Assalaamun alaykum, CAIR-CA PAC is pleased to present the 2016 Voter Guide. In this guide, we make recommendations about how you should vote in the presidential race (page 2), with respect to state propositions (pages 3-5), and in congressional, state, and local elections (county-specific recommendations begin on page 6). An independent and non-partisan group, CAIR-CA PAC is the largest political action committee that represents the interests of American Muslims. When deciding whether to endorse a candidate or contribute to a candidate’s campaign, CAIR-CA PAC leaders evaluate the candidate’s: (1) History of support for and positive interaction with the American Muslim community; and (2) Policies and history in the following areas: civil rights/civil liberties, education, the economy, the environment, immigration, and healthcare. Proposition Position 51 [Authorizes the state to borrow $9 billion in school bonds YES to fund construction and modernization projects at K-12 schools and community colleges.] 52 [Requires voter approval of any changes to the statewide hospital free program, making it more difficult for the YES Legislature to divert funds that are supposed to be spent on the Medi-Cal program.] 53 [Requires voter approval of any revenue bond that is NO larger than $2 billion for government projects.] 54 [Requires legislators to post legislation online for public review at least three days before a final vote, effectively YES prohibiting last-minute amendments to bills. Also expands the amount of live video coverage of Capitol proceedings] 55 [Renews Proposition 30, which imposed 1% to 3% YES surtaxes on annual incomes above $250,000. This revenue will fund schools and government healthcare.] 56 [Raises taxes on tobacco and electronic cigarette products YES that contain nicotine. This revenue will fund healthcare and tobacco-control programs.]

Proposition Position 57 [Allows prisoners serving time for a nonviolent crime to YES request early release based on their effort to earn credits for education and good behavior while imprisoned.] 58 [Repeals a law that banned bilingual education for and allows county offices of education and school districts to YES decide whether a language-learning child must be taught only in English.] 59 [Asks legislators to repeal the Supreme Court’s Citizens YES United decision, a ruling that allowed corporations and unions to spend unlimited amounts on federal campaigns.] 60 [Requires adult film stars to wear condoms during explicit YES sex scenes.] 61 [Bans state agencies from paying more for a prescription drug than the lowest price the U.S Department of YES Veterans Affairs pays for the same drug. This “price ceiling” will apply when the state is the purchaser and/or a state agency is the final source of payment.] 62 [Repeals the death penalty. If passed, people sentenced to YES the death penalty will be sentenced to life without parole.]

Proposition Position 63 [Bans the sale and possession of large-capacity ammunition magazines in California. Imposes background YES checks for ammunition purchases, new felony charges for gun thefts, and rules for keeping guns out of the hands of felons and others disqualified from possessing firearms.] 64 [Legalizes the sale of marijuana and hemp to people over YES the age of 21.
