Antidumping Investigation on Aluminum Foil in Coil from China Today, the Mexican Ministry of Economy initiated an antidumping investigation on aluminum foil in coil. Below please find a summary of the main aspects of this investigation: 1. Product Description: Aluminum foil in coil for domestic use and/or industrial with a thickness equal or less than .080 mm, without support, rolled but not further worked, with an external diameter equal or greater than 100mm with a weight greater than 5 kg. 2. Mexican HTS: 7607.11.01 3. Petitioner: Almexa Aluminio, S.A. de C.V. 4. Period of Analysis of Injury: January 1, 2015 to December 31, 2017. 5. Period of Investigation: January 1, 2017, to December 31, 2017 6. Date to submit Questionnaire: October 23, 2018 7. Dumping Methodology: Mexican Ministry is considering China as a non-market economy and, thus, it is using the United States as surrogate country. 8. Since 2008, many local governments have deferred the plan of adjusting minimum wages due to the financial crisis. As economic results are improving, the government of Jiangsu Province has decided to raise the minimum wages. On January 23, 2010, the Department of Human Resources and Social Security of Jiangsu Province declared that the minimum wages in Jiangsu Province would be increased from February 1, 2010 according to Interim Provisions on Minimum Wages of Enterprises in Jiangsu Province and Minimum Wages Standard issued by the central government. Background 2. SCL, with a total length of 17 kilometres, consists of the following two sections – (a) Tai Wai to Hung Hom section: this is an extension of the Ma On Shan Line from Tai Wai via Southeast Kowloon to Hung Hom where it will join the West Rail Line; and (b) Hung Hom to Admiralty section: this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. 3. SCL will have ten stations. Apart from bringing improvements to the existing Tai Wai Station, the SCL project will involve construction of new stations or extension of existing stations at Hin Keng, Diamond Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin, Hung Hom, the Hong Kong Convention and Exhibition Centre, and Admiralty. It is a territory-wide strategic railway project (alignment layout at Annex 1). Admiralty Station and Ho Man Tin Station will become integrated stations providing interchange service to passengers of SCL and South Island Line (East)(“SIL(E)”), as well as passengers of SCL and Kwun Tong Line Extension (“KTE”) respectively. 4. The Approved Project Estimate for the entire SCL project is $79,800 million (in money-of-the-day prices) and the project is funded by the Government under the “concession approach”.

China submitted that notification (G/SCM/N/123/CHN) in 2006, covering the time period from 2001 to 2004. At that time, the United States and several other Members expressed serious concerns about the incompleteness of China's notification. Since 2006, the United States and several other Members have repeatedly requested that China submit its notifications for the periods subsequent to 2004. The United States has obtained information concerning numerous Chinese central government and sub-central government measures, listed below, covering the time period from 2004 to the present that were not included in China's single notification. The United States considers that these measures should be subject to notification to the Committee on Subsidies and Countervailing Measures (the Committee) under Article XVI:1 of the GATT 1994 and Article 25.2 of the Agreement because they appear to provide specific subsidies within the meaning of Articles 1.1 and 2 of the Agreement.

The current ecological compensation standards (ECS) do not well reflect the differences in ecological, social, and economic development. Thus, we took a typical urbanization area (the Suzhou–Wuxi–Changzhou region) in China as an example, because of its prominent contradiction between rapid socio-economic development and fragile ecosystem. Combined with the ecological, economic, and social conditions, the methods of ecosystem service value (ESV) evaluation, cluster analysis, and scenario analysis were used to propose an optimized spatial zoning method and optimal development scenario. Then, the ECS by different zones were determined by using ESV assessment, cost-benefit analysis, and contingent valuation method.
