DeWitte Sonya Harper Elgie Sims Elizabeth Hernandez Dave Syverson Anna Moeller The Commission on Government Forecasting & Accountability is a bipartisan legislative support service agency that is responsible for advising the Illinois General Assembly on economic and fiscal policy issues and for providing objective policy research for legislators and legislative staff. The Commission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expenditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s Revenue and Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annual operating and capital budgets, public employee retirement systems, and other policy issues. -

2020 Illinois General Election Results
2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap. -

The Danville Dans Need Your Help Do you LOVE Baseball?? Or maybe you just like meeting new people! Are you interested in helping to shape a young man’s career, possibly a professional baseball career? If so, you may be a perfect candidate to host a Danville Dans player this summer. The Dans are looking for host parents/families in the Danville area for the 2009 baseball season. This summer, approximately 25 young men will move to Danville to play for the Dans, a member of the Prospect League. From June 1 through Mid-August, these aspiring “professional” ballplayers have the opportunity to hone their baseball skills. Players come from all over the United States to play for the Dans. The Host Family Program has been a vital part of the Dan’s success the past 19 years, both on and off the field. Illinois Senate Freshman Senators About The 102nd Illinois General Assembly will include at least 27 freshmen members. By comparison, the 101st General Assembly had at least 47 freshmen at the start of it, with several more who joined the body in 2019 and 2020. The Senate’s political makeup for the 102nd General Assembly includes 41 Democrats and 18 Republicans. In the Senate, the freshman class includes five Democrats, two of which were recently appointed, and three Republicans. Two more senators are set to join the freshman class after replacements are picked to fill the seats held by Sen. Bill Brady (R-Bloomington) and Sen. Andy Manar (D-Bunker Hill), who recently announced their resignations. The Daily Line’s freshman guide offers a concise overview of this year’s class of newcomers. Legislative Support Services The Joint Committee on Legislative Support Services provides general administration and policy oversight of the various legislative support agencies and commissions that assist the General Assembly: Joint Committee on Administrative Rules; Office of the Architect of the Capitol; Commission on Government Forecasting and Accountability; Legislative Audit Commission; Legislative Ethics Commission; Legislative Information System; Legislative Inspector General; Legislative Printing Unit; and Legislative Reference Bureau. The bipartisan joint committee is composed of the four legislative leaders: Senators Don Harmon and Dan McConchie, and Representatives Emanuel “Chris” Welch and Jim Durkin. Chairmanship of the committee rotates among the legislative leaders on an annual basis. Joint Committee on Administrative Rules 700 Stratton Bldg., Springfield 62706 217-785-2254 The Joint Committee on Administrative Rules (JCAR) is a bipar- tisan legislative oversight committee authorized to conduct systematic reviews of administrative rules promulgated by state agencies. The committee conducts several integrated review programs, including one for proposed, emergency and peremptory rulemaking; one for new Vicki Thomas public acts; and a complaint review program. Executive Director The committee is composed of 12 legislators who are appointed by the legislative leadership and serve two-year terms. The committee is co-chaired by a member of each party and legislative chamber. Support services for the committee are provided by the JCAR staff. The committee ensures that the General Assembly is adequately informed on how laws are implemented through agency rulemaking, and it facilitates public understanding of rules and regulations. In addition to the review of new and existing rulemaking, the committee monitors legislation that affects rulemaking and conducts a public act review to alert agen- cies to the need for rulemaking. -
