Periodic reports will be provided to the Board of Trustees as the fiscal year proceeds and budgetary changes are made. 2 EXECUTIVE SUMMARY The University of South Carolina's budget process is a comprehensive planning effort representative of the vision of the University to provide research, teaching, and service for the citizens of the State of South Carolina. The process involves participation beginning at the department level and reaching out to all campuses to develop budgets which will reflect the investments identified to significantly enhance the academic reputation, benefit students and contribute to the economic and societal health of the state. USC COLUMBIA State Appropriations Pending final action by the state legislature, USC will receive an increase in state appropriations for the 2008 fiscal year.
