Support the Earmark Elimination Act, H.R. 1086
February 26, 2021 Support the Earmark Elimination Act, H.R. 1086 On behalf of our activist community, I urge you to contact your representative and ask him or her to cosponsor the Earmark Elimination Act, H.R. 1086, introduced by Reps. Ralph Norman (R-S.C.) and Ted Budd (R-N.C.). The bill would make permanent the temporary moratorium on congressional earmarks put into effect in 2010 by creating a point of order against any provision within a bill that matches the definition of an earmark. Earmarks, called by former Sen. Jeff Flake (R-Ariz.) the “currency of corruption,” are specific line items in a spending bill, such as an appropriations or transportation bill, for a project or program. Not only corruptive in nature, they are also, as the late former Sen. Tom Coburn (R-Okla.) astutely put it, “the gateway drug to spending addiction.” After Republicans faced widespread backlash to their rampant use of earmarks through 2010, the House Republican Conference signed off on a ban of all earmarks. At their peak in the mid 2000s, total earmarks reached nearly 14,000 in a single year (2005), costing upwards of $30 billion (2006). When Democrats took control of the House last Congress, earmarks did not make a return. Now, however, Democratic leadership is seriously considering bringing back earmarks. Proponents of earmarks argue that these extra spending provisions funding often-useless projects “grease the wheels” for legislation by persuading individual members to come on board for the sake of earmarked spending for their districts, and come at a small monetary price to taxpayers. -

[email protected] www.al-shabaka.org al-shabaka policy brief Palestine 2010: Time for Plan B By Mouin Rabbani June 2010 Overview The likelihood of current diplomatic initiatives resulting in a meaningful two-state settlement is for all intents and purposes non-existent, argues Al-Shabaka Policy Advisor Mouin Rabbani, due to Israel’s determination to permanently control East Jerusalem and large swaths of the West Bank, and the lack of political will in the U.S. and Europe to reverse Israel’s expansionist momentum. He foresees an unwelcome future of further ghettoization and fragmentation of Palestinians in the occupied territories and within Israel, greater marginalization and atomization of the Diaspora, and an increasingly regionalized and existential conflict in which the initiative will lie with non-state actors operating beyond the confines of Israel/Palestine. Thus, rather than relying on continued diplomacy and alternative peace scenarios in the forlorn hope that the dominant American-Israeli framework will be modified, advocates of Palestinian self-determination should focus their efforts on arresting and where possible reversing realities on the ground, and undertake global campaigns to challenge Israeli impunity and promote the concept of Israeli accountability for its actions toward the Palestinian people. This, Rabbani concludes, presents the only realistic option for preserving Palestinian rights and, perhaps in the longer run, establishing meaningful diplomatic options. Coburn, M.D. United States Senate Written Testimony Committee on Oversight and Government Reform U.S. House of Representatives “Government 2.0: GAO Unveils New Duplicative Program Report” February 28, 2012 Chairman Issa, Ranking Member Cummings, and Members of the Committee: Thank you for the opportunity to participate in today’s hearing on the release of the Government Accountability Office’s (GAO) second annual report on duplicative federal programs. Director Dodaro and the staff at GAO are to be commended for their excellent work and dedication to such a large endeavor, one few others in Washington are willing to undertake, but the topic of which is of upmost importance. Federal duplication and the mismanagement of taxpayer funding in the current labyrinth of government programs is one of the most critical matters currently facing Congress. We must eliminate duplication immediately wherever we find it, and stop making the maze more tangled with our shortsightedness by continuing to create new, unnecessary and duplicative programs. If we do not, Congress will be unable to reign in federal spending and our financial situation will only continue to worsen, while thousands of ineffective government programs continue to fall short of meeting the needs of those we intend to help. My testimony today will examine some of the primary pitfalls of our current state as a nation of duplication, and provide a look at past and present efforts to eliminate duplication including the comprehensive deficit reduction plan I released last year, and also discuss ways Congress can prevent duplication in the future. DUPLICATION NATION The findings of GAO’s 2012 report, as detailed by Director Dodaro, are a sobering reminder and a revealing look at a government grown far beyond what many imagined possible, funding hundreds of programs decidedly outside the scope of the Enumerated Powers as enshrined in the Constitution. -

1 Climate change politics in the United States From Rio to Johannesburg Pierre Lepetit* One year ago international negotiations on climate change were expected to cease after the decision of President Bush to reject the Kyoto Protocol as “fatally flawed”. Despite the Bush administration's position, the rest of the world agreed at the sixth UNFCCC1 Conference of the Parties (COP6) in Bonn to push ahead without the United States, and a number of decisions were adopted at COP7 in Marrakech in November 2001. It allows for an imminent ratification of the Kyoto protocol before the Johannesburg summit in spite of Canada’s understandable reluctance.. Nevertheless the goal set by the Convention of Climate Change will not be reached unless the United States participates fully in the international effort. Without the United States, and because the rules have been relaxed in the Bonn and Marrakech bargaining, the Kyoto protocol will have only a modest impact on worldwide emissions. As Ray Kopp2 has shown, the amount of carbon dioxide that some countries would have to cut is approximately equal to the amount by which other countries – mostly Russia - would be allowed to increase. Moreover, without the United States there is little chance to enlarge the participation in the Kyoto mechanism during the second commitment period. “Countries know that pursuing virtuous global warming policies make little sense if no one follows suit. Any individual reduction on their part will be swamped by emissions from others. Indeed going first could be economically lethal, driving up a country’s production costs and pushing jobs abroad. -

Carper has been in public office since 1977, including 10 years in the House and two terms as Delaware’s governor before coming to the Senate. He says on his congressional website that he has “earned a reputation as a results-oriented centrist.” Still, his congressional voting record places him on the liberal side of the political spectrum, with a rating of about 90 percent from th Americans for Democratic Action and about 10 percent from the American Conservative Union. During his tenure on Capitol Hill, he has broken with party ranks a little more often than the average Democratic lawmaker, although not so much in the 113th Congress. He touts the virtues of pragmatism and bipartisanship. He’s a founder of the Third Way, a policy group that says its mission “is to advance moderate policy and political ideas,” and affiliates also with the Moderate Democrats Working Group, a group of about a dozen Senate Democrats, and the Democratic Leadership Council. -

MENU Policy Analysis / PolicyWatch 1370 Assessing the Annapolis Process May 7, 2008 Brief Analysis n April 9, 2008, Ambassador Zalman Shoval and Aaron David Miller addressed a Policy Forum at The O Washington Institute. Zalman Shoval served as Israel's ambassador to the United States from 1990 to 1993 and 1998 to 2000, and represented the Likud Party in the Israeli Knesset for more than a decade. Mr. Miller served as deputy U.S. special Middle East coordinator between 1992 and 2000, and is currently a public policy scholar at the Woodrow Wilson Center in Washington. His publications include the recently released book The Much Too Promised Land: America's Elusive Search for Arab-Israeli Peace (Bantam/Dell, 2008). This Policy Forum took place four months after the Annapolis conference was convened and a month before President Bush is slated to travel to the region to assess the progress of the Annapolis process, meet regional leaders, and celebrate Israel's 60th anniversary. AMBASSADOR ZALMAN SHOVAL Despite having been practically stillborn, the Annapolis peace process is not dead and has recently shown artificially induced signs of life. It has been continually retooled in order to maintain a chance of producing something by the end of President Bush's term. Prior to the conference, the insufficient coordination between the United States and Israel resulted in more than a few misunderstandings, including the issues of Israeli security measures and ongoing settlement construction in and around Jerusalem. Bush's April 2004 letter to Ariel Sharon, as interpreted by the Israeli public, suggested maintaining defensive borders in the Jordan Valley, and distinguished between settlement blocks adjacent to urban areas and other scattered settlements. -
