Vol. CXXIII—No. 162 NAIROBI, 9th August, 2021 Price Sh. 60 GAZETTE NOTICE NO. 8024 THE CONSTITUTION OF KENYA THE INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION ACT (No. 9 of 2011) THE ELECTION CAMPAIGN FINANCING ACT (No. 42 of 2013) CONTRIBUTIONS AND SPENDING LIMITS FOR POLITICAL PARTIES AND CANDIDATES FOR PURPOSES OF THE GENERAL ELECTION SCHEDULED TO BE HELD ON 9TH AUGUST, 2022 IN EXERCISE of the powers conferred by Article 88 (4) (i) of the Constitution of Kenya, section 4 (i) of the Independent Electoral and Boundaries Commission Act, 2011 and sections 12, 18 and 19 of the Election Campaign Financing Act, 2013, the Independent Electoral and Boundaries Commission gives notice and publishes the contributions and spending limits, including the total amount that a candidate or political party may receive and spend during the expenditure period. These are provided in the First, Second, Third, Fourth and Fifth Schedules below: The First Schedule prescribes: The spending limits that a Presidential election candidate may spend during an expenditure period. The Second Schedule prescribes: The spending limits that a candidate for County Elections (County Governor, County Woman Member to the National Assembly, Senate) may spend during an expenditure period. The Third Schedule prescribes: The spending limits that a candidate for Constituency Election may spend during an expenditure period. The Fourth Schedule prescribes: The spending limits that a candidate in a County Assembly Ward Election may spend during an expenditure period. The Fifth Schedule Prescribes: The expenditure limits including the total amount that a Political Party participating in an election may spend during an expenditure period. The nature of authorized items or activities for which campaign expenses may be incurred and for which the spending limits apply include— (a) Venue where campaigns may be undertaken; (b) Publicity material for campaigns (c) Advertising for the campaigns; (d) Campaign personnel; (e) Transportation in respect of campaign activities; and (f) Any other justifiable expenses including communication, nomination fees, security, accommodation and administrative costs.
