The department’s annual report also includes the 2011–12 annual report of IP Australia as it is a prescribed agency under the Financial Management and Accountability Act 1997 and operates as a non-statutory agency with limited autonomy from the department. The report has been prepared in accordance with the guidelines issued by the Department of the Prime Minister and Cabinet. The annual report also includes information required by section 5 of the Financial Management and Accountability Act 1997, schedule 2 part 4 of the Work Health and Safety Act 2011, Part II of the Freedom of Information Act 1982, section 311A of the Commonwealth Electoral Act 1918, and section 516A of the Environment Protection and Biodiversity Conservation Act 1999. Also, in accordance with the Commonwealth Fraud Control Guidelines, I certify that the department has prepared a fraud risk assessment and control plan, and has in place fraud prevention, detection and investigation procedures and has taken all reasonable measures to minimise the incidence of fraud. These meet the specific needs of the department.
