ABSTRACT A CASE STUDY OF CROSS-OWNERSHIP WAIVERS: FRAMING NEWSPAPER COVERAGE OF RUPERT MURDOCH’S REQUESTS TO KEEP THE NEW YORK POST by Rachel L. Seeman Media ownership is an important regulatory issue that is enforced by the Federal Communications Commission. The FCC, Congress, court and public interest groups share varying viewpoints concerning what the ownership limits should be and whether companies should be granted a waiver to be excused from the rules. News Corporation is one media firm that has a history of seeking these waivers, particularly for the New York Post and television stations in same community. This study conducted a qualitative framing analysis of news articles from the New York Times and the Wall Street Journal to determine if the viewpoints expressed by the editorial boards were reflected in reports on News Corp.’s attempt to receive cross-ownership waivers. The analysis uncovered ten frames the newspapers used to assist in reporting the events and found that 80% of these frames did parallel the positions the paper’s editorial boards took concerning ownership waivers. INTRODUCTION The assigned topic for the symposium of which this essay is an outgrowth was "What Change May Come: The Obama Administration and the Future of the Administrative State." "Change" was, of course, a prominent theme in Barack Obama's campaign for the presidency, and the advent of his Administration has indeed brought new goals and poli- cies to the fore, although the pace of change has undoubtedly not been as rapid as many supporters had hoped. I interpret the theme of the symposium as an invitation to explore how administrative law can facilitate or retard the capacity of a presi- dential administration to implement policies of a kind that it was elected to promote. -

FOX TELEVISION STATIONS, INC.: DIRTY WORDS AND MESSY LOGIC—THE SUPREME COURT’S FAILURE TO FIX BROADCAST MEDIA REGULATION EDWARD J. REILLY* In FCC v. Fox Television Stations, Inc.,1 the Supreme Court of the United States considered whether the Federal Communication Commission‘s (―FCC‖) new policy allowing sanctions on fleeting and isolated expletives was arbitrary and capricious pursuant to the Administrative Procedure Act (―APA‖).2 The Court held that the FCC provided a reasoned basis and explanation for its new policy and therefore ruled that the policy was not arbitrary and capricious.3 In finding that the FCC‘s new policy was not arbitrary and capricious, the Court failed to require the FCC to sufficiently explain why its longstanding policy was no longer adequate.4 In addition, the Court erred in accepting the FCC‘s unreasonable reliance on outdated and anachronistic precedents such as Red Lion Broadcasting Co. -
The Relation Between Media Consumption and Misinformation at the Outset of the SARS-Cov-2 Pandemic in the US

In addition, conservative media use (e.g., Fox News) correlated with conspiracy theories including believing that some in the CDC were exaggerating the seriousness of the virus to undermine the presidency of Donald Trump. Five recommendations are made to improve public understanding of SARS-CoV-2. WWOR’S SERVICE TO NEW JERSEY: KEY FACTS FCC PUBLIC FORUM ON LICENSE RENEWAL November 28, 2007, Newark, New Jersey Fox Television Stations, Inc., licensee of television station WWOR-TV, Secaucus, NJ, has paid close attention to community needs and provided exemplary service to the residents of northern New Jersey since it acquired WWOR-TV in 2001. While not exhaustive, this compilation attempts to capture the nature and extent of WWOR-TV's commitment and service to the citizens of New Jersey. LOCAL NEWS EVERYDAY (Tab A-B) 10 PM Nightly News, Seven Days a Week. WWOR-TV's nightly newscast spends a substantial amount of time covering issues of importance to WWOR-TV’s New Jersey viewers, including extensive election coverage. In addition, the station has partnered with a local newspaper, The Record, and Rasmussen, a provider of political data, to enhance its local coverage. The New Jersey Associated Press Broadcasters Association has consistently recognized the quality of WWOR-TV's news coverage. The attached document provides a sampling of stories broadcast during the period from 2001 to the present that are particularly relevant to New Jersey residents (Tab A). A list of awards received by the station is also included (Tab B). News Updates. In addition to scheduled hourly news updates between 4:00 and 7:00 p.m. weeknights, WWOR-TV interrupts regularly-scheduled programming for breaking news reports of great importance to its northern New Jersey viewers. These include, for example, severe weather warnings (e.g., flooding and power outages), Amber Alerts, and live addresses by the Governor of New Jersey.
