All India Sports Council of the Deaf 1B Institutional Area, Near Janta Flats, Sarita Vihar, New Delhi-110076 ALL INDIA SPORTS COUNCIL OF THE DEAF 1B INSTITUTIONAL AREA, NEAR JANTA FLATS, SARITA VIHAR, NEW DELHI-110076 XIX NATIONAL GAMES OF THE DEAF SAI CAMPUS, NETAJI SUBHASH WESTERN CENTRE, GANDHINAGAR, GUJARAT STATE SEPTEMBER 10 TO 14, 2014 PERFORMANCE-CUM-ACHIEVEMENT REPORT The last XVIII National Games of the Deaf was conducted at Sree Kanteerava Stadium, Kasturba Road, Bengaluru, Karnataka State from April 25 to 29, 2013 successfully in which more than 1200 deaf athletes participated from 18 affiliated state units in eight various disciplines On March 2, 2014, the Special General Assembly of AISCD was conducted at Ahmedabad, Gujarat State and in it reviewed the successful conduct of the XVIII National Games of the Deaf, Bengaluru and all the 18 affiliated state unit representatives who were present in the meeting unanimously suggested to conduct the National Games of the Deaf yearwise. Accordingly, the Gujarat State Unit – All Gujarat Sports Council of the Deaf, where the meeting was conducted, has accepted to host the XIX National Games of the Deaf of 2014 during September 2014. At the initial set up, we faced much hardship to organize it due to the activities of rebel organisations and also prevention of stadia, Government aid, etc by them but with the determination and devotion on the part of all concerned, the hosts, Karnataka Sports Federation of the Deaf and the Organising Committee formed under it was able to achieve our long pending aim. Our request to the Ministry of Youth Affairs & Sports to release funds for the above is still pending in the “deaf ears” but we hope they will open it and release funds. With the help and support of many public and private limited concerns, it came to a great success. The Inauguration Ceremony was planned to conduct in a very attractive manner, on 10th of September, 2014 but the heavy rainfall at the time has prevented us from conducting March Past and hence the Opening Ceremony was centralized in the Indoor Stadium. The affiliated state units which are 16, (Assam, Bihar, Delhi, Goa, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Orissa, Punjab, Tamil Nadu, Uttar Pradesh and West Bengal) and other two un-affiliated state units which are Andhra Pradesh and Telangana i.e. after Bifurcation of Andhra Pradesh Sports Council of The Deaf and other one Associate Member i.e. Meghalaya but affiliated state units of Rajasthan and Delhi did not send entry forms, still their players attended and took part under AISCD. Also Deaf Women Foundation represented Delhi. Jammu & Kashmir sent their entry forms, but the sudden flood at Jammu & Kashmir made them to cancel it at last minute. The Inauguration Ceremony was conducted with the Chairmanship of Shri. Om Prakash Kohli, Hon’ble Governor of Gujarat in the presence of many respectable and famous persons such as Shri. Sunil Singhi, Chairman, Labour Welfare Board, Gujarat, Shri. R. K. Naidu, Additional Director, SAI and others. The Governor was happy to see the huge number of deaf athletes and remarkable work of the organising committee and the standardized physical arrangements and he declared his satisfaction and added that he will surely inform the Government and Prime Minister about it. We are proud to say that out of 32 states in India, 20 State Units attended in this National Games, and also two new units joined as new members as from this National Games, making a total of 22, thus increased by three from last National Games of the Deaf. But still our confusion is that, the rebel group, with two affiliated state units supports and also with some profit seeking hearing persons from outside are still trying to degrade the deaf sports activities by making false propagandas, false appeals to Government, Ministry of Youth Affairs & Sports, etc and their evil deeds even led us to withheld the “19th” number and use only ‘All India Games of the Deaf’ which made much worries to the poor deaf athletes as the certificates issued mentioned only All India Games of the Deaf organized by All Gujarat Sports Council of the Deaf and omitted “AISCD”. We were unable to oppose it as it was done by them at very short notice. We bowed to earth level to conduct it just thinking of the poor deaf athletes from various parts in the State, more than 1350 in number, and also the officials. It is to be noted that at SAI Stadium, all the facilities like field, accommodation, food, etc were upto standard and the officials of SAI extended good support. Again to say with burdened mind that, due to the unparliamentarily tricks played by the rebel group, SAI or Government did not release grants or funds for it and all the expenses related like food, accommodation, etc were met by the hosts through much hardship and it was above Rs. 25 lakh. It was informed by the Asia Pacific Deaf Sports Confederation that 4th Asia Pacific Deaf Badminton Championship will be conducted at Kaohsiung, Chinese Taipei from 6th to 14th November 2014 and also 8th Asia Pacific Deaf Games will be conducted at Taipei in October 2015 and we are in our steps to send Indian Teams for the above, elected on the performance at this National Games of the Deaf. ATHLETICS: Athletics still continue to draw large number of competitors as it covers six age groups and has sixty events. India’s medal winning events are track middle and long distance running, Triple Jump and Long Jump along with Javelin and Hammer Throws. We have to say with proud that many new talents have been spotted in these events and we hope that with more exposure to National Competitions they are most likely to achieve high standard of performance which is essential for winning medals from International Competitions. No new records were born due to the climate problem, but the performance standards of the deaf athletes were more than expected. We are sure that the performance of young generations is suitable to cope with international standards and sometimes near to Deaflympics records which may help them to win medals in forthcoming Deaflympics, Sofia, Bulgaria this year and also at the Asia Pacific Games of the Deaf. BADMINTION: It was proven that the players of Badminton in National Games of the Deaf kept their standard at International level. This time more international players attended the competition, say 25 women and 50 men and their performance is also remarks. This time Team Championship was also introduced. Several new talents in both Women and Men section were spotted out which will surely be promises for the future. BASKETBALL: It is observed that the basketball competitions are coming to the national standards. It was introduced in XV National Games of the Deaf and now it is flourishing. We are confident that they can compete at international level. FOOTBALL: Football continued to be the second most popular discipline of sports among the Deaf. We already have exposure to International Competition by taking part in qualifying Round Match of Deaflympics. Our football players have kept on improving upon the standard of play. 11 state units participated in Football Event. In previous times it was conducted on knock-out basis but this time started ‘League’ basis which was enthusiastically welcomed by the players. And the team for 8th Asia Pacific Games of the Deaf will be formed from it. We hope that further improvement in skill and stamina with advanced techniques will definitely help India to reach final round matches of 8th Asia Pacific Games of the Deaf. SWIMMING: There has been considerable improvement in performance of our winner’s men and we hope that by the year 2013 our winners will achieve International Standard for which we have been waiting for a long time. TABLE TENNIS: In Table Tennis, we had best International performance since 1985, when we won Bronze Medal in Men’s Team Game. Previously in Table Tennis there was only Singles, Doubles, and Mixed Doubles, but this time, Team Championship also was introduced like in Badminton. We have spotted talented players both men and women who can with morale and material support win back the World Ranking we once had enjoyed. Volleyball: 14 Men Team and 7 Women teams were registered for Volleyball. Planned to conduct at outdoor. But, due to rain, it was impossible at outdoor, and as the indoor stadium was not available during day time due to Badminton Matches, we were forced to conduct Volleyball by late night – say 09.00PM to 03.00AM. It was good performance by all teams and there is hope for Indian Team to Asia Pacific Games also. In Women’s section, we also made considerable progress and if the trend continues we will have a Competent National Team in near future. WRESTLING: In the last National Games of the Deaf, Freestyle wrestling only was conducted and this time Greco-Roman also was introducted which was welcomed by the competitors. The performance of the players were at international standards and they have, without doubt, the caliber to compete with world Deaf Wrestlers and we have many young good wrestlers and we can hope for a much improved performance and ranking in the forthcoming Asia Pacific Games. Kerala retained “PRESIDENT OF INDIA SHIELD” by retaining Overall Championship with 170 points and Senior Men, Junior and Sub Junior Boys Championship and went on to win Senior Women, Junior and Sub Juniors Girls Group Championship. West Bengal with 138 points was a distant runner-up in overall championship closely followed by Tamil Nadu with 114 points. Kerala’s strength lied in Athletics; West Bengal depended on Athletics, Football and Table Tennis teams; Madhya Pradesh on swimming teams; Karnataka on Volleyball and Basketball players and Haryana on Wrestling.

    • •/ A ot if** M Number 3 & 4 December 1969 Volume 8 DUPLICATING WITHOUT MAKING CARBON COPIES - Hal Wasserman - One of the fascinating features about stamp collecting is that a collector may collect whatever interests him. No matter what the catalogue may include or not in clude there is no law that says what the collector must have in his album. It is his own possession to build and expand as he chooses. It is only when the collector wishes to exhibit for competition that certain maxims come into play; then the collector loses some of the freedom he had before. Yet exhibiting need not enjoin a collector from remaining individualistic in his approach, nor does his collection have to be a carbon copy of other similar exhibita This is especially noticeable when viewing exhibits of Olympic Games stamps. Excluding the early Greek Olympic stamps, a collector would not find it too difficult or too expensive to put together a 'complete* collection of the basic stamps. How, then, can an enthusiast put his individual touch on his own exhibit except through a different type of mounting? In my opinion, there are enough unusual items on the philatelic marketplace that a collector could add for nearly every Olympiad, some expensive but many rather nominal in price, that would add sparkle to an exhibit. All of the items mentioned below are listed in various books and guides, in cluding Ira Seeoacher's Handbook of Sports Stamps. However, I would like to point out some of these that seem to be overlooked in many of the exhibits.
