It is no wonder, then, that it is primarily to the north, west and southwest areas of Ireland that scholars of the language in all its varying forms have since directed their attention. It is in these regions that the language continued to be spoKen into the 20th century, and indeed continues to be spoKen, though much less extensively than heretofore. This focus, however understandable, has left a large gap in our understanding of the historical distribution of the dialects of Irish across the eastern half of the country. The only means of filling this gap is to carry out a detailed study of the scant remains of the language, as found in word lists, folKlore collections, the later manuscript tradition (if available), everyday speech, and, last but by no means least, in placenames, including both townland and minor names. The great advantage of evidence from placenames to the historial dialectologist is the universal distribution of the placenames themselves. This means that aspects of the language which come to light in the placenames of one area can safely and easily be compared with developments in another.

    THE LIST of CHURCH OF IRELAND PARISH REGISTERS A Colour-coded Resource Accounting For What Survives; Where It Is; & With Additional Information of Copies, Transcripts and Online Indexes SEPTEMBER 2021 The List of Parish Registers The List of Church of Ireland Parish Registers was originally compiled in-house for the Public Record Office of Ireland (PROI), now the National Archives of Ireland (NAI), by Miss Margaret Griffith (1911-2001) Deputy Keeper of the PROI during the 1950s. Griffith’s original list (which was titled the Table of Parochial Records and Copies) was based on inventories returned by the parochial officers about the year 1875/6, and thereafter corrected in the light of subsequent events - most particularly the tragic destruction of the PROI in 1922 when over 500 collections were destroyed. A table showing the position before 1922 had been published in July 1891 as an appendix to the 23rd Report of the Deputy Keeper of the Public Records Office of Ireland. In the light of the 1922 fire, the list changed dramatically – the large numbers of collections underlined indicated that they had been destroyed by fire in 1922. The List has been updated regularly since 1984, when PROI agreed that the RCB Library should be the place of deposit for Church of Ireland registers. Under the tenure of Dr Raymond Refaussé, the Church’s first professional archivist, the work of gathering in registers and other local records from local custody was carried out in earnest and today the RCB Library’s parish collections number 1,114. The Library is also responsible for the care of registers that remain in local custody, although until they are transferred it is difficult to ascertain exactly what dates are covered.

Volume 3. 2009 3.05 1 3.05 The Mealy and Farrar Genealogies Leslie Drew The Mealy Genealogy Originally from County Mayo, the Mealys appear to have moved first to Horseleap, Co. Westmeath and from there to Templecross. Richard’s great grandfather Thomas Mealy is said to have been the first to arrive in Westmeath. He was born c.1745 and died in 1832, aged 87. We don’t know what brought him to Westmeath but according to Mick Kilmurray, he was a carpenter, and to Francis O’Neill, a builder. He was married and had seven children including only one son, John (Richard’s grandfather). So Richard’s lineage is: 1. Richard 2. Richard’s father - Laurence (Larry) 3. Richard’s grandfather - John 4. Richard’s great grandfather - Thomas. We are lucky to have a set of hand-written notes by Larry Mealy detailing previous generations as well as information about his own children, including Richard. It seems that while the Mealys set up house in Horseleap, Tithe Applotment records show that Thomas, his son John, and daughter Julian all lived at Templecross by at least 1833 but according to Larry’s notes, only his father John and Aunt Julian were buried at Templecross, the others all being buried at Horseleap. Thomas Mealy In the Tithe Applotment records of 1833 Thomas Mealy is listed at Templecross on 2 acres of arable land, with an additional 13 Acres of arable land and 7 acres of bottoms at Ballinacria. A Brian Mealy is shown on 12 acres, also at Ballinacria, which is listed immediately below an entry for Ballynacarrigy.

The following chronology of important dates and events with which I was associated in the public life of my late husband, Laurence Ginnell, has been compiled by me from my diaries and those of my late husband. It covers the period l874 to l923, and while the information contained therein is somewhat brief in regard to certain dates and events, it will I hope be of use to the future historian. LAURENCE GINNELL, M.P., "The. Member for Ireland T.D. Born in 1852 in Clonabrack, Delvin, Westmeath, died in Washington, U.S.A., in 1923. He was practically self-educated. l874 Wrote his first letter on politics in defence of P.J. Smith, M.P., for Westmeath, who had been arrested. 1875 Wrote many letters on the same subject. Some were published in "The Irishman" and others in the "Leinster Independent". 1885 Started work in the "National League" through Mr. T. Harrington. 1896 Elected member of the "Young Ireland Society". A lecture on "Cleanliness of person and home" was noticed in "United Ireland" and "Nation". Sent £3 to Derry to help the National Cause there.

History A corn mill and kiln are explicitly cited on the 1838 OS six-inch map. The site is described as a corn mill in the 1840s Mill Valuation book and was worked by Daniel Byrne. It had a 16ft x 3ft 10in waterwheel to two pairs of stones. The mill is cited in the 1854 Griffith Valuation under Samuel Collins. It probably stopped in the later 1800s as it is not cited on the 1884 or 1909 OS maps. It may originally have been associated with the flour mill to the west (OFIAR/001/003).
