EXECUTIVE SUMMARY From 1-28 February 2019, a total of ONE HUNDRED THIRTEEN (113) anti- illegal drug operations were conducted; distributed as follows: a) SIXTY (60) positive negation, search and seizure and intelligence/investigation anti-illegal drug operations; b) FOURTY (40) negative negation, search and seizure and intelligence/investigation anti-illegal drug operations; c) SEVEN (7) anti-illegal drugs operations pending submission of reports. II. Overview of the Regional Drug Situation A. Drug of Choice Methamphetamine Hydrochloride otherwise known as “Shabu” and Cannabis Sativa known as “Marijuana” are the prevalent drugs abused by drug users or drug dependents in this Region. B. Drug Trafficking Trends The most common drug trafficking trend in the Region is street level drug pushing, wherein small time drug transactions are usually consummated near or within the vicinity of the residences of the drug traffickers to gain an edge against Law Enforcers as they have the familiarity within the area of the transaction; while high volume drug transactions were usually done inside hotels, inns and other similar establishments. Moreover, drug traffickers dealing with high volume drug transactions often times require that the payment for their drugs be sent thru money transfer services. Door to door service vans are being used as mode of transporting illegal drugs directly from the point of origin to its target destination. Illegal drugs are concealed inside merchandizes on-board jeeps, trucks, buses and private vehicles to avoid detection when travelling thru Roll-on and Roll-off vessels. III. Accomplishment A. Highlights of Operational Accomplishment PDEA Operatives and other Law Enforcement Units in this Region are actively engaged in the campaign of the current administration war against illegal drugs. Some of the drug surrenderers Since other law enforcement units were ordered by the President to return in the fight against illegal drugs, they are on the process of intelligence build up and gathering of substantial information. PDEA IV-B MIMAROPA is strengthening partnership with other Law Enforcement Units to jointly eradicate the drug problem in this Region. The following are the operational accomplishment of this region: ORIENTAL MINDORO OOA 010715 February 2019, joint elements of Gloria MPS and PDEA MIMAROPA Oriental Mindoro Provincial Office implemented Search Warrant No. SW 2019-02 issued by Hon. Judge Emery Joy M. Jabal, Presiding Judge of MTC, Oriental Mindoro. The suspect was identified as Marcelino Valenzuela Figuera @Marcing ((At-Large), a resident of Brgy, Balete, Gloria, Oriental, Mindoro. Confiscated during the search were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu MOL 0.02. A Case for violation of Section 11 Article II RA 9165 was filed against the suspects. # # # # # OOA 01400H February 2019, joint elements of Roxas MPS-MDET and PDEA MIMAROPA Oriental Mindoro PO conducted buy-bust operation at Brgy. Paclasan, Roxas, Oriental Mindroro which resulted in the arrest of Camille Balay Fancubit, 22 years old, female, single and a resident of Brgy. Paclasan, Roxas, Oriental Mindoro. Confiscated during the arrest were 1 (one) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing 0.0188 gram as per Chemistry report no. PDEA-MIMAROPA-DD019-0019, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number QUI86975. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect before the Regional Trial Court (RTC) Branch 43 docketed under Criminal case no. R-19-3055. The suspect is now under the custody off BJMP Roxas District jail. # # # # # OOA 052300 February 2019, joint elements of Calapan CPS CDEU and PDEA MIMAROPA Oriental Mindoro PO conducted buy-bust operation at Brgy. Ilaya, Calapan City, Oriental Mindoro which resulted in the arrest Ronel Arbes bersaba @Oney, 33 years old, male, single and a resident of Brgy. Ilaya, Calapan City, Oriental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing 0.1592 gram as per Chemistry Report no. PDEA MIMAROPA-DD018- 266 and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number LX303358. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect before the Regional Triala Court (RTC) Branch 40 docketed under Crimina case numbers CR-19-14,550 to 14,551. The suspect is now under the custody of Oriental Mindoro Provincial Jail. # # # # # OOA 090500 February 2019, elements of Puerto Galera MPS implemented Search Warrant No. SW 19-166 issued by Hon. Edgardo M Padilla, Presiding Judge of FMCTC, San Teodoro, Oriental Mindoro. The suspect was identified as Donald Martinez Axalan, 48 years old fisherman and Mylene Belen Axalan, 44 years old married businesswomen both resident of Brgy, Balatero, Puerto Galera, Oriental Mindoro Confiscated during the search were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu 0.0616 gram as per Chemistry Report no. PDEA MIMAROPA-DD019-0023. A Case for violation of Section 11 Article II RA 9165 was filed against the suspects before then Regional trial Court (RTC) Branch 39 docketed under Criminal case number CR-19-14,555. The suspects are detained at Oriental Mindoro Provincial Jail. # # # # # OOA 221921 February 2019, joint elements of Naujan MPS-MDET and PDEA MIMAROPA Oriental Mindoro PO at Brgy. Malinao, Naujan, Oriental Mindoro which resulted in the arrest Mark Elmer Gonda Arellano, 20 years old, male, single, jobless and a resident of Brgy. Pagkakaisa, Naujan, Oriental Mindoro. Confiscated during the arrest were two (2) pieces heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing mol 0.01 gram and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number VG815956. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect. # # # # # OOA 171630 February 2019, joint elements of Roxas MPS-MDET and PDEA MIMAROPA Oriental Mindoro PO at Brgy. Paclasan, Roxas, Oriental Mindoro which resulted in the arrest Ariston Pilar Hindap, 26 years old, male, single, jobless and a resident of Brgy. Paclasan, Roxas, Oriental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing mol 0.01 gram and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number HM739441. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect. # # # # # OOA 201240 February 2019, joint elements of Bongabong MPS and PDEA MIMAROPA Oriental Mindoro PO at So. Balogbog baboy, Brgy. Formon, Bongabong, Oriental Mindoro which resulted in the arrest Manolo Hernandez Marciano, 51 years old, male, married, driver and a resident of Brgy. Formon, Bongabong, Oriental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing mol 0.01 gram and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number BG876844. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect. # # # # # OCCIDENTAL MINDORO OOA 061030 February 2019, joint elements of San Jose MPS implemented Search Warrant No. J-165-S2019 issued by Hon. Jose S. Jacinto, Executive Judge of RTC Branch 45, San Jose, Occidental Mindoro. The suspect was identified as Don De Jesus Dela Cruz @Don (HVT), 42 years old, male, married, welder and a resident of Brgy, Purok Malvar St. Brgy, pag-asa, San Jose, Occidental Mindoro Confiscated during the search were three (3) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing mol 100 grams A Case for violation of Section 11 Article II RA 9165 was filed against the suspects. # # # # # OOA 071830 February 2019, joint elements of Sablayan MPS MDEU and PDEA MIMAROPA Occidental Mindoro PO conducted buy-bust operation at Brgy. Buenavista, Sablayan, Occidental Mindoro which resulted in the arrest of Jasser Cayetano Vallanta @Jasser, 17 years old, male, single, jobless and a resident of Tagumpay, So Balabag tamo, Sablayan, Occidental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing 0.046 gram as per Chemistry Report D-12- 19; and one (1) piece genuine Five Hundred Peso marked bill with serial number QF089727. A case for violation of Section 5 of Article II RA9165 was filed against the suspect before the Regional Trial Court (RTC) Branch 45 docketed under Criminal case number-0031. The accused is now under the custody of MSWD Sablayan, Occidental Mindoro. # # # # # OOA 160030 February 2019, joint elements of Mamburao MPS and PDEA MIMAROPA Occidental Mindoro PO conducted buy-bust operation at Purok Seaside, Brgy. Payompo Mamburao, Occidental Mindoro which resulted in the arrest of Jeffrey Nieva Alcaide @jeff 20 years old, male, single, sales agent and a resident of Purok Seaside, Brgy. Payompon, Mamburao, Occidental Mindoro. Confiscated during the arrest were four (4) piece heat sealed transparent plastic sachet containing suspected dried Marijuana leaves weighing 1.988 grams as per Chemistry report no. D-13- 19; and one (1) piece genuine Five Hundred Peso marked bill with serial number TF680474. Cases for violation of Section 5 and 15 of Article II RA9165 were filed against the suspect before the Provincial Prosecutors Office docketed under NPS Nos.

This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

Beside the distribution of WAFS products it is used for broadcasting OPMET data. Basis for the data distribution via ISCS is the FASID Table MET 2A. 1.2 ISCS has the task to provide all necessary or requested weather data to aviation users so that SADIS can be considered as a single source of data for flight planning purposes. 1.3 ISCS is a dedicated ICAO system, regulated and controlled under ICAO standards and recommended practices. It forms part of the Aeronautical Fixed Services (AFS) to ensure that aviation data are distributed without conflict and with the appropriate priority. 2 Discussion 2.1 Since the operational start of ISCS many airlines are linked (directly or indirectly) to ISCS as a primary and single source of weather data and products for aviation.. Data like scheduled and non-scheduled OPMET data are depending on their availability and the user requirements. 2.2 The requirements for OPMET data described in Annex 1 of the SUG have been revised several times over the last years.

MANDATE (E.O. 192, s. 1987) The Department is the primary agency responsible for the conservation, management, development, and proper use of the country’s environment and natural resources, specifically forest and grazing lands, mineral resources, including those in reservation and watershed areas, and lands of the public domain, as well as the licensing and regulation of all natural resources as may be provided for by law in order to ensure equitable sharing of the benefits derived therefrom for the welfare of the present and future generations of Filipinos. To accomplish this mandate, the Department shall be guided by the following objectives: 1. Assure the availability and sustainability of the country's natural resources through judicious use and systematic restoration or replacement, whenever possible; 2. Increase the productivity of natural resources in order to meet the demands for forest, mineral, and land resources if a growing population; 3. Enhance the contribution of natural resources for achieving national economic and social development; 4. Promote equitable access to natural resources by the different sectors of the population; and 5. Conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations. II. VISION A nation enjoying and sustaining its natural resources and a clean and healthy environment. III. MISSION To mobilize our citizenry in protecting, conserving, and managing the environment and natural resources for the present and future generations.

Macroeconomy A. 2018 Gross Regional Domestic Product (GRDP) Among the 17 regions of the country, MIMAROPA ranked 2nd— together with Davao Region and next to Bicol Region—in terms of growth rate. Among the major economic sectors, the Industry sector recorded the fastest growth of 11.2 percent in 2018 from 1.6 percent in 2017. This was followed by the Services sector, which grew by 9.3 percent in 2018 from 8.7 percent in 2017. The Agriculture, Hunting, Fishery and Forestry (AHFF) sector also grew, but at a slower pace at 2.6 percent in 2018 from 3.0 percent in 2017 (refer to Table 1). Table 1.
