As we were standing there W/M Shia LaBeouf came over,and ask B/F Tiffany Utley if she had a cigarette and she told him no. He then ask me if I had a cigarette and I told him that I did not smoke. So at that point He ask me "What fuckin badge are you wearing?" I told him that I was a police officer and ask him to leave the area because he had started using profanity in front of some children that was sitting there with their parents. At that point Mr. LaBeouf looked at me and said "Fuck you you ain't shit" I said to him goodnight sir good night Please leave. He said at that point "shut up bitch you work for me I am a tax payer fuck you you ain't going to do shit". Again I ask Mr. LaBeouf to leave and he stated "Fuck you bitch I pay you you sorry mutha fucker" he started coming towards me in a aggressive manner. I then called for a extra unit because at that point he was getting more aggressive with me. While he was running he was shouting "fuck you bitch lazy mutha fucker" I followed him to the hotel when I went inside I ask the Security Officer did he see where the gentlemen went that just walked in, that's when Mr. LaBeouf came out from hiding in the corner. I then placed Mr. LaBeouf against the wall and placed him in handcuffs and after getting him in handcuffs Mr. LaBeouf started being combative not wanting to walk out the door so stood there until other officer's arrive. Other officer's came to assist and Sgt. Coates was called. After the other officer's placed him in the patrol car Mr. Labeouf continued to be belligerent towards myself and other officer's. The children that were there was age 8 and 10 years old. Mr.LaBeouf was arrested for Disorderly Conduct,Obstruction, and Public Intoxication. Narrative While waiting to exit CCDC, I noticed Officer Toliver bring in an arrestee into the Pre-booking area. I noticed Officer Toliver's arrestee became very disorderly and loud. I notified Chatham County Deputies to open the door so we could go assist Officer Toliver. Once the Deputies opened the door, I grabbed the arestee's right arm and restrained him to the wall. This action was taken due to him clinching up and jerking away from Officer Toliver. While restraining him to the wall, the arestee continued to be disorderly and curse towards assisting officer's and I inside the Pre-booking room. While restraining the arrestee to the wall, he continued to clinch up and jerk away from Officer Toliver and I. Everytime he would jerk away from Officer Toliver and I, we would have to put or weight into his back and pin him to the wall so we could gain control of the subject. While restraining the subject he continued to yell, curse, and be disorderly in the Pre-booking area. This behavior lasted for roughly 10-12 minutes until the Deputies arrived into the Pre-booking area. Once the Deputies took over, the subject continued to be disorderly. My BWC was activated during this incident. I then parked my patrol vehicle and observed Officer Bryant inside the Andaz lobby struggling with a white male later identified as Mr. Labeouf, Shia who was already in handcuffs, but was continuing to struggle with Officer Bryant. I entered the hotel lobby and assisted Officer Bryant gain control of Mr. Labeouf and escorted him to my patrol vehicle where he continued being disorderly, by using profanities towards officers and refusing to follow directions to get into the vehicle.

Kelley, 45, a big man with a shaved head and a brown belt in Tae Kwan Do, lived for six years in the Carver Terrace public housing complex just across the fenceline from the Motiva Enterprises refinery in the West Side neighborhood of Port Arthur, Texas. To this day, Motiva’s 3,800-acre refinery remains the 800-pound gorilla on his block producing 285,000 barrels of oil a day. Refinery officials plan to expand its capacity 125 percent and produce 625,000 barrels a day making it the largest refinery in the nation. Playground at Carver Terrace The Motiva facility, jointly owned by Shell Oil Photo: Steve Lerner and Saudi Aramco, is not the only oil refinery or petrochemical plant fouling the air in this largely African-American and low-income neighborhood. Heavy emissions are also released into the air by the Valero refinery, Huntsman Petrochemical, and the Chevron Phillips plant, as well as the Great Lakes Carbon Corporation’s petroleum coke handling facility.
