The Phillip Whitehead Memorial Library, Chaddesden Park Library Catchment Profile For organisations wishing to submit an Application to manage The Phillip Whitehead Memorial Library, Chaddesden Park V1 4 September 2017 1 Demography The Phillip Whitehead Memorial Library catchment contains approximately 8,150 households and covers a population of approximately 19,3001 Derby residents, or approximately 7.6% of Derby’s population2. Of the resident population, 48.8% are male and 51.2% are female2. This is a slightly higher female population than the Derby average of 50.5%2. Figure 1 – Comparative age profile of The Phillip Whitehead Memorial Library catchment, 20142 1 Derived from Office for National Statistics, Mid-year estimate of population, 2014 (household figure via Experian Ltd, Mosaic Public Sector, 2015) . 2 Please note, libraries serve not only Derby residents but people who work in, go to school/college/university in, shop in and visit Derby. However, whilst some library catchments extend beyond the city boundary, the demographic and socio-economic information included in this profile only relates to Derby residents living within the library catchment. 2 As illustrated in Figure 1 above, the age profile of the population within The Phillip Whitehead Memorial Library is notably older than that of Derby overall2. When compared to the Derby profile, it is evident that a greater percentage of the population is aged 45 years and over – this is especially noticeable for people of pension age (65 years and above). Consequently, whilst there are a similar number of young people (aged 0-19 years) within the catchment, there are significantly fewer people of younger working age (aged 20-39 years). -

Re-evaluating Roman Derby. In The Rivers of Time, I said that Derby's history is shrouded in mystery presenting researchers with many unanswered questions. To explain the mysteries I proposed that the evolution of the town had been driven by changing water levels. Confident that I had all the answers I published my findings in 2006. Three years later I was publishing a second book, The Man-Made Global Warming Debate and Historical Contradictions, re-evaluating the cause of the different water levels after finding evidence that the Medieval Warm Period had seen higher sea levels, hence higher river levels, than the climate scientists claim. This is a contentious issue not accepted by mainstream climatologists or Global Warming deniers. It seemed that the more one enquires about the history of Derby the more new questions present themselves. Continuing discussions within the group I belong to, The Derby Heritage Forum, brought to light further questions, particularly about Roman Derby. The various observations made by my colleagues and visitors from other groups about the Roman finds, sites and roads led to me speculating about the 'known' Roman information. Now, again, I find myself re-evaluating my findings with a 'what if' question. In my first book I claimed that water levels impacted upon the evolution of Derby including the Roman period. I then claimed that, in fact, there was considerable change due to the Medieval Warm Period which took place after the Romans had gone from our shores. So, What If the Roman period remains had been submerged by the waters of “the Humber deep” in A.D. -

Derby Conservation Areas Highfield Cottages INTRODUCTION The Planning (Listed Buildings and Conservation Areas) Act 1990 requires Local Planning Authorities to determine areas of special architectural or historic interest, ‘the character or appearance of which it is desirable to preserve or enhance’. These areas are called Conservation Areas. Derby is a city of considerable historic interest and architectural merit with a range of streets and buildings spanning many centuries. In an effort to conserve important elements of our built heritage, the City Council have designated fifteen such areas. The City Centre and Friar Gate Conservation Areas are at the heart of the city centre. Seven are based on aspects of Victorian Derby (Railway, Arboretum, Little Chester, Strutts Park and Hartington Street, Highfield Cottages, Leylands Estate, Nottingham Road) and the remaining five are focused on former village centres (Darley Abbey, Mickleover, Spondon, Allestree and Markeaton). This document outlines the history and mentions some of the exceptional buildings contained within one of these areas. There are legal requirements and constraints which apply to Conservation Areas which do not apply elsewhere and the City Council therefore must pay special attention to the ‘character’ and ‘appearance’ of these areas when exercising its planning powers. This is a positive process in which a continuing effort is being made to control the nature and scale of change. With the exception of certain buildings, no building in a Conservation Area can be demolished without consent from the Local Authority. This is enforced to maintain some of the more ordinary buildings that nevertheless contribute a great deal to the character of the area.
