Community Centres - Rochdale Township 2 Agenda Item 2 ROCHDALE TOWNSHIP ACTION AND RESOURCES COMMITTEE MINUTES OF MEETING Tuesday, 27 September 2011 PRESENT: Councillor Surinder Biant (in the Chair); Councillors Daalat Ali, Biant, Jane Gartside, Metcalfe, Mulgrew, Rodgers and Sharif OFFICERS: T. MINUTES 123 DECIDED- That (1) the Minutes of the meeting held on 30 th August 2011 be approved as a correct record. (2) further to Minute 117 (2), an update was provided on the Greenbank Road scheme and is referred to in Minute 133. SPOTLAND AND FALINGE AREA FORUM 124 DECIDED- that the Minutes of the meeting of the Spotland and Falinge Area Forum held 4 th August 2011 be noted. BAMFORD, MARLAND AND SUDDEN AREA FORUM 125 DECIDED- That the Minutes of the meeting of the Bamford, Marland and Sudden Area Forum held on 11 th August 2011 be noted. BAMFORD AND OAKENROD AREA FORUM 126 DECIDED- That the Minutes of the meeting of the Bamford and Oakenrod Area Forum held 22 nd August 2011 be noted. BALDERSTONE AND KIRKHOLT AREA FORUM 127 DECIDED- That the Minutes of the meeting of the Balderstone and Kirkholt Area Forum held on 6 th September 2011 be noted. CASTLETON AREA FORUM 128 DECIDED- That the Minutes of the Castleton Area Forum held on 2 nd August 2011 be noted. BROAD LANE/FIELDWAY, ROCHDALE - TRAFFIC REGULATION ORDER 129 The Committee considered the report of the Service Director for Highways and Engineering which advised Members of objections which had been received to the proposed introduction of ‘No Waiting At Any Time’ restrictions on parts of Broad Lane and Fieldway, Rochdale and requested Members to decide whether to implement the restrictions or not. The recommendation was put forward as Impact Partnership has been commissioned to promote waiting restrictions around the Springfield Resource Page 1 Centre on Fieldway, Rochdale after concerns were raised with regards to road safety and access issues caused by parking in the area. The proposed waiting restrictions will prohibit parked vehicles causing road safety and accessibility problems as there have been two reported accidents in the last three years which have resulted in slight injuries. In terms of alternatives considered, to not make the order would not promote the safety and accessibility for Highway users. The views of the objectors and a Ward Councillor were considered by the Sub- Committee. DECIDED- That the proposed Traffic Regulation Order for ‘No Waiting At Any Time’ restrictions on parts of Broad Lane and Fieldway, Rochdale be not implemented. FOXHOLES ROAD/MAUD STREET, ROCHDALE - TRAFFIC REGULATION ORDER 130 The Committee considered the report of the Service Director for Highways and Engineering which advised Members of objections which had been received to the proposed introduction of ‘No Waiting At Any Time’ restrictions on parts of Foxholes Road and Maud Street, Rochdale and requested Members to decide whether to implement the restrictions or not. The recommendation was put forward as Impact Partnership has been commissioned to promote waiting restrictions around St Patrick’s RC Primary School and All Saints C of E Primary School, Rochdale after concerns were raised with regards to road safety caused by parking in the area. The proposed waiting restrictions will prohibit parked vehicles causing road safety problems at the junctions of Foxholes Road with Rossall Road, Foxholes Close and Rugby Road as there have been four reported accidents in the last three years which have resulted in slight injuries. In terms of alternatives considered, to not make the order would not promote the safety for Highway users. DECIDED- That the Traffic Regulation Order to introduce ‘No Waiting At Any Time’ restrictions on parts of Foxholes Road and Maud Street, Rochdale be implemented. ROYLE ROAD, ROCHDALE - OBJECTIONS TO PROPOSED TRAFFIC CALMING AND PROPOSED WAITING RESTRICTIONS 131 The Committee considered the report of the Service Director for Highways and Engineering which advised Members of objections which had been received to the proposals to introduce a 20mph speed limit with traffic calming and ‘No Waiting At Any Time’ restrictions on Royle road, Rochdale and requested Members to decide whether to implement the restrictions or not. The recommendation was put forward as a decision needed to be made regarding the proposals so the scheme could be progressed or withdrawn. Page 2 In terms of alternatives it was considered that to use Round Topped Road Humps would not be acceptable due to the high level of HGVs using the area. DECIDED- That the proposed introduction of a 20mph speed limit with traffic calming and ‘No Waiting At Any Time’ restrictions on Royle Road, Rochdale be implemented TRAFFIC REGULATION ORDER - PART OF MANCHESTER (OLD) ROAD, ROCHDALE 132 The Committee considered the report of the Service Director for Highways and Engineering which advised Members of the updated position on the proposed introduction of ‘No Waiting At Any Time’ and ‘Limited Waiting’ restrictions on parts of Manchester Road (old), Rochdale, advised of the alternatives that were available and requested Members to decide whether to implement the restrictions or not. The recommendation was put forward as the limited waiting restrictions would regulate the parking and make it available for vehicle users. In terms of alternatives considered, to not make the order would not promote the safety of Highway users. DECIDED- that the proposed introduction of ‘No Waiting At Any Time’ and ‘Limited Waiting’ restrictions on parts of Manchester Road (Old), Rochdale be implemented. ROCHDALE TOWNSHIP FUNDS 2011/2012 133 The Committee considered the report of the Head of Townships which updated Members on the revenue and capital expenditure, commitments and balances of Rochdale Township Funds as at September 2011. Further to Minute 123 in relation to Appendix 2 Capital Fund Schemes TC/05/11 Greenbank Road, Rochdale Drainage Improvements, a Ward Councillor requested that the project be tarmaced which would incur a lesser cost and allow the allocated £56,000 to be split between Greenbank Road , Rochdale and a similar project to be carried out on Clement Royd Street, Rochdale. The Committee considered a Township Project submission for Town Centre retail support for Christmas 2011. A Member proposed that all Members of Rochdale Township could be requested to allocate money from their Ward funds to provide funds for this support. A request for the funding of £7,000 from Environmental Management for the restoration of the fountain in the Memorial Gardens in the Rochdale Town Centre was also considered. Further to the submitted report the Head of Townships sought consideration of the reallocation of funds to establish funds for the cross Ward and Township wide priorities of Clean and Green and Communities and Engagement. The recommendation was put forward as there was a demand for funding for cross Ward and Township wide priorities which needed the Committee to review the allocations of Township Funds that was made in June 2011. In terms of alternatives considered not to release the funds would not allow for the Township Plan priorities to be delivered. Page 3 DECIDED- that (1) the allocation of £56,000 to Greenbank Road as detailed in Appendix 2 be split equally between Greenbank Road and Clement Royd Street for tarmacing improvement work.
