India SITUATION REPORT - FLOODS NATURE OF HAZARD : FLOODS Tamil Nadu experienced two weeks of continuous rainfall owing to a depression developed over east-southeast Bay of Bengal, that had moved closer to the state's coast, causing heavy rains and flash floods in low-lying areas of southern coastal districts in Tamil Nadu of and Pondicherry. Respite from heavy rains could be short lived as IMD weather report have today issued a special bulletin indicating a deep depression lying centred at a distance of 800 km southeast to Chennai is likely to move in a west-northwesterly direction toward north Tamil Nadu and south Andhra coast during the next 24 hours. Strong winds upto a speed of 50-60 Kmph is being forecasted along and off shores of the coastal area. The affected districts in Tamil Nadu are: Cuddalore, Trichy, Nagapattinam, Thanjavur, Villupuram, Madurai, Sivagangai, Pudukottai, Tiruvarur, Salem, Dindigul, Perambalur, Karur, Ramanathapuram, Namakkal and low-lying suburban areas of Chennai city and Karaikal area of Pondicherry. Villages are still under water in Chidambaram and Kattumannarkoil Taluk. The schools and colleges have been closed in Chidambaram and Kattumannarkoil taluk. Nearly 80,000 hectares of agricultural crops land is estimated to be submerged under flood waters. Villages in Cuddalore: Kurinjipadi, Keerapalayam, Bhuvnagiri, Kattumannarkoil,Kumaratchi, Vridhachalam and Kammapuram blocks have been severally affected. Nagapattinam The heavy rains in the catchment areas of Kollidam River (a major river flowing along the border of Nagapattinam and Cuddalore districts) had risen to flood warning level. 42 Village Panchayats in Kollidam Block (the Block situated in the northern end of the district bordering Cuddalore district and along the banks of Kollidam River) covering Alakudi , Mudalaimedu , Mahendragalli, Kattur , Paichalpuram , Aanaikaranchatram , Gopalasamudram , Soliakudi , Maduriveli , Akaraielathur , Vadarangam , have been affected. Transportation Due to breaches along the Villupuram – Mayiladuthurai metre gauge rail route section, train services has been canceled till 30th November that connect stations between Tambaram – Rameswaram – Nagore –and– Mayiladuthurai and en-route to Tambaram – Mayiladuthurai and Villupuram. The District Administration is functioning round the clock to provide necessary assistance Sitrep – Flood- Tamil Nadu -29 November 2005 India for the flood-affected people. Boats have bene deployed for the rescue and relief operations. The evacuated people are housed in 200 relief camps. Mobile medical teams from Government and Non Government Sector have been stationed to provide medical care and conduct medical camps. Nagapattinam: The District Collector, Additional Collector, and Superintendent of Police have been camping in Kollidam Block (the northern most block of the district) keeping a close watch on the situation. Some of the villages have experienced breaches along the banks and have been evacuated. Around 15,000 people living along the banks have been evacuated to safer places as a precautionary measure and are currently staying in schools, community halls, marriage halls, etc. Food and relief items are being made available under the supervision of revenue officials. 50,000 people have been moved to safer places and 17 relief centres have been opened. The largest relief centre is located in Puthur Polytechnic housing around 5,000 people. The stat administration sanctioned compensation to the affected people, and distribution of relief materials, including rice, kerosene and Rs 2000 cash at relief centres The central team including the Union Home Minister, Union Finance Minister made an aerial survey of the nine flood-affected districts. The Union Finance Minister assured that the state would be sanctioned funds to undertake relief work in three phases of rescue/relief operation, providing shelters and reconstruction of damaged infrastructure. The Chief Minister of Tamil Nadu has requested central assistance of Rs 30,000 million The district administration has conducted a preliminary damage assessment based on which above figures have been reported. Distant Warning Signal have been kept hoisted at Chennai, Cuddalore and Nagapattinam and Pondicherry ports and along Pamban and Tuticorin ports, Along South Andhra Pradesh coast the distant warning signals have been hoisted at Visakhapatnam, Bheemunipatnam, Vadarevu and Kakinada , Krishnapatnam, Machilipatnam and Nizampatnam ports NGO Coordination NGOs have also started providing emergency health services. The Cuddalore Administration has started discussion with NGOs for coordinating relief efforts. As reported the Collector has assigned 10 villages each to interested INGOs/NGOs for flood relief work, which include DCA partners CASA, UELCI, and also LWS and also include other NGOs: EFFICOR, Life Help, SASY, PMSSS (Catholic Organization), etc. CASA: staff members of DCA-ECHO and CASA jointly visited 5 flood affected villages in Kurunjipadi Block (Sirupanayur, Thanur, Athinarayan Puram, Karuveppampadi, and Thirthangiri) and distributed 400 packets of cooked food in each village. CASA also distributed 1000 packets of rice porridge and 2000 packets of cooked food, 100 litres of milk to 60 children in Kumarpettai (CASA’s tsunami programme village). UELCI: DCA partner UELCI started food relief work in 5 tsunami programme villages in Tarangambadi:, Chandrapadi* (450 households), Malepalayam (188 households), Karanthru* (22 households), Nalayartotam (140 households), UELCI has drawn up plans in consultation with the district administration to start flood relief work in 10 most affected villages.
