Adam Ebbin, the only openly gay member of the Virginia General Assembly, and one of the co-founders of Virginia Partisans, welcomed the guests. Ebbin’s early efforts have resulted in Virginia Partisans becoming one of the leading Virginia PACs representing the commonwealth’s gay, lesbian and bi- sexual community. Arlington’s Charley Conrad, president of the organization, presented the governor with the group’s President’s Award, along with a check for $500 for his Moving Virginia Forward PAC. Conrad praised the Governor’s initiative to add sexual orientation to his EEO policy and his efforts to defeat the Marshall Newman amendment (to ban same-sex marriage in Virginia). He also noted Kaine’s handling of the tragic Virginia Tech shooting spree and the speech he gave at the time—“without notes and speaking from his heart”—as the governor’s “finest hour.” Kaine said the check would be used to fund 21/51 campaigns across Vir- ginia, emphasizing the importance of this effort. Conrad noted that Virginia Partisans will also be supporting this initiative by helping individual campaigns across the commonwealth with phone banks,
