The transportation sector is the largest generator of greenhouse gas emissions in the United States; and a lack of safe, accessible, and affordable transportation has cut many Black and brown neighborhoods off from economic opportunity. To meet the moment, we need bold federal action, such as provided for in the INVEST Act, to modernize our transportation policy. Key to this is ensuring public transportation is incorporated and properly funded in the Bipartisan Infrastructure Framework and the reconciliation package. In this context, 20 percent of guaranteed funding and contract authority from the Highway Trust Fund for transit is simply insufficient. The Bipartisan Infrastructure Framework and reconciliation package must include a baseline threshold for transit funding that provides a pathway for parity with the level of funding for roads and bridges.

The proposed HOLTEC site is marketed as “temporary” storage for high- level nuclear fuel rods” from nuclear reactors. But there is no permanent disposal site, so “temporary” could be permanent. 2. What are high-level nuclear fuel rods? Nuclear fuel rods are inserted into the reactor and create heat from the uranium, plutonium, and elements inside to produce electricity. In the process they become more highly radioactive and very hot. 3. What happens when a nuclear reactor is “decommissioned” (shut down)? The nuclear reactor’s “contents” are poisoned with radiation and need removal from contact with all organic and inorganic matter including water and soil. The concrete from buildings, motors, wiring, soil from around and below the reactor (low-level waste), and fuel rods (high-level waste) need to be isolated. The reactor and its contents are re-located to isolated licensed storage sites. High-level waste can be millions of times more radioactive than low-level waste. 1 4.Why is radiation removed from contact with organic life? Radiation is like invisible darts that enter organic material. Cells are damaged, causing cancers, birth defects and deaths. 5.What is the life of the contents of the high-level nuclear fuel rods? The materials in the fuel rods are unsafe for contact with organic life, soil or water for 100,000 to 1 million years.

    RRH Elections/Elections Daily NM-1 Congressional Poll: Melanie Stansbury (D) Leads Mark Moores (R) 49-33 A week ahead of the special congressional election to replace Interior Secretary Deb Haaland (D) in New Mexico’s First Congressional District, a new poll from RRH Elections, supported by Elections Daily, has State Rep. Melanie Stansbury (D) leading State Sen. Mark Moores (R) by a 16 point margin, 49%-33%. Former State Lands Commissioner Aubrey Dunn (I) and Libertarian Chris Manning (L) trail with 5% and 3% respectively, and 9% remain undecided. The poll also shows President Biden with a 58-39 approval rating in the district, slightly below the 60-37 margin he won the district by last year. The poll of 555 likely voters was conducted from May 18-21, 2021, using both IVR to landline phones in both English and Spanish and internet surveys. All survey design and data analysis was performed by RRH Elections. The funding for the poll was provided by crowdfunded donations from generous readers of both RRH Elections and Elections Daily. The letter notes that according to U.S. Customs and Border Protection (CBP) statistics, there were more than 180,000 attempted crossings in May – a 20-year monthly high that surpassed previous record highs set in March and April of this year. The CBP also reported an 18 percent spike in drug seizures in May, including a 53 percent increase in methamphetamine and a 9 percent increase in fentanyl seizures. “The federal mismanagement of our southern border has left our state exposed and rendered our border communities extremely vulnerable,” warned the legislators and sheriffs. “[W]e urge you to take all necessary steps to mitigate the crisis, including a deploying of the New Mexico National Guard to the border to assist CBP.” The full letter to the Governor is attached.

Since the credit’s inception in 1986, it has been responsible for virtually all the production and preservation of affordable housing in our country, and it must be included in the Build Back Better infrastructure package if affordable housing production is going to continue at the pace necessary to meet growing demand. To that end, we request that the bipartisan, bicameral Affordable Housing Credit Improvement Act (AHCIA, H.R. 2573) be included in such a legislative package. Addressing the nationwide affordable housing crisis will take a comprehensive and holistic approach and cannot be solved without vastly increasing the supply of affordable rental homes. The AHCIA can achieve that goal by expanding and strengthening the Housing Credit which is estimated to build or preserve more than 2 million affordable homes and support 3 million jobs over a 10-year period.

However, given the magnitude of the problem—with almost 6 billion people worldwide who have yet to receive a single dose, only 0.3% of all vaccine doses administered in low-income countries, and the continual formation of new and deadly variants such as Delta and Lambda—this necessitates an even greater commitment from the United States to provide vaccines and ensure their secure end-to-end delivery around the world. Specifically, we want to draw your attention to a letter1 led by our offices, together with Senators Merkley and Warren, calling for $34 billion in the reconciliation package to establish an American-led global vaccination campaign, which now has the support of 116 Members of Congress and counting, including more than half the Democratic Caucus in the U.S. House of Representatives. Much like PEPFAR, an intergovernmental effort formed by President Bush to combat the AIDS epidemic, we must implement a comprehensive program to combat the spread of COVID-19 abroad to protect Americans at home. This level of congressional support attests to the importance of this issue for the 116 Members who signed this letter and the millions of Americans they represent in Congress.
