Former Ambassador to Jordan, Libya & Malta Message I am delighted to learn of the exceptional outreach of “Disha” a publication and movement that has been dedicated to the deepening of understanding and appreciation between the Indians and wonderful people of the Russian Federation at the cultural, political and people to people level. I am particularly happy since during my assignment in Moscow I had become associated with the launch and nurturing of ‘DISHA” which was an excellent initiative of dedicated Indo-philes and Russia lovers. It is indeed a great eort and a tting tribute to bring out a souvenir publication to mark the “70th Anniversary of Diplomatic Relations between India and Russia”. Russia is our special and strategic partner not only in the domain of the political, economic, defence or security but most importantly at the level of ordinary people who have imbibed great love and regard for one another which in my view is the intrinsic strength and sustaining power of this unique relationship. I can not recall any other bilateral relationship that is so diversied and deeply entrenched. Both our countries face unique and often similar challenges especially with regard to the menace of terrorism and cyber security as well as the potential threats from the non-state actors which have to be countered eectively through a concerted and non-exclusive approach. Given a clear understanding and regard for each other’s core interests between the leadership of the two countries I have no doubt that our cooperation, collaboration and engagement will continue to be reinforced in diverse areas of mutually benecial interests for the larger global good. Российско – индийские отношения – пространство целеустремлённого действия, пример взаимовыгодного сотрудничества стратегических партнёров. И это не случайно. Еще в средние века деловой мир Новгорода понимал необходимость поиска стратегиче- ского партнёра на юге и хождение «за три моря» Афанасия Никитина, заложили основу будущих отношений с Индией. За всю историю российско – индийских отношений мы не наблюдаем периодов на- пряжённости, конфликтности и противостояний. Сегодня, на повороте истории челове- чества Россия и Индия – последовательные хранители ценностей свободы и справедли- вости, мира и прогресса. Немаловажный факт, именно наша страна первой из мирового сообщества протянула руку дружбы и помощи Индии в период выхода страны на путь независимости. Символом нашей дружбы стало строительство металлургического комбината в Бхилаи, других индустриальных центров Индии. Помощь России всегда была своевременной для братской страны в периоды испытаний, защиты независимости и территори- альной целостности Индии. За 70 лет дипломатических отношений наших стран сформировался мощный потенциал противодействия однополярному миру, и сегодня, на повороте истории человечества, российско-индийские отношения являются барьером на пути глобалистов, когда вся конструкция глобализации умирает. Сегодня российско – индийские отношения на пике развития в культурной, экономической, научной, военной, де- ловой областях, освоении космического пространства, в образовании… Сформированы союзнические отношения в решении проблем развития евразийского экономического пространства. Индийская сторона проявляет повышенное внимание к торговым отношениям, к совместным проектам, устремлённым в будущее нашей страны, к политике Пре- зидента России Владимира Путина, к деятельности политической Партии «ЕДИНАЯ РОССИЯ», проектно-программной работе Партии, к разработке перспективной национальной идеологии России, основанной на формировании патриоти- ческой национальной идеи. Повышенный интерес наши стратегические партнёры так же проявляют к партийным проектам, таким как «Непре- рывное образование и социальное партнёрство» обеспечивающего переход к целевому обучению в интересах активи- зации работы с человеческим капиталом страны, как важнейшего фактора стратегии качественных изменений в обще- стве. И это не случайно. Через 20 лет нынешние поколения молодых людей наших стран возьмут в свои руки бизнес, науку, внешнюю и внутреннюю политику. От культуры социального партнёрства, которую мы закладываем в человече- ский капитал сегодня, будут зависеть успехи в будущем. The objective of the study was to review the effectiveness, coherence, timeliness and transparency of the current selection and appointment processes of senior managers in the United Nations Secretariat and provide recommendations leading to enhanced transparency. For the purpose of this report, senior managers are defined as the Deputy Secretary-General, Under-Secretaries-General and Assistant Secretaries-General; the scope is limited to the United Nations Secretariat. Main findings and conclusions Member States are familiar with the process as outlined in the Secretary-General’s report on accountability (A/64/640) and for the most part, no major concerns were expressed with the description of the process itself. The concern is with the implementation of the process, which is seen as opaque, raising many questions as to how the process actually works.
