In this proposal FBB is requesting the upgrade of FM Channel 231C2 at Brenham, Texas, (Facility ID 40775), and reassignment of the upgraded channel to Bellville, Texas. This proposal is in conflict with the Commission’s Notice of Proposed Rulemaking to assign FM Channel 252A at Matagorda, Texas and FBB is seeking the alternate assignment of FM Channel 235A to that community, as an alternate equivalent channel, in these Comments and Counterproposal. Discussion The allotment of FM Channel 231C1 to Brenham, Texas and the change in its city of license to Bellville, Texas involves changes in the FM Table of Allotments that are fully consistent with the Commission’s Rules.
