Just Rewards? Local Politics and Public Resource Allocation in South India Timothy Besley, Rohini Pande, and Vijayendra Rao What factors determine the nature of political opportunism in local government in South India? To answer this question, we study two types of policy decisions that have been delegated to local politicians—beneficiary selection for transfer programs and the allocation of within-village public goods. Our data on village councils in South India show that, relative to other citizens, elected councillors are more likely to be selected as beneficiaries of a large transfer program. The chief councillor’s village also obtains more public goods, relative to other villages. These findings can be inter- preted using a simple model of the logic of political incentives in the context that we study. JEL codes: R51, H11, H72 Locally elected officials increasingly are responsible for the allocation of local public goods and for selecting beneficiaries for transfer programs in many low- income settings. Yet when it comes to how citizens access and use their polit- ical clout as politicians and as voters, our knowledge remains limited. In this paper, we use village and household data on resource allocation by elected village councils in South India to evaluate the nature of political opportunism in a decentralized setting. In 1993, a constitutional amendment in India instituted village-level self gov- ernment, or Gram Panchayats (GP). A typical GP comprises several villages with chief village councillor (the Pradhan) resident in one of them. The amend- ment also required political reservation of a fraction of councillor positions for historically disadvantaged groups (low castes and women). -

Volume 20 Issue 9 September 1, 2020 A picture perfect 1932 Lincoln KB Sport Phaeton The Pride and Joy of Lou and Judi Cosentino In March of 2018, we went to our first major auto auction and show in Amelia Island, Flori- da. We became interested in antique autos after visiting John Staluppi’s Cars of Dreams in North Palm Beach, Florida. We had acquired a 1931 Packard Super 8 and loved the cars of the 1930s. The 1932 Lincoln KB Sport Phaeton was gorgeous, but did not draw significant interest from bidders. We were surprised, jumped in, and won the bid. Welcome to the The KB 232-B Sport was designed by the Walter M. Murphy Company in Pasadena, Califor- Northstar News, the nia, and constructed in Lincoln’s own body plant. Lincoln made eight-cylinder (KA) and 12- cylinder (KB) cars in 1932. This was the first year that Lincoln offered 12-cylinder engines. Lin- monthly publication of coln produced 43 KB Phaetons that year, and of these, only 13 were Sport Phaetons. This model the Northstar Region was almost identical to the Dual Cowl Sport Phaeton, lacking only the tonneau cowl. We were of the Lincoln and told this is the only survivor of this body type. The base price of the Sport Phaeton in 1932 was $4500. It is recognized as a Full Classic by the Classic Car Club of America. Transcript Date: Tuesday, 29 November 2011 - 6:00PM Location: Barnard's Inn Hall 29 November 2011 Introduction to a Lecture by Matthew Hancock Professor Ken Costa It is my very great pleasure tonight to be able to introduce Matthew Hancock MP. Matthew has many achievements of which he may be justly proud. He has a degree in Politics, Philosophy and Economics from Oxford University and a masters in Economics from Cambridge. He has worked as an economist for the Bank of England and then as a senior economic adviser and Chief of Staff to George Osborne. Last year he was elected as MP for West Suffolk, following which he was elected to the Public Accounts Committee and also the Committee on Standards and Privileges that adjudicates on MPs’ conduct. His is rightly tipped as a rising star of the Conservative Party. However, possibly more important than any of these is the fact that Matthew holds the record for playing the most northerly recorded game of cricket in history, somewhere within the Arctic Circle I believe. Now, cricket is one of those Marmite sports – you either love it or hate it. Matthew is clearly in the ‘love it’ group, as he not only holds this record but is also joint-secretary of the Lords and Commons Cricket group. But cricket is more than just a sport. It’s an idea – an idea that offers me a nice link into the topic under discussion tonight. If there is one thing people know about cricket, whether they love it or hate it, it is the phrase, “It’s just not cricket.” It is a short phrase that trips off the tongue very easily, but into that short phrase is packed a myriad of ideas and assumptions that are both highly important and much needed. -

JEWISH MOURNING TRADITIONS Shmira / The Vigil (From Chevra Kadisha) When a person dies, the soul or neshama hovers around the body. This neshama is the essence of the person, the consciousness and totality, the thoughts, deeds, experiences and relationships. The body was its container and the neshama, now on the way to the Eternal World, refuses to leave until the body is buried. In effect, the totality of the person who died continues to exist for a while in the vicinity of the body. Jewish mourning ritual is therefore most concerned with the feelings of the deceased, not only the feelings of the mourners. How we treat the body and how we behave around the body must reflect how we would act around the very person himself. IMMEDIATELY AFTER DEATH Jacob is promised that when he dies, “Joseph’s hand shall close your eyes.” (Genesis 46:4). The 16th century “Code of Jewish Law” dictated that the eyes should be closed, arms and hands extended and brought close to the body and the lower jaw closed and bound. The body was placed on the floor, with the feet towards the door. The body was covered with a sheet and a lit candle placed near the head. The Midrash states that on Shabbat one does not close the eyes, bind the jaw or light a candle. Some Jewish communities would place potsherds on the eyes; Russians placed coins. Ancient superstitions in many cultures held that if the eyes were opened, the ghost of the deceased would return to fetch away another of the household. -

In Audie Murphy’s case the missed opportunities are particularly wrenching because Audie so desperately needed a first-class hit, especially late in his movie career. Here is a list of the films that should be wonderful additions to the Audie Murphy pantheon, but now they must stand just as sad examples of what might have been. * BACK FROM HELL. This was meant to be the sequel to his autobiography. With a focus on his later years in Hollywood and his post-trauma stress, production under Desi Arnaz suffered from decisions about whether Murphy could be presented as a victim. In one script version Murphy would help an alcoholic, stressed veteran to adjust to life after the War. Audie’s friend threatened to sue if they filmed such a false story; Audie had always been unhappy with the unsanitized version of To Hell and Back. No one wanted to film a story about the real Audie Murphy and his difficult personal problems. Unable to settle on a focus, the idea for the movie languished for years, regularly reported by tabloids as a possibility, but it never happened. -

Student evaluations consistently indicate that films help them learn the topics, provide an alternative to traditional lectures, and give them a different point of view. However, students also say they do not like to view films if they do not understand the relevancy of the film to the course material.
