National GOVERNMENT POLICIES & SCHEMES 05 Jan HRD Minister inaugurates the 28th edition of New Delhi World Book Fair 2020 This year, the theme of the New Delhi World Book Fair 2020 is ‘Gandhi: TheWriters’ Writer’ to commemorate the 150th Birth Anniversary celebrations of Mahatma Gandhi. POINTS TO NOTE The theme is an attempt to give booklovers a glimpse of how Mahatma Gandhi, a great strategic communicator, inspired and influenced generations of writers and how the writers understood and emulated Gandhiji in words. In the specially designed pavilion (inspired by Sabarmati Ashram), with hand-spun materials as wall cladding; there will be an exclusive exhibition of 500 books of 100 publishers on and by Gandhi in different Indian languages, as well as 30 panel discussions, book launches and performances related to the theme. Some of the well-known writers both popular and critically acclaimed like AnirbanGanguly, BhawanaSommaya, Kevin Missal, Madhulika Dutta, Manoshi Sinha Rawal, Sudha Murthy, SumitDuttMajumdar, among others will engage in lively banters with the visitors at Authors’ Corners. 08 Jan GDP growth rate for 2019-20 estimated at 5% as against 6.8% in 2018-19 The decline has been mainly on account of deceleration in manufacturing sector growth POINTS TO NOTE This estimate is in line with projections made by the Reserve Bank of India, which had revised GDP growth downwards to 5% for 2019-20 from 6.1% during its October policy. The manufacturing sector is estimated to grow by 2% as compared to a robust growth of 6.9% in 2018-19. Likewise, the growth in the construction sector for the fiscal is expected to see a sharp decline to 3.2% as against a growth of 8.7% in the previous year. He further added that crude prices are expected to go up further, which will put pressure on the fiscal deficit. It is expected that the successful strategic buyer may bring in new management/technology/investment for the growth of the company and may use innovative methods for the development of the business operations of the company, which may generate more employment opportunities. 09 Jan Cabinet approves ratification of Migration and Mobility Partnership Agreement between India and France The Agreement represents a major milestone in enhancing people-to-people contacts, fostering mobility of students, academics, researchers and skilled professionals and strengthening cooperation on issues related to irregular migration and human trafficking between the two sides. POINTS TO NOTE The Agreement is initially valid for a period of seven years, incorporates provision for automatic renewal and a monitoring mechanism through a Joint Working Group. The Agreement is a testimony to India's rapidly expanding multi-faceted relationship with France and symbolizes the increasing trust and confidence between the two sides. 09 Jan Cabinet gave ex-post-facto approval on the Memorandum of Cooperation between India and Bill and Melinda Gates Foundation The memorendum will ensure increase the basket of choice and quality for family planning methods, specially for reversible methods, and increase access amongst younger women. POINTS TO NOTE The Memorandum of Cooperation (MoC) covers : To reduce maternal, neonatal and child morbidity and mortality, improve key nutrition outcomes, by improving the reach, coverage and quality of essential primary health, immunization and nutrition services. POINTS TO NOTE The Motor Vehicles (Amendment) Bill, 2019 is based on the recommendations of the Group of Transport Ministers (GoM) of States constituted by the Ministry of Road Transport & Highways to address the issue of road safety and to improve the facilitation of the citizens while dealing with transport departments. The amendments in the Bill mainly focus on issues relating to improving road safety, citizens’ facilitation while dealing with the transport department, strengthening rural transport, last mile connectivity and public transport, automation and computerization and enabling online services 11 Jan Amit Shah inaugurates state-of-the-art portal to tackle cyber crimes The portal will let all cyber crime related complaints be accessed by the law enforcement agencies in the states and union territories to take action as per the law. POINTS TO NOTE So far, more than 700 police districts and more than 3,900 police stations have been connected to the portal which is a citizen-centric initiative that will let people report cyber crimes online. The portal can boost the capacity of the law enforcement agencies to investigate cases and will improve the success rate of prosecutions. It also focuses on specific crimes especially those related to finance and social media like stalking, cyber bullying, etc. The portal will improve coordination amongst the law enforcement agencies of different states, districts and police stations for dealing with cyber crimes in a coordinated and effective manner. The home ministry is committed to provide and create an eco system for dealing with cyber crimes in a comprehensive and coordinated manner. It has seven components viz., National Cyber Crime Threat Analytics Unit, National Cyber Crime Reporting Portal, National Cyber Crime Training Centre, Cyber Crime Ecosystem Management Unit, National Cyber Crime Research and Innovation Centre, National Cyber Crime Forensic Laboratory Ecosystem and Platform for Joint Cyber Crime Investigation Team.
