1. Foreword – Tom Joyner

Welcome to our consultation on the May 2022 East Coast Main Line (ECML) timetable.

As a significant service provider on the ECML, we connect places with direct services to , the North East, Midlands, the South Coast and South West. We offer long- distance, high-speed services for those keen to avoid air travel and the motorway for business and leisure journeys.

In October 2020, we secured a three-year contract by the to continue running services across the country. We are focused on four key areas: customer experience, industry and stakeholder collaboration, operational performance and business excellence. Working with industry partners, the timetable changes support our mission to improve rail connectivity for passengers.

For many years the rail industry has been developing plans to make the most of infrastructure improvements and services to bring benefits to passengers. We have all faced unprecedented challenges due to the pandemic. However, as we welcome back customers and seek to build back a better railway, we are keen to strengthen our connections with the towns and cities we serve.

We welcome these proposed timetable developments and recognise the significant investment that’s taken place over the last decade. These proposed changes will offer faster, more punctual and frequent services, improving journeys for passengers on the East Coast.

Between 2014 and 2024, over £1bn will have been invested on ECML upgrades, including making it the first UK mainline railway to be managed by digital signaling technology. With over 20 million passengers using the line annually before the pandemic, now is the time for the industry, our partners and stakeholders to work together to develop a 21st century railway that benefits passengers now and in the future.

We welcome your feedback on our proposed changes and other operators’ services, and our rationale for working collaboratively to build a railway for everyone.

We will consider every response and share a public report after the consultation closes on 5 August.

2. A cross-industry effort

The proposed May 2022 timetable has been developed by with all train and freight operators on the East Coast Main Line. It has involved balancing long distance high- speed, regional and commuter/local services alongside the needs of the rail freight sector.

The new timetable will deliver the benefits of over a decade of planning and investment in the East Coast Main Line. Upgraded infrastructure and new train fleets across the route will mean better journeys for some passengers between King’s Cross, the East of , the North of England and Scotland – supporting the economy and helping to protect the environment – although the industry does recognise that some passengers will see service levels and connectivity reduced as a result of this timetable.

The timetable follows a detailed forecast of rail capacity on the East Coast following the East Coast Upgrade, and is based on a subsequent decision by the Office of Road and Rail (ORR) in 2016 about how we can use that capacity. It also requires some operators to have their contingent track access rights amended as well as amending neighbouring services, including requiring the planned split of Railway's Liverpool to Norwich services at to be implemented, the detail of which is still to be worked through.

Realising the benefits to long distance connectivity on the East Coast inevitably involves some changes to some existing local and regional services. This means that the timetable does involve a series of trade-offs which we’d welcome your views on although changes are unlikely to be able to be made.

The May 2022 timetable will not be the end of our journey to improve the service we offer to our passengers. The industry is currently examining options for potential changes beyond 2022 about how about how to further enhance rail capacity on and around the East Coast, whilst also reflecting the projected levels of demand we expect to see as we emerge from the Covid-19 pandemic, with a focus on east-west connectivity in the north of England.

For the development of this new timetable we have looked to:

• Balance frequency and reliability. Passengers want a well-designed timetable with the frequency they need but which has enough space between services to avoid congestion and delays. As we increase the frequency of services on the East Coast we want to continue to deliver high reliability for our customers.

• Balance connectivity and journey times. The investment in upgraded infrastructure and new trains allows us to improve journey times and compete with other modes of transport. A key way to keep journey times down is to not over-serve stations. So we have balanced the need for fast journeys with serving all destinations.

• Balance ambition with realism. There has been significant investment in the East Coast, but we still need to remain realistic about both the opportunities and remaining constraints on the route. The timetable needs to work well in reality as well as on paper. This means some difficult trade-offs on parts of the route, including for some East to West journeys, have been necessary.

• Deliver for the future. The pandemic is likely to have a continuing impact on our lives, and the rail industry is no exception to this. But we are confident that demand to visit places, enjoy leisure and retail experience and meet colleagues, friends and family will remain. That means providing a timetable that will give the reliability and connectivity that passengers want for the long term.

We are now consulting on proposed changes to the timetable for May 2022 and want to hear your views and receive any feedback you have on these plans.

The timetable is based on a series of decisions about investment in infrastructure and our train fleets, as well as access decisions made by the ORR. This means that the structure of the timetable for May 2022 is fixed.

It may be possible to make some local adjustments based on the feedback received, with any wider comments about the balance of services considered for future timetable iterations. We are aiming for all train operators to have their plans in place by early Autumn to deliver the new timetable from May next year.

This is a major change for the East Coast Main Line but it is not the end of improvements to services, either for trains travelling North-South or for those on East-West routes. We have further upgrade plans including bringing in the next generation of digital signalling. Some operators have plans to invest more in their train fleet, and Network Rail is looking at options for infrastructure investment, including on the congested section of the route north of .

Thank you for taking the time to respond to this consultation. Your feedback will enable us to derive the most benefit we can from the investment in the East Coast, and to meet our ongoing commitment to make changes which deliver for passengers.

3. Timetable: Performance

Network Rail is leading a wide-ranging programme to better understand performance as part of the introduction of the May 2022 timetable. The aim of this is to increase the number of trains, use the full capabilities of new trains, and review infrastructure capabilities so that we don’t deliver the new timetable at the expense of good performance.

This work is re-evaluating a large portion of the ‘building blocks’ of the timetable known as Timetable Planning Rules (TPRs). These rules enable us to move trains safely and efficiently across the network and cover things like;

• The length of time between trains on different parts of the network to keep trains a safe distance from each other. • Taking account of factors that lead to differences in train performance each day, including on things like weather conditions or a speed restriction being in place. • The length of time trains dwell at different stations. • How long it takes the signalling equipment to safely change between routes. • The speed trains can move across critical parts of our rail infrastructure.

May 2022 will be the first timetable to fully realise the benefits of faster acceleration and deceleration of new trains and use this to support improved journey times.

New trains bring an improved reliability compared to older rolling stock and allow us to use cutting edge technology to monitor the success of any changes we make.

For the May 2022 timetable this means we are analysing performance to extent that we haven’t done before on the East Coast. We understand more about conflicting train movements, the time trains will be held at signals and the impact of specific pinch-points on the route.

This is a step-change in the information we use to predict performance.

4. CrossCountry - Key timetable changes

The key changes below highlight the proposed calling pattern amendments as part of CrossCountry’s May 2022 timetable. We recognise that trade-offs have to be made across all operators to achieve a balance that works for the industry,

The commentary outlines key points of change in geographical order as part of the CrossCountry network.

4.1 Plymouth-Edinburgh via Birmingham New Street and Leeds

• Services will depart from Leeds at 10 minutes past the hour heading northwards instead of 8 minutes past the hour. • The majority of services will call additionally at at 55 minutes past the hour. The exception will be the 12.27 Plymouth-Glasgow which will not call at Northallerton. These additional calls will provide replacement connectivity to Northallerton from Leeds and to Newcastle in response to the amended TPE train service provision. As a requirement we will make calls at Northallerton 7 days a week. • Services will depart from Newcastle at 40 minutes past the hour heading northwards instead of 32 minutes past the hour. • Services will generally alternate calling at either Morpeth or Alnmouth after departing Newcastle. • North of Newcastle all services except the 13.27 Plymouth-Edinburgh will call at Berwick-upon-Tweed. • Reston station calls have been added to the following services: o 07.03 Birmingham New Street-Edinburgh o 05.25 Plymouth-Edinburgh o 07.27 Plymouth-Edinburgh o 13.27 Plymouth-Edinburgh • The following service will call at Dunbar in the northbound direction: o 14.27 Plymouth-Edinburgh • The remaining Dunbar calls have been removed to enable the revised timetable structure to work between Edinburgh and Newcastle. ScotRail will provide alternative connectivity between Edinburgh and Dunbar.

4.2 Edinburgh-Plymouth via Leeds and Birmingham New Street

• Services will generally depart from Edinburgh at five minutes past each hour. • The following service will call at Dunbar: o 06.01 Glasgow Central-Plymouth • The remaining Dunbar calls have been removed to enable the revised timetable structure to work between Edinburgh and Newcastle. ScotRail will provide alternative connectivity between Edinburgh and Dunbar. • Reston station calls have been added to the following services: o 11:00 Glasgow Central-Penzance o 13.05 Edinburgh-Plymouth o 13:00 Glasgow Central-Plymouth • All services except the 06.01 Glasgow Central-Plymouth service will call at Berwick- upon-Tweed. • Services will generally alternate between calling at either Alnmouth or Morpeth after departing Berwick-upon-Tweed. The exceptions are: o 06.00 Edinburgh-Plymouth which will call at both Alnmouth and Morpeth o 06.33 Dundee-Plymouth which will not call at either Alnmouth or Morpeth • Services will generally depart from Newcastle at 40 minutes past each hour. • The majority of services will be calling additionally at Northallerton at 22 minutes past most hours. The exceptions will be the 06.00 Edinburgh-Plymouth and the 06.33 Dundee-Plymouth, which will not call at Northallerton. These additional calls are being made to provide replacement connectivity to Northallerton from Newcastle, and to Leeds in lieu of the amended TransPennine Express train service provision. • Services will arrive into Leeds at 8 minutes past each hour and will depart southbound from Leeds at 15 minutes past each hour rather than 11 minutes past currently. 4.3 Newcastle-Reading via Doncaster and Birmingham New Street

• Southbound services will depart 2 minutes earlier than at present, generally at 33 minutes past each hour. • Existing calling patterns at Durham and are maintained. • The 15.15 Newcastle-Reading is unable to serve Leeds and Westgate stations and will instead be retimed to 15.33 and will call additionally at Doncaster at 16.59. A lack of suitable train paths into and through Leeds for this service is the reason behind the change. Customers for Leeds would need to use either the 15.01 or 15.40 departures from Newcastle. Customers from Leeds to the south would need to use either the 16.15 or 17.15 departures. We are reviewing these services to mitigate the reduced capacity provided between Leeds and Sheffield. • The addition of a Doncaster call fills a missing gap in the service, providing new journey opportunities and connections. The later departure time also improves journey times for customers from the North of England to South and beyond, being 18 minutes quicker than previous. • From December 2023, Northern will provide an hourly service between Leeds and Sheffield offering additional capacity and connectivity. 4.4 Reading-Newcastle via Birmingham New Street and Doncaster

• The 13.46 Southampton Central-Edinburgh will be amended to be routed via Doncaster, in lieu of Wakefield Westgate and Leeds, and will terminate in Newcastle

at 19.43. This is due to a lack of suitable train paths through Leeds and north of Newcastle. • The addition of a Doncaster call fills a currently missing gap in service, providing new journey and connection opportunities to from the Midlands. The revised path offers an improved faster journey time for destinations between York and Newcastle of approximately 20 minutes. • Existing calling patterns at Darlington and Durham are maintained.

4.5 Morpeth

Total number of calls northbound remains unchanged whilst southbound calls are increased by one.

• The first southbound service will now depart Morpeth at 07:21 (currently 08:18), providing through journeys to Newcastle, Leeds, Sheffield, the Midlands and the South West. • The first northbound service will depart Morpeth at 07:53 (currently 07:47) providing a 09:07 arrival into Edinburgh. • The last southbound service will depart Edinburgh at 18:07 providing a 19:19 arrival into Morpeth. Currently the last southbound service for Morpeth is the 17:07 departure from Edinburgh providing an 18:24 arrival into Morpeth. • The last northbound service will arrive into Morpeth at 20:56 (currently 20:53).

4.6 Alnmouth

The total number of southbound calls will remain unchanged. However, the number of northbound calls will reduce by one.

• The first southbound service will now depart Alnmouth at 07:06 (currently 07:11), providing through journeys to Newcastle, Leeds, Sheffield, the Midlands and the South West. • The first northbound service will depart Alnmouth at 10:05 (currently 09:57) providing an 11:08 arrival into Edinburgh. • The last southbound service will depart Edinburgh at 20:05 providing a 21:10 arrival into Alnmouth. Currently the last southbound service for Alnmouth is the 20:03 departure from Edinburgh providing a 21:09 arrival into Alnmouth. • The last northbound service will arrive into Alnmouth at 22:08 (currently 22:00).

4.7 Berwick upon Tweed

The total number of southbound calls will increase by three per day whilst the number of southbound calls will increase by four per day.

• The first southbound service will now depart Berwick at 06:44 (currently 06:50), providing through journeys to Newcastle, Leeds, Sheffield, the Midlands and the South West. • The first northbound service will depart Berwick at 08:26 (currently 08:20) providing a 09:07 arrival into Edinburgh. • The last southbound service will depart Edinburgh at 20:05 providing a 20:50 arrival into Berwick. Currently the last southbound service for Berwick is the 20:03 departure from Edinburgh providing a 20:48 arrival into Berwick. • The last northbound service will arrive into Berwick at 22:29 (currently 21:26).

4.8 Reston and Dunbar

The Department for Transport and Transport Scotland are discussing options for serving Reston station which is planned to open prior to the introduction of the May 2022 timetable. For the purposes of this consultation, the current planned May 2022 timetable will have one LNER and three CrossCountry services a day calling at Reston in each direction. The calls in the CrossCountry services have effectively been transferred from Dunbar to Reston so that the new station can be served. If possible a fifth daily service for Reston will be provided in one or both directions.

The structure of the timetable means that CrossCountry trains can only make limited calls at either Dunbar or Reston and they cannot serve both stations. Even without moving the calls from Dunbar to Reston, the CrossCountry service to Dunbar will be less than it was in the Dec 2019 timetable pre-covid.

Consultees should be aware that discussions are continuing and to ensure Dunbar will receive the overall service level that was operating in Dec19 two options are being developed:

The first option is for TPE to run some shuttles between Newcastle or Berwick-upon-Tweed to Edinburgh calling at Dunbar and Reston. These would then become the main provider for Reston and CrossCountry will no longer have to call at Reston.

The second option is for Scotrail to run some extra shuttles between Edinburgh and Dunbar in order to give more trains to Dunbar, though it is unlikely that resources to operate this can be found before May 2023. In this case the Reston calls would stay on the CrossCountry services.

Longer term for May 2023 we are investigating if an alternative plan might be better with a regular Edinburgh – Berwick-upon-Tweed shuttle every two hours, calling at both Dunbar and Reston, to be operated for Transport Scotland by one of the operators on the route.

We therefore invite consultees to provide any feedback they have on each scenario for Reston and Dunbar that will help inform ongoing discussions.

Govia Railway The same level of service will operate as per the pre-covid December 2019 timetable. There are amendments to stopping patterns on some line services. Two services per hour at peak times from Welwyn Garden City will be rerouted from Kings Cross to Sevenoaks serving St Pancras International and the Thameslink core route. Some other peak and off-peak changes also apply. The timetable has been designed with the flexibility to allow us to introduce the following additional services, in due course, when extra traincrew and rolling stock are available: • Leeds – Sheffield fast extra 1tph (via Wakefield Westgate) • York – Scarborough extra 1tph • Newcastle to (also requires new infrastructure)

6. Weekend service

Weekend timetables are in development and we have utilised the weekday timetable as a base. We anticipate that a similar pattern of service and timetable structure will apply for Saturdays and Sundays for CrossCountry services on the ECML. Therefore, any service decrements identified within this consultation document are assumed to apply for the weekend services also. In summary, these could include:

• Amending the Saturdays only 13.46 Southampton Central-Newcastle to be routed via Doncaster instead of calling at Wakefield Westgate and Leeds • Amending the Saturdays only 15.15 Newcastle-Reading to be routed via Doncaster instead of calling at Leeds and Wakefield Westgate • Reduction in the number of CrossCountry calls at Dunbar with Reston calls being added to selected services on Saturdays and Sundays • Amending the Sundays only 14.42 Reading-Newcastle to not serve Wakefield Westgate and Leeds • Amending the Sundays only 15.42 Reading-Edinburgh to terminate at Newcastle It is envisaged that southbound services to Plymouth which currently serve both Leeds and Doncaster will continue to do so.

8. Next Steps

CrossCountry will submit a report to the Department for Transport once the consultation has concluded, after taking the feedback into account. Any future timetable changes will be dependent on reaching agreements with other consulting industry partners.

9. Consultation Q&A

Why are all the train operators on the route running their own consultations rather than working together?

A. All Department for Transport managed train operators on the route have an obligation to consult on major changes and are doing so. With all the operators starting and finishing their services in different parts of the country, it makes sense for us to each focus our consultation activities on where those changes are happening. However, we are working closely together to share any key themes from the consultation.

Will people’s views change the proposals or are they fixed?

A. This consultation is open for eight weeks and we encourage our customers and communities to review the changes and share their views. In the weeks following the consultation, we will publish a report of the feedback received.

As this timetable is based on previous decisions on train and track investment and decisions by the rail regulator on how to use the route’s finite capacity, the structure for May 2022 is fixed. However, there is time for some local adjustments to be made in response to feedback. We will also consider feedback for future timetable iterations.

Will you respond to feedback during the consultation / don’t you agree that… / will you commit to fix…?

A. This consultation is an opportunity for people to give their views on the new timetable across the eight weeks that it is open. We are focusing on making it as easy as possible for people to see the proposed changes, what this means for each of our stations and how to respond.

So that we can consider all the views we receive in the round, rather than responding to individual points during the consultation, we will publish a report in the weeks after the consultation closes on what we heard and any changes we will make in response. This report may include a mix of local adjustments we will make ahead of May 2022 and larger changes we will consider for future timetable iterations.

Why do you think it is acceptable to run an eight rather than 12-week consultation?

A. Running an eight-week consultation means that we are able to consult on a detailed timetable and properly consider any feedback, without compromising the work needed to implement a reliable timetable for next year.

Why is it acceptable to refuse to make bigger changes, when nobody has been consulted on this change before? Have you worked with other public, local and active transport providers to develop this timetable?

A. This new timetable builds on over a decade of planning and investment including LNER’s new Azuma trains and Network Rail's modernisation of the East Coast's tracks and, by supporting more rail travel, will help level-up the economy and protect the environment. It is also based on decisions made by the rail regulator in 2016 on how to use the capacity of the route, as well as proposals put to consultation by the Department for Transport in 2012.

The consultation is open for eight weeks and, between now and 5 August, this gives us the opportunity to hear the views of our customers and communities about the proposals.

What is the deadline for bidding its timetable to Network Rail, and why is it later than usual?

A. We are bidding the timetable in early October after which we will finalise our implementation plans, before introducing the new timetable in May 2022. We have decided as an industry to bid the timetable in October rather than August to finalise more of the timetable details earlier in the process, which means that we need less time between the consultation and bidding to finalise these details. This approach has enabled us to have greater confidence in the deliverability of our plans at the point of consultation.

What are the main infrastructure/capacity constraints?

A. Through the East Coast Upgrade, Network Rail has increased the capacity for services on the East Main Line. However, this remains a busy railway with several challenging constraints, including over the Welwyn Viaduct in the south of the route, through York and between the Northallerton area, Newcastle, and Edinburgh.

We have worked in collaboration with our partners in the rail industry to develop a robust timetable that increases train service frequency, reduces journey times between our key

destinations, delivers a reliable service for customers and maximises the benefits of train and track investment in the route, while taking the remaining constraints into account.

This new timetable is not the end of the story. We continue to work with our partners in the rail industry to further improve the East Coast’s infrastructure and train services.

Network Rail’s work to upgrade the power supply on the route will not be completed before May 2022 – will this affect the change?

A. No, all the infrastructure that we need to run this timetable will be completed months before its introduction. Power availability, while the power supply upgrade is completed, will be managed through normal industry systems.

What does this mean for freight capacity and who is consulting on that?

A. Freight operators have been actively involved from the very start of this process – ensuring there is adequate capacity to operate their services and opportunity for growth.

Q Won’t you lose all your reliability gains / won’t this create new congestion, and delays / does this learn the lessons from May 2018?

We have carefully developed this timetable in partnership with Network Rail and the other train operators on the East Coast route with a clear focus on reliability, considering the lessons learned across the rail industry when implementing previous major timetable changes. This includes running an extensive programme of driver training in parallel to developing the timetable as well as ensuring that all infrastructure that we need is placed well-ahead of introducing our extra services.

Appendix A: Terms of Reference

Specific elements of the performance programme of work to support May 2022 delivery 371 Timetable Planning Rules (TPRs) amended and modelled across the East Coast Main Line and Doncaster – Leeds line of route.

Assumptions log to track amendments and to ensure full visibility and agreement of changes with Operators 144 Section Running Times (SRTs) amended, including East Coast Main Line review of LDHS to ensure alignment with similar traction.

New SRTs for Azuma rolling stock to realise benefit Level Crossing barrier studies that assess the changing risk profile in line with the May 22 timetable structure TCRAG (Timetable Change Risk Assessment Group) and SDG (Service Delivery Group) Industry processes in place to ensure that May 22 is operationally ready for ‘go live’ Signal box feedback at key locations to help support changes to TPRs Large performance model between KGX – EDB and DON – LDS, focussing on average minute lateness as a metric.

Network Rail have agreed to follow a set of Industry-agreed performance principles to plan trains that look to reduce volume of pathing time, improve flighting, reduce ‘bunching’ and overtaking moves that all affect Network performance.

Dynamic assessment of key conflicting areas and restrictions have been imposed to hourly volumes at certain locations to protect performance – eg: 18 train-per-hour limit over Welwyn (in Down direction).

Modelling of the operational capability of timetable has been undertaken through various signalling system simulators. This also assesses how computer-based signalling (that sets routes for trains automatically) will interpret the May 22 timetable plan at key stations.

Undertaken a capacity usage study at Peterborough, Doncaster and York to support May 22 timetable planning.

A utilisation study at Digswell and Woolmer Green has been generated in both directions (to assess impact of TPRs of current and May 22 service specification at Welwyn Viaduct) Safety mitigations have been implemented using Industry process – eg: applying through Network Change to introduce a speed restriction over Severus Curve (York).

Timetable Performance Review Group (TPRG) – Industry working group meets regularly to understand the outputs from performance modelling to come to collaborative conclusions. Performance Board – regular governance board that meets to seek endorsement of TPRG outcomes. This board includes membership at highest level within Industry.
