    UNITED NATIONS HUMANITARIAN UPDATE vol. 35 4 September – 10 September 2008 Office of the United Nations Humanitarian Coordinator in Kenya HIGHLIGHTS • A crisis situation is emerging in the Mandera districts due to consecutive failed rains; forecasts suggest that the situation may continue to deteriorate after the short rains. • The Kenyan Red Cross reported that there are 13,164 IDPs in 10 main IDP camps; the KRCS, WFP and an interagency assessment noted that there were at least 99,198 IDPs in 160 transit sites; the Government reported that 234,098 IDPs had returned to pre- displacement areas by 28 August. • UNICEF highlighted that over 95,000 children under the age of five and pregnant and breastfeeding women are malnourished. Of that number, 10,000 are severely malnourished. • A diarrhoea outbreak in Bungoma East, Bungoma West and Mount Elgon districts kills six while at least 171 seek treatment according to the Kenya Red Cross.     \ WORKING PAPER 3\ 2020 Security dynamics in conservancies in Kenya: The case of Isiolo County Kennedy Mkutu \ United States International University-Africa, Nairobi Collaborative Research Center 228 Future Rural Africa: Future-making and social-ecological transformation \ WORKING PAPER 3 \ 2020 SECURITY DYNAMICS IN CONSERVANCIES IN KENYA: THE CASE OF ISIOLO COUNTY\ K. MKUTU SUMMARY The community-based conservation model is an increasing phenomenon in Kenya, especially in northern pastoralist counties. This Working Paper, the result of empirical research over several years, considers dimensions of inclusion and exclusion and subsequent conflicts around community- based conservancies in Isiolo County. It finds that conservancies are sometimes established to protect a community’s interests in and access to community land, including formal claim-making over ancestral community land which may spatially exclude other groups. These dimensions are reinforced by the presence of rangers, of whom many are armed National Police Reservists. Spatial and political dimensions of exclusion also exist to some extent within conservancies due to the need to balance wildlife and grazing needs. Armed security forces in conservancies have important implications for state sovereignty and control over the use of force. Importantly, a powerful donor-funded umbrella organisation (the Northern Rangelands Trust) is significantly involved in training, equipping and deploying rangers. The presence of well-equipped armed ranger teams may then inadvertently play into resource-based conflict and alter power balances between ethnic groups as is most clearly high- lighted on the Samburu–Isiolo border. Sustainability is another concern where donor funding is an important source. Another concern for the future is Isiolo’s position at the centre of the country’s infrastructural and economic development plans which threaten to dispossess pastoralists of community land.

In Kenya, this practice is common among selected communities, and recent national trends show that the prevalence of the practice is declining. Using Multiple Indicator Cluster Surveys data collected in 2011 from 6 counties from the Western region of Kenya, we demonstrate that while national figures conspire to show that the prevalence of FGM has declined but among certain communities the practice remains almost universal. Underlying factors favouring the continuation of the practice within these communities are discussed, including examining the role of cultural traditions, tribe and religion. The study demonstrates the value of collecting data at lower levels, and highlights the need to step up the responses and engagement of communities who continue practicing FGM even after outlawing this practice. Introduction Female genital mutilation or cutting (FGM/C) has continued to dominate the discourse in women’s health and empowerment as well as remaining a dominate subject for human rights violations today. Female genital mutilation or cutting (FGM/C) is a procedure or practice where the parts of the female genitals are removed, and it is practiced in over twenty countries within sub-Saharan Africa. Contamination of staple foods in Kenya has in the past led to loss of human lives as well as condemnation of large quantities of food, contributing to food insecurity. This study investigated the occurrence of aflatoxins in maize, millet and sorghum from five counties in Kenya (Kwale, Isiolo, Tharaka-Nithi, Kisii and Bungoma) representing four agro-ecological zones (AEZs). Samples were collected from rural households in two phases between February and October 2014. Using competitive enzyme-linked immunosorbent assay (ELISA), 497 maize, 205 millet and 164 sorghum samples were screened for the presence of aflatoxin B1. Overall, 76% of maize, 64% of millet and 60% of sorghum samples were positive for aflatoxin B1. Of these, the proportion of samples with aflatoxin B1 levels above the Kenya Bureau of Standards limit of five parts per billion was 26% for maize, 10% for millet and 11% for sorghum. In samples collected during the second phase, there were significant differences in the mean levels of aflatoxin contamination between the agro- ecological zones (p<0.05); maize from Kisii and Bungoma, representing temperate AEZ, had the lowest mean contamination, whereas millet and sorghum from Tharaka-Nithi (humid) and Isiolo (semi-arid), respectively, had the highest mean contamination.
