Party Leaders in the United States Congress, 1789-2019 Valerie Heitshusen Specialist on Congress and the Legislative Process Updated September 4, 2019 Congressional Research Service 7-.... www.crs.gov RL30567 Party Leaders in the United States Congress, 1789-2019 Summary This report briefly describes current responsibilities and selection mechanisms for 15 House and Senate party leadership posts and provides tables with historical data, including service dates, party affiliation, and other information for each. Tables have been updated as of the report’s issuance date to reflect leadership changes. Although party divisions appeared almost from the First Congress, the formally structured party leadership organizations now taken for granted are a relatively modern development. Constitutionally specified leaders, namely the Speaker of the House and the President pro tempore of the Senate, can be identified since the First Congress. Other leadership posts, however, were not formally recognized until about the middle of the 19th century, and some are 20th-century creations. In the earliest Congresses, those House Members who took some role in leading their parties were often designated by the President as his spokesperson in the chamber. By the early 1800s, an informal system developed when the Speaker began naming his lieutenant to chair one of the most influential House committees. Eventually, other Members wielded significant influence via other committee posts (e.g., the post-1880 Committee on Rules). By the end of the 19th century, the formal position of floor leaders had been established in the House. The Senate was slower than the House to develop formal party leadership positions, and there are similar problems in identifying individual early leaders. -

DOE Hoisting and Rigging Technical Advisory Committee June 17, 2015 Meeting Minutes 1. Welcome and Introductions (Larry McCabe) a. Started with a short discussion regarding previous day's Construction Safety Advisory Committee meeting as most people present had attended. Of particular interest to Larry, was feedback re having Mr. Matt Moury, EHSS Associate Under Secretary, provide remarks. The consensus was that his comments and perspective were both encouraging and helpful. b. Larry advised that he is available to provide onsite training of OSHA 30 and 10-hour Construction Safety course at no cost. Minimum class size is 10 and maximum is 25. 2. Discussion of H&R membership and charter revision/updating (Larry McCabe) - an example comment spreadsheet will be sent out for members to provide suggestions for revisions to include deletions and/or additions. ACTION: all committee members. Due July 10, 2015. 3. Update and revision discussion of the DOE-STD-1090-2011, “Hoisting and Rigging.” Change ASME PALD in the manual (Mike Hansen) a. Per the charter, DOE-STD-1090 isn't due for revision till 2016. However, there are several areas for change that were discussed. b. ASME P30.1-2014 Planning For The Use Of Cranes, Derricks, Hoists, Cableways, Aerial Devices, And Lifting Accessories - it was questioned whether this new standard conflicts with DOE-STD- 1090 or should be included. Mr. Tom Mackey, a member of the P30.1 Committee explained that P30.1 doesn't contradict or conflict with DOE-STD-1090 but provides guidance to companies that don't have -

The Senate and the House of Representatives have met here for more than two centuries. Begun in 1793, the Capitol has been built, burnt, rebuilt, extended, and restored; today, it stands as a monument not only to its builders but also to the American people and their government. As George Washington said, public buildings in the Capitol city “in size, form, and elegance, should look beyond the present day.”1 This activity features images of the U.S. Capitol building — architectural plans and artistic renderings from its original design and subsequent expansion. Examining these images, students engage in class discussion and individual reflection, considering how a building itself might serve as a symbol and monument. Then, they draft images that capture their own interpretation of how a Capitol building should look. 2021 SESSION ENROLLED SENATE RESOLUTION NO. 91 ENROLLED Expressing the censure of the Senate. Agreed to by the Senate, January 27, 2021 WHEREAS, Senator Amanda F. Chase, a member of the Senate of Virginia since 2016, has exhibited conduct unbecoming of a Senator during her terms in office by displaying a disregard for civility in discourse with colleagues, making false and misleading statements both in committee and on the Senate floor, and displaying a disregard for the significance of her duty to the citizens of the Commonwealth as an elected representative in the Senate of Virginia; and WHEREAS, Senator Amanda F. Chase©s pattern of unacceptable conduct has been publicly displayed in a series of incendiary incidents during her tenure, including the following: 1. On March 22, 2019, Senator Chase berated a Capitol Police officer on duty when the Senator was not given access to a restricted parking area in front of the Capitol, reportedly stating, "Do you know who I am? . I©m Senator Chase . Don©t you see it on my license plate? . But I guess you don©t care." The report of the incident indicates that Senator Chase addressed the officer profanely and made offensive remarks regarding the Clerk of the Senate. Following the incident, Senator Chase suggested that the officer©s actions, which were in the normal course of duty, had been racially motivated in reaction to the Senator©s "white privilege"; and SR91ER 2. Senator Chase used her social media page to recklessly identify the names and office contact information of colleagues, Democratic and Republican, whose legislation and votes she disagreed with. -

Tear It Down! Save It! Preservationists have gained the upper hand in protecting historic buildings. Now the ques- tion is whether examples of modern architecture— such as these three buildings —deserve the same respect as the great buildings of the past. By Larry Van Dyne The church at 16th and I streets in downtown DC does not match the usual images of a vi- sually appealing house of worship. It bears no resemblance to the picturesque churches of New England with their white clapboard and soaring steeples. And it has none of the robust stonework and stained-glass windows of a Gothic cathedral. The Third Church of Christ, Scientist, is modern architecture. Octagonal in shape, its walls rise 60 feet in roughcast concrete with only a couple of windows and a cantilevered carillon interrupting the gray façade. Surrounded by an empty plaza, it leaves the impression of a supersized piece of abstract sculpture. The church sits on a prime tract of land just north of the White House. The site is so valua- ble that a Washington-based real-estate company, ICG Properties, which owns an office building next door, has bought the land under the church and an adjacent building originally owned by the Christian Science home church in Boston. It hopes to cut a deal with the local church to tear down its sanctuary and fill the assembled site with a large office complex. The congregation, which consists of only a few dozen members, is eager to make the deal — hoping to occupy a new church inside the complex. -

From The Johns Hopkins University in Baltimore—with one of the oldest graduate programs in classics in the country to the University of Mary Washington in Fredericksburg, VA, classicists and archaeologists are a proud part of the academic scene, and we take pleasure in inviting you during the SCS and AIA meetings to learn more about the life and heritage of our professions. In Maryland, the University of Maryland at College Park has strong programs and offers graduate degrees in classical languages, ancient history, and ancient philosophy. But classics also flourishes at smaller institutions such as McDaniel College in Westminster, MD, and the Naval Academy in Annapolis. Right in the District of Columbia itself you will find four universities with strong ties to the classics through their undergraduate programs: The Catholic University of America, which also offers a PhD, Howard University, Georgetown University, and The Georgetown Washington University.
