The client intends to develop the BSP as a transport terminal with opportunities to improve transport, retail and potentially residential opportunities. The report examines the requirements of the Aboriginal Heritage Act 2006 (Act) and the Aboriginal Heritage Regulations 2007 (Regulations), to determine whether a Cultural Heritage Management Plan (CHMP) needs to be undertaken for the study area prior to the proposed works. Advice is also offered as to measures available to minimise the potential likelihood of infringement of the Act and Regulations. Assessment is also undertaken of historical heritage liabilities under the Victorian Heritage Act 1995. This review was completed by Asher Ford of Biosis. Asher is a qualified cultural heritage advisor as specified in the requirements of the Act. This report finds that there is a requirement for a mandatory CHMP prior to issue of Statutory Approval for the proposed works at the BSP. The proposed works are a high impact activity. An area of cultural heritage sensitivity is present in the study area and significant ground disturbance cannot be demonstrated for the entirety of the area of cultural heritage sensitivity in the study area. As a result a mandatory CHMP is triggered for the study area. There are mandatory requirements for historical heritage approvals prior to the proposed activity. Introduction 1.1 Location of the study area The study area is located at the Ballarat Railway Station on Lydiard St / Mair St, Ballarat Central (Figure 1). It is located centrally in Ballarat and is situated 116 kilometres west of the Melbourne Central Business District. The study area is located predominately on the two land parcels: Lot 1 and Lot 2 TP868581, but also includes allotments 2046 PP5030 and 2060 PP5031. It is roughly a triangle shaped block of land which fronts Lydiard Street to the west, Nolan Street to the north, Peel Street to the east and Mair Street / Coffee

More than two million $2.50 Sunday Saver tickets have been sold since the product was introduced in April 2005, with the ticket contributing to patronage growth on Sundays of more than 20 per cent. On 22 April 2006, integration between V/Line and Metcard commenced, with most V/Line tickets now valid for travel on selected metropolitan and regional bus services – significantly reducing fares for many customers. The provision of concession fares for Seniors at all times on V/Line completes a four year program to standardise concessions, fixing the previous situation where certain customers were eligible for concessions on Metcard services, but not on V/Line.

Our Winter has passed with some President’s Texceptional frosts and even a sprinkling of snow. Now our Spring is here with its variety Desk... of ‘new life’. It’s rather lovely to notice the emergence of shoots from bulbs, then their blooms. Camellias, crocuses, daffodils & jonquils, freesias, fritillarie, hellebores, hyacinths, irises, magnolias, and now viburnum. And in the spirit of Tim Entwisle’s recommended five seasons (mentioned in the last Wellingtonia), we have just emerged from two months of Sprinter to start two months of Sprummer. For the ‘trivial pursuiters’ or ‘QI watchers’: What travels at a 1/3 mph from the south to the north of Great Britain? (See page 4 for the answer) Congratulations to those hardy souls of the Growers and Western Bed groups who continue their work outside, despite the elements. Yvonne and her Growers were delighted to achieve impressive monthly sales from their trolley at the Conservatory during August . The refurbishment of the ‘monocot bed’ along the Gillies Street fence has now been completed. Beryl and her team are hoping CONTENTS: to start a new project, possibly involving a dahlia bed.     1 Engineers Australia Engineering Heritage Victoria Nomination for Recognition under the Engineering Heritage Australia Heritage Recognition Program for the Goldfields Railways - Geelong to Ballarat Railway January 2012 Goldfields Railway - Geelong to Ballarat Railway Nomination for Engineering Heritage Recognition 2 CAPTION FOR COVER PHOTOGRAPH The magnificent Victorian Era train shed at Geelong Railway Station. This train shed is reminiscent of the train sheds built on British railways during the same era. Only two other railway stations in Victoria had a train shed during this era - that was Ballarat at the other end of the Geelong to Ballarat Railway and St Kilda in suburban Melbourne. Fortunately both train sheds on the Geelong to Ballarat Railway survive and remain with their original function after 150 years. Originally there were 4 tracks between the platforms but the through tracks have now been removed. Note: The term “train shed” has been used here as it is the generic term used for a building which covers and protects platforms and tracks during the era when these structures were built. The terms goods shed, engine shed and carriage shed were used during the same era to describe other buildings at railway stations which contained railway tracks. Goldfields Railway - Geelong to Ballarat Railway Nomination for Engineering Heritage Recognition 3 1 INTRODUCTION The Extent of the Nomination In the preparation of this nomination considerable discussion occurred as to the boundaries of the nomination. The two Goldfield Railways (Melbourne to Bendigo and Geelong to Ballarat) were commenced at the same time and were built to similar design standards. Consideration was given by Engineering Heritage Victoria to making a nomination for the two railways together as there is such synergy in timing, design, construction and purpose of the two projects.
