While inAfghanistan he trained and stayed at Taliban and Al- Qaida supported facilities. It is assessed this detainee is a medium risk, as he may pose a threat to the US, its interests and allies. 4. ( SI NF) Detainee Background Summary: Unless otherwise noted, the following paragraphs are based solely on the detainee's statements. a . ( SI Prior History: Detainee was born in Riyadh, SA. He attended high school and left in his senior year to answer a fatwa issued by Sheik Abdallah Al Jabari. While living in Saudi Arabia detainee attended a local Mosque called Sead AL -Nassar. b . ( SI/NF) Recruitment and Travel Detainee claimed that he heard a fatwa regarding the jihad in Afghanistan (AF) issued by Sheik Abdallah Al Jabari in Saudi Arabia . He met with an associate named Faisal Ibrahim Al- Dosari several times to discuss traveling to Afghanistan to support the jihad. Detainee stated he received a passport, a plane ticket ( to Karachi, Pakistan (PK)), and was provided 5,000 Saudi Riyals for the trip from Al-Dosari. Detainee and Al-Dosari traveled from Riyadh, SA, to an unidentified location in on 11 August 2001. Bahraini officials refused their right of passage to Karachi because they did not have visas, so the two spent the night to rearrange their travel. On 12 August 2001, detainee and Al-Dosari traveled to an unidentified location inthe United Arab Emirates (UAE) then on to Karachi where a man named Hassan met them. SINF) Training and es: From 16 August 2001thru 28 August 2001, detainee and Al-Dosari traveled to Quetta, PK, and Kandahar, AF. They were taken to an unidentified training camp under the commandof AbdulQudos. On 18 September 2001, detainee was issued a weapon and sent to the front lines of Kabul, AF . Three days later his group received orders to retreat and were transportedto a guesthouse inJalalabad, AF. On 12 October 2001, detainee was sent to the mountains of Tora Bora, AF, where he traveled from bunker to bunker and then on to the “ Arab Center” (NFI) carrying out unknown activities. d . ( SINF) Capture Information: Detainee crossed the Nangarhar province border in Afghanistan on 14 December 2001 and was subsequently arrested by Pakistani forces in an unidentifiedmosque. He was placed on the second bus of a three -bus convoy traveling from Parachinar, PK, to Kohat, AF, on 18 December. A riot broke out on the second bus and several Pakistani guards were killed. At least 14 other JTF-GTMO detainees were on the same bus with detainee. (S ) Assessment: It is assessedthe detaineeposes a MEDIUMrisk, as hemay pose a threatto the US, its interestsand allies. b . ( SINF) Reasons for Detention: ( S //NF) Detainee is assessed to be an Islamic extremist committed to jihad with ties to Al-Qaida . He traveled from Saudi Arabia to Afghanistan for jihad , stayed at Al-Qaida supported safehouses, and attended an Islamic extremist training camp run by Al- Qaida. • ( S //NF ) Detainee admitted he traveled to Afghanistan from Saudi Arabia for jihad after he heard Sheik Abdallah Al Jabari's fatwa. //NF) Detainee has claimed that jihad is a great thing” and that allnon Muslims are infidels. He stated the victims oftheterrorist attacks on 11 September 2001 are collateral damage a war initiated by the US. ( S //NF) Detaineeis assessedto have attendedthe Al- Qaida run Al-Farouqtraining camp inAfghanistan. NF) Detainee and approximately 200 other people received instruction at a training camp near Kandahar during mid-2001. After he completed the training, he was assigned to the front lines of Kabul. NF) Tariqe Shallah Hassan al- Harbi, 000265DP, (ISN 265) stated that he attended the Al-Farouq training camp inmid 2001. ISN 265 stated that Abdul Qudos ran the camp. //NF) Ibrahim Sulayman Muhammad Arbaysh, -000192DP, (ISN 192), stated that he attended the Al-Farouq training camp in September 2001. ISN 192 also claimed that Abdul Qudos was the commander of Al-Farouq while he was in attendance. ( S //NF) Analyst Note: Al-Farouqwas the name ofthe Islamicextremist paramilitarytraining camp run by Al-Qaidanear Kandahar, AF, during2001. Althoughdetainee admittedattendinga training camp near Kandahar, hedenied it was namedAl- Farouq. ISN 192 and ISN 265 both identifiedAbdul Qudosas the commander of Al- Farouqduring the periodthat detaineeattendedtraining camp. 3 20300719 SECRETI 20300719 JTF GTMO-CG SUBJECT: Update Recommendation to Transfer to the Control of Another Country for Continued Detention (TRCD) for Guantanamo Detainee, ISN: 000319DP (S) //NF) Detainee completed training on 18 September 2001. He was issued a weapon and assigned to the front lines to fight against the Northern Alliance in Kabul , AF. ( S //NF Detainee's name was found in a document that contained a list of contact points and telephone numbers for Al- Qaida fighters scheduled to go fight against Northern Alliance . The document was seized from an Al-Qaida associated safehouse in Rawalpindi, PK. ( S //NF ) Detainee utilized safehouses in Pakistan and Afghanistan run by both the Taliban and Al-Qaida. //NF) Detainee stayed at safe house in Karachi, PK that was probably supported by Al-Qaida. In August 2001 detainee arrived in Afghanistan via Pakistan and stayed at a “ Taliban house approximately one week . ( S //NF) Detainee's name was also found a list from a hard drive associated with senior Al-Qaida facilitator Khalid Sheikh Muhammad (KSM). The list contained the names of Arabs who had stayed in an Al-Qaida supported safehouse in Pakistan while en route to Afghanistan for extremist training . Analyst Note : Many of the Arab mujahideen who went to Afghanistan for jihad resided in Al Qaida sponsored safehouses and were inventoried and listed on KSM's hard drive .) ( SI/NF) Detainee's Conduct: Detainee's overall behavior pattern has been one of moderate non -compliance with very infrequent reports ofthe detainee using insults, and other provoking words/ gestures to harass the guards. 6. ( SI/NF) Detainee IntelligenceValue Assessment: a . (S ) Assessment: JTF GTMO determined detainee is of LOW intelligence value. ( S //NF) Detainee may be able to provide information on jihadist recruiting in Saudi Arabia. He should also be able to provide information on Al- Qaida supported training camps inAfghanistan and infiltration / exfiltration routes for Afghanistan and Pakistan. Additionally, he may be able to provide limited information on safehouses in Afghanistan b .
