Emory University School of Law is a top-ranked global law school defined by creativity and innovation in legal education. As Dean, I work closely with faculty, staff, students, alumni, university leadership and the broader community to ensure that Emory Law provides world-class legal education and research in an accessible and inclusive environment.

Research: My research and scholarship focus on health law in the United States and Canada. Major fields of interest within health law include public health law, reproductive health law, conflicts of interest in health care and research, and comparative health law. My current project explores the contested nature of the physician-patient relationship, with a particular focus on legal responses to conflicting values or norms. Recent or in progress publications include an article, “Law and Power in Health Care”, a revised chapter on HIV Law and Policy in Canada (LexisNexis publication expected 2019), and a new edition of Health Care Law & Ethics (Wolters Kluwer 2018).

The University of British Columbia’s Allard School of Law has approximately 45 full-time faculty members, 83 adjunct faculty members, 580 J.D. and 100 LL.M. and Ph.D. students, and more than 10,000 alumni. As Dean, I worked with colleagues and a wide range of stakeholders to support the development and implementation of an ambitious strategic plan focused on 1

establishing the law school as one of the world’s great centers for legal education, research, and engagement through law reform and public service. The law school advanced in national and global rankings, with UBC ranked 31st in the world in the QS World University rankings for Law (2015).

Major initiatives included efforts to enhance academic and research programs while also improving student experiences and outcomes. We revised our mandatory curriculum, enhanced use of innovative pedagogy, expanded experiential learning opportunities, and developed distance learning projects, concentrations, specializations and new course-based masters programs. We secured cooperative law degree programs with other leading global law schools, including Tsinghua University, Hong Kong University, and the University of Melbourne. We invested in enhanced student services, including career services staff, yielding excellent outcomes and improved LSSSE scores. We consulted with students, university and external stakeholders regarding tuition, student financial aid, and access. As Dean, I also led a number of equity initiatives, including respectful environment programming and enhanced support for indigenous law students. Major external relations activities included enhanced alumni outreach and fundraising, including a $30 million (CAD) gift, the largest gift in history of Canadian legal education. We developed and completed a $56 million (CAD) new building project with multiple funding streams, including private support of approximately $35 million.

Honors: Distinguished Courage in Law Award, Indigenous Students Law Association, Allard School of Law (May 2015, for support given to the Indigenous Legal Studies Program and the Indigenous Community Clinic).

The Health Law & Policy Institute (HL&PI) is a center for health law research and teaching at the University of Houston

Law Center. As Director, I was responsible for externally funded research projects carried out for the Texas Legislature, the development of the health law curriculum, publications, service projects, and governmental relations. The Institute had a budget of over $600,000 per year and coordinated thirty courses taken by approximately 500 J.D. and LL.M. students annually. Major accomplishments included: the renewal of special funding from the Texas Legislature totaling $700,000, supporting the recruitment of three tenure track faculty members, and the realignment of the Institute’s research projects and publications. The health law program consistently ranked 1st in the United States during my tenure as Director according to the US News & World Report national rankings. (Also served as Associate Director of J.D. Programs, HL & PI from 1994-98).

Senior Associate Dean for Academic Affairs (1/1998-12/2000) University of Houston Law Center Houston, Texas

As Senior Associate Dean for Academic Affairs, I was responsible for academic programs (including J.D., LL.M. and concurrent degree programs; adjunct faculty; institutes and special programs), faculty development, student services (including advising, admissions, registrar), and career services. My role included significant budgetary involvement. The Law Center had a budget of approximately $16 million and a total J.D. and LL.M. enrollment of 1100. Major accomplishments included: rationalization and improvement of curriculum, enhanced support for research culture including new visiting speakers series, working with faculty and staff to prepare for successful ABA site evaluation, and coordinating efforts to enhance the Law Center’s rankings and reputation.
