Bathing Water Details: Map 1: Bathing Water Location & Extent Bathing Water location and Fenit Beach is located directly adjacent to the village of Fenit in North Kerry, on Tralee Bay. Fenit is extent: located in the North Kerry/Tralee Bay Water Management Unit of the Shannon International River Basin District. The bathing area is approximately 160 m wide. This beach is a Blue Flag Beach. Main features of the Bathing Type of Bathing Water Water: Fenit bathing area is a sandy beach facing due south into Tralee Bay. Flora/Fauna, Riparian Zone The land to the rear of the beach primarily comprises enclosed agricultural land (grassland and occasional tillage). There is no significant vegetation growing in the waters off the beach. Land Use The bathing area is directly adjacent to the village of Fenit. The village primarily consists of residential development, along with a small number of bars, restaurants/cafes and shops. The causeway access to Fenit Harbour is directly adjacent to the eastern edge of Fenit bathing waters. Fenit Harbour is located at the end of the causeway, approximately 500m from the designated beach. Fenit Harbour consists of a marina for pleasure craft, along with port facilities for fishing craft and a commercial deep-water port. The deep-water port is used primarily for the export of industrial cranes and associated equipment. To the rear of the bathing waters, the land use is primarily agricultural (grassland and occasional tillage). Sensitive Area The bathing water at Fenit is located outside but directly adjacent to Tralee Bay & Magharees Peninsula Special Area of Conservation (site code 002070). It is also close to (approx. 450m distance) the Akeragh, Banna and Barrow Harbour Special Protection Area (site code 004079) and the Akeragh, Banna and Barrow Harbour Special Area of Conservation (site code 000332). the bathing area is also close to Tralee Bay Designated Shellfish Area. Activities available at the The beach is predominately used by walkers and bathers. The causeway to Fenit Harbour is used by Bathing Water: anglers. Tralee Bay Sailing Club is located on the eastern side of the causeway. The waters offshore from the bathing area are used for sailing, wind surfing and other water sports. The beach is also covered by Kerry County Council Beach Byelaws which regulate a range of activities on the beach. Contributing catchment Fenit bathing waters is located in the townlands of Fenit Without. The contributing catchment of the details: bathing water covers an area of approximately 1km2. There are no significant surface water features flowing directly into the bathing area. The main freshwater input to the coastal waters around Fenit is the River Lee, which flows through Tralee town and enters Tralee Bay approximately 9/10 km east of Fenit bathing waters. There are also a number of smaller rivers, such as the Finglas River, the Derrymore River, the Derryquay River and the Curraheen River, which flow into Tralee Bay from the Dingle Peninsula, to the south of Fenit bathing waters. The catchment comprises relatively flat land with the highest point in the catchment rising to a height of 22m in the northern end of the catchment. A significant portion of land within the catchment is comprised of Fenit Village. The remaining land use is agricultural. There are no farmyards within the catchment. Most of the agricultural land is under pasture with a small element of tillage carried out occasionally in one part of the catchment. Monitoring point details: The grid reference for the bathing water monitoring point is Eastings 72626.8, Northings 115350.5. The precise location of the bathing water monitoring point can vary depending on tides. Water quality assessment: Fenit has been a designated Blue Flag beach for a number of years and has generally shown good water quality. For the 2013 bathing season, Fenit achieved good water quality status and complied with the guide and mandatory values as set out in the relevant Irish legislation and the EU Directive concerning the Quality of Bathing Waters (76/160/EEC). Based on the above, it is anticipated that the bathing waters at Fenit are likely to attain, at minium, sufficient status for the 2014 and subsequent bathing seasons. However, there is a possibility that water quality at this bathing area may be subject to short-term pollution due to climatic events, such as heavy rainfall. Where bathing water quality is impacted in such circumstances, it may be necessary to apply a derogation/departure for samples taken during the course of any such short-term pollution event. Provision for such is provided under Article 7(4) of the Bathing Water Quality Regulations, 2008 (S.I. No. 79 of 2008), whereby samples taken during short-term pollution may be disregarded. 3. Identified Pressures: Map 2: Bathing Water Catchment 3.1 Potential pressures in the catchment assessed as posing no risk: Description: There are a small number of un-sewered properties within the contributing catchment (Note : the municipal wastewater treatment system serves the vast majority of the contributing catchment). Any un-sewered properties are remote from the bathing water. Source: Agricultural Activity Type: Run off from agricultural land Short Term Pressure: No 3.2 Potential pressures in the catchment assessed as posing risk: Description: The bathing area is located on Tralee Bay, to which the River Lee and a number of other smaller rivers flow to sea. the Lee catchment in particular covers a substantial land area, which includes the Tralee urban area. Source: Riverine Type: Rivers, ditches, canals, groundwaters Short Term Pressure: Yes Nature: Low Risk Frequency: <1 / year Duration: < 72 hours Risk Assessment As part of the risk assessment process, reference has been made to information contained in the Methodology: River Basin District Management Plans and the Characterisation Report for the Tralee Bay Designated Shellfish Waters. The risk assessment methodology in this instance has been based on the Source-Pathway-Receptor model. • The source in this particular instance would be microbial contamination from activities in the greater River Lee catchment. • The pathway in this instance would primarily be river flow, and thereafter via tidal flow. • The receptor in this instance is the identified bathing water at Fenit. Risk Assessment There is a possibility that bathing water quality may be at risk due to impacts from river flow Results: discharges from the River Lee catchment and other smaller river catchments flowing to Tralee Bay. In this regard it is noted that shellfish quality assessments carried out on shellfish from the Tralee Bay Designated Shellfish Area have shown issues with regard to bacteriological contamination on a periodic basis (Ref. Tralee Bay Pollution Reduction Programme, DoECLG 2012). This risk is likely to be greatest following periods of heavy rainfall. Details: There is a possibility that bathing water quality may be at risk due to impacts from river flow discharges from the River Lee catchment and other smaller river catchments flowing to Tralee Bay. In this regard it is noted that shellfish quality assessments carried out on shellfish from the Tralee Bay Designated Shellfish Area have shown issues with regard to bacteriological contamination on a periodic basis (Ref. Tralee Bay Pollution Reduction Programme, DoECLG 2012). This risk is likely to be greatest following periods of heavy rainfall. Management Inspections of farms and domestic septic tanks have been carried out in the greater Tralee Bay Measures: catchment area and any issues identified have been and are being followed-up. A risk matrix has been developed by Kerry County Council for the bathing water area in question, based on rainfall intensity levels. The bathing area at Fenit has been given a vulnerability rating of 4, which indicates a high susceptibility to rainfall impacts for rainfall intensities in excess of 15- 20mm over any 24 hour period. The matrix in question is used to predict the likelihood of short-term pollution. If adverse weather is anticipated, warning notices are erected in circumstances where a high risk of short-term pollution has been identified. In addition, the Lifeguard Service is notified, together with incident notification to the EPA. Description: Fenit wastewater treatment plant is located in the townland of Fenit Without, approximately 450m west of the bathing waters. The outfall from the treatment plant discharges to Tralee Bay which is over 750m west of the identified bathing waters. The Fenit wastewater treatment system consists of a septic tank which provides primary treatment. The sewer network consists of a number of separate pumping stations that pump wastewater into manholes on the main sewer line.
