    Environment, Development and Transport Committee Item No. Report title: Highway Parish Partnership Schemes 2018/19 Date of meeting: 16 March 2018 Responsible Chief Tom McCabe – Executive Director, Community Officer: and Environmental Services Strategic impact The Parish Partnership programme delivers small highway improvements which are considered a priority by local communities and support Local Transport Plan (LTP) objectives. It is also covered by a “vital signs” performance indicator. In March 2017, EDT Committee agreed to continue the programme using £300,000 of the highway improvements budget to fund up to 50% of each bid, with consideration of increased contributions for parish councils with incomes below £2,000. Additionally on 19 January 2018 the committee agreed to boost this provisional by £25,000 for the next 4- years utilising some of the additional £20m investment from our members in highways. Executive summary This report sets out the proposed parish partnership programme for 2018/19 following analysis and review of the applications submitted. Recommendations EDT Committee is asked to: 1. Approve all bids listed in Appendix B for inclusion in the Parish Partnership Programme for 2018/19. 1. Background 1.1. The Parish Partnership Scheme began in September 2011, when Parish and Town Councils were invited to submit bids for local highway improvements, with the County Council initially funding up to 50% of bid costs. Funding is therefore targeted to meet needs identified at a local level and helps us to support and promote our role in enabling communities. 1.2. The programme has been well received by Parish/Town Councils and members and feedback has been very positive from communities.

    The Remembrance Project 2018 The Barnham Broom and Upper Yare Group of Parishes consists of the following Churches & Villages: Wramplingham Barford Barnham Broom Carleton Forehoe Kimberley Hardingham Cranworth Southburgh Letton Reymerston Garvestone Thuxton Whinburgh Westfield Runhall Coston Across the villages there are several war memorials, put up to honour the fallen in WWI, and added to after WWII. As the centenary of the end of WWI approaches in November 2018, there are many events organised within our villages and county. As part of this, in collaboration with other events organised, is a plan to gather together the stories of the lives of the men named on these war memorials, to refresh the memory, and remember the sacrifice they gave so that we could live in the freedom and peace we have today. To do this, volunteers are invited to research one or more names on the attached list of all those named on all of the village memorials, to gather together their stories for publication, and hopefully to enter into memorial books in each of the churches for posterity. We aim to learn from each other as we do this, sharing our findings with others in our community, to create a living memorial. If you wish to take part, please select a name from the list below and research that person using the attached guide to help. If a name is ‘greyed out’ in means it has already been selected for research. Please gather your research together in a short biography of the soldier (approx. 200 words), for publication. Once selected, please let the co-ordinator know so that the name can be marked as being researched.

Community Identities and Interests 5. Convenient and effective local government 6. Conclusion 1. Foreword South Norfolk is earmarked for significant growth. By 2022, the number of electors within parts of our District, including Costessey, Wymondham and Long Stratton will have increased substantially. We have been required, as a result of the present electoral variance within the Old Costessey Ward to undertake a review of the District Ward Boundaries at this stage, even though we recognise that ideally this process would have followed on from a Parish Boundary review. Having sought clarity regarding the criteria employed by the Local Government Boundary Commission to undertake this review, we have felt compelled to employ a strict adherence to the “10% principle” – that no ward should be more or less than 10% from the average and, in practice, as close to the average as possible. We must redraw the lines following the requirements of the Commission, ensuring that a Parish does not sit in two different District Wards, unless it is also warded. However, this has led to a number of dilemmas in fine-tuning our proposals that our communities will rightly highlight to you. Nonetheless, as much as our communities may favour alternative arrangements, we also recognise that just because a Parish or Town lies in a different District Ward, our communities do not necessarily change. Community organisations will still bind them together, based on their commonalities – and in some cases differences.

    1 CHAPTER I That Norfolk is over-churched is a commonplace. Within the county there are, in various states of completeness, over one thousand mediæval church foundations, although some may have been replaced by later buildings as at Gunton (Georgian) and Booton (Victorian). Within the walls of the city of Norwich there were no fewer than sixty-three parish churches and parochial chapels, some serving an area of no more than a few hundred square feet. While it is generally accepted that a feature of the growth of towns within a period roughly coterminous with the eleventh century is a proliferation of parishes with the civic area, it is not expected outside large towns. Indeed, it is not always to be expect in large towns: in Norfolk, only Thetford rivalled Norwich in parochial provision, having twenty-two parish churches – of which three survive. King’s Lynn (or Bishop’s Lynn as it should be called in the period under review) only ever had one parish, St Margaret, with a chapel-of-ease of St Nicholas; Yarmouth had merely St Nicholas’ parish church until St George’s chapel-of-ease was founded in 1715.1 What we do expect, however, is that this pattern of dividing a settlement between two or more parishes should be carried on in the countryside. In parts of the north-west of England, it is common for several townships to comprise one parish, with one parish church in what we may take to be the mother settlement, but elsewhere the rule is one parish to a settlement.
